Chair Maloney called the meeting to order at 5:00 PM.

B. S 320th St and Marine Hills Way Pipe Repairs — 85% Design Update and Authorization to
Bid
Mr. Doucette provided background on this project noting due to significant rainfall in
November, it exposed a blocked outlet pipe at the pond on the SW corner of S 320th Street
and 1St Ave South. City staff inspected the outlet pipe and found significant blockage due
to sediment and tree roots. A Cured -in -Place Pipe (CIPP) repair project was added to
Surface Water Capital Improvement Plan in January 2106. Then on S Marine Hills Way
a sinkhole was found and repaired by the Surface Water Maintenance Crew. Deteriorated
corrugated metal pipe was found to be the cause. This pipe repair was also included in
the Marine Hills Conveyance Restoration Project. In March of this year, another sinkhole
required emergency repair. Staff found deteriorated pipe to be the cause and to avoid risk
of another sinkhole developing, staff aligned this project with the S 320th Street Project this
year. Mr. Doucette summarized completed tasks, ongoing tasks, estimated project
expenditures and available funding.

C. Pacific Highway South HOV Lanes Phase V (S 340th St to S 359th St Project —100% Design May 17, 2016
Status Report and Authorization to Bid Consent
Mr. Mulkey stated this project will construct northbound and southbound HOV lanes on
SR99 between S 340th Street and S 359th Street. This project will include access control
along SR99 and also install a new traffic signal at S 344th Street and replace signals at S
340th Street and S 34h Street as well as include utility undergrounding and relocation,
storm drainage, paving, curb, gutter, sidewalk, street lighting, signing, channelization, and
landscaping. The project will improve aesthetics, traffic flow and reduce accidents by
eliminating conflicts and to promote transit and carpool use. He outlined estimated
expenditures and available funding sources. A brief discussion was held regarding
estimated expenditures, parking restrictions, and condemnation.

D. S288 th Street (Military Road to City Limit) Preservation Project — Project Acceptance May 17, 2016
Consent
Mr. Huynh explained this project with Tucci and Sons, Inc. is complete. He further noted
the project came in under the approved budget amount.

E. Resolution: Setting a Public Hearing Date for the 2017 -2022 Transportation Improvement May 17, 2016
Plan Consent
Mr. Perez informed the Committee that the City is required to adopt a Transportation
Improvement Plan by July 1St of each year. Staff is proposing to have that on June 21,
2016. This resolution sets that public hearing date. Staff plans to present the draft
transportation improvement plan on that first meeting in June.

F. Authorization to Apply for the King County Flood Control District Flood Reduction Grant May 17, 2016
Consent
Ms. Thurlow stated the Flood Reduction grant is awarded annually. This grant is targeted
for small to medium flood reduction projects. She provided a few examples of the types
of projects that could be addressed by the grant. The Marine Hills Conveyance System
Stormwater grant meets all the qualifications. This project will repair deteriorated
stormwater pipes and structures in the Marine Hills subdivision. Pipe condition has
resulted in an increase in sinkhole development, asphalt repairs, and potential flooding risk
in recent years. This grant would be in addition to the King County Flood Control District
Sub - Regional Opportunity fund award that the City received last year. Staff proposes that
if the grant is awarded, the funds be reallocated to the stormwater management
unallocated funding for CIP for future flood control repair project. Discussion was held to
clarify funding sources, award amounts and future projects.
