Background: There was a recent event that has caused concern and staff has recommended that the newly

appointed commissioner Co r ey Forbis be removed from the commission. Council Rule 19.21 states that
"Members may be removed from any advisory committee prior to the expiration of their term of office by a
majority vote of the city council"
Options Considered:
1. Remove newly appointed Parks and Recreation Commissioner Corey Forbis from the Parks and
Recreation Commission.

Subject: Request to remove New Parks & Recreation Commission appointee
At the last meeting of the City Council on May 17'h 2016 Corey Forbis was appointed to the Parks and
Recreation Commission.
On May 24th a serious incident involving Mr. Forbis occurred. This incident was witnessed by two city
employees at Celebration Park. During the incident the employees approached Mr. Forbis and the
accounts are listed below. I followed up with a phone call to Mr. Forbis on Wednesday May 25`" and that
documentation is also listed below.
Rob Ettinger, Manager of Dumas Bay Centre: On Tuesday, May 24, 2016 at 2:04 pm I was heading
from meeting with Dave at Pac Island Grill to the Federal Way Community Center when I observed an
individual jumping a closed and locked gate on the north side of the softball complex at Celebration
Park. As I was heading past the park entrance I contacted park and facility manager Jason Gerwen via
phone to see if the softball complex was closed as I had just witnessed an individual jumping over the
locked gate. He said there was no activity scheduled and that area was closed. I drove into the park
complex and parked my vehicle next to the south softball complex entrance near the flag poles. At this
time Park Maintenance worker Scott Gehring was on a mower and was just pulling into the flag pole
area. Both Scott and I approached the individual as he was on the locked side of the fence closest to field
4. Scott put up his hands showing the individual to go back to the locked gate and he would unlock it for
him. He also verbally said he would unlock the gate. The individual ignored both of us and jumped over
the locked fence on the south end. At that time he was walking by us not making eye contact. I asked
him his name and all he would say was "I am going to a meeting at City Hall and I am late." He was rude
and argumentative and stated he did not have to provide me his name. He also stated he is a Parks
Commissioner. I said that a Parks Commissioner would not trespass in an area that was closed and
locked. He walked away from us and continued on through the park. I then left in my vehicle heading to
the Community Center. I took a picture (attached) of him so I could try and identify who he was. It was
later brought to my attention that he was a newly appointed Parks Commissioner who was on his way to
City Hall for an orientation meeting.
I spoke with Rob about the incident and spoke with Amy Jo Pearsall she said that I should call him about
the incident which I did. Below are my notes from the conversation.
I called Mr. Forbis at approx. 3:30 pm on the 25Th of May and told him what I had heard about the
incident and needed to know if it was him. He stated that it was indeed him and that our employee was
rude, derogatory, disrespectful and talked down to him like a child. I stated that these were parks
employees and explained that we had experienced thefts there and that the gates were locked for a reason.
Mr. Forbis said he did not care who they were and that they had no right to speak to him. He said
"nobody gets to talk to him like that not even the President of the United States ". He then stated "that the
gate being locked may have been to keep cars out" I told Mr. Forbis that a locked gate is universally
understood for people to stay out, that the area is closed. I told Mr. Forbis that he is expected to follow
the rules and that this was inappropriate behavior. I told him that I hoped going forward that this would
not continue. Mr. Forbis said nothing. I do not believe Mr. Forbis was being honest with me about how
the interaction took place and I am very concerned with his disrespectful attitude toward the employees
that he spoke to and how he spoke to me about the entire incident.
Mr. Forbis took no responsibility for his actions or his blatant disregard of the requests from two city
employees who were both wearing city logo clothing. He blamed the city employees for his behavior.
Staff Recommendation:
It is my opinion that Mr. Forbis should be removed from the Parks & Recreation Commission as I do not
feel that he will work'well with the commission or staff to enhance the mission of the commission and the
Parks Department.

Why do you want to serve on this Board /Commission?
It is important for the citzens of the of any city to take an active role in the Goverance of thier city. Recently Federal Way has been in the news
for all the wrong reasons and rather then play the blame game, I want to help. We have a great city with lots to offer and it is time for the
people of my generation to step up and help guide the city into the future. I beleive I have a lot to offer the city and want to humbly serve my
fellow citzens.
What are your prior experiences in this area? I have the benifit of having a verity of experence which means I can take
any role. I served as a member of student senate as the chair of the by -laws committee, we maintained the rules of the group and made sure
they were being followed. Since then I have worked on several diffrent campaigns and taken a verity of roles.
How do you see your role as a Board Member /Commissioner? The role of a board member is to work with felow
members to directly oversee a specific duity of city goverment. They are experts in thier field and advise the city council on how a decsion
will effect a thier particular area. They can also proivde a level of citzen oversight to ensure the city govenment of meeting thier duies as
elected officials.

As stated above Federal Way had been in the news for all the wrong reasons, we have a way to shootings happening in our city and we need
to take action

Thank you for taking the time to considering my application to join one of the many city boards
and commissions. Expertise like strong community organizing, robust knowledge of local
governance and strategic plaining I believe would make me a good fit.
I started at Green River Community College, as a member of the Student Senate. Balancing the
budget, lobbying for bylaws, and working with legislation to resolve student issues at all levels were
part of my duties. Eventually, I became a delegate leader for Americans Elect where I worked my way
up to become a member of the Electoral College of the United States.
I joined Washpirg, to work on GMO labeling nationwide. I have worked with Fieldworks to assist
various campaigns. Such as yes for early success, blocking Forward Seattle, and Honest Elections. I
started out as a signature gather and by the end I was team leader.
During the last campaign cycle, I am worked with Wamend on 1 -735 as a Community Organizer
and a member of the North Seattle Steering Committee. I was responsible for reaching out to
supporter in order to recruit new volunteers and collect donations. I also helped with
endorsements in south King County and spoke on behalf the campaign at LD meetings. During
the last 3 months of the campaign, I made thousands of calls and even raised nearly $3,000
dollars in small donations. I took on an additional role of working with the King County organizer,
to develop a strategy for all of king county. As you can see I have a proven track record of being
able to bring out the best of people, by making sure their voice is heard, which is a unique ability
in itself, and ability integrate in to any situation.
