Dear Mr. Mathews:
We have reviewed the plans and reports for the Mathews Garage Addition date stamped received December 9, 2005,
and found items that need to be addressed prior to receiving approval from Public Works Development Services.
These items are in accordance with Chapters 21 and 22 of the Federal Way City Code (FWCC) and the 1998 King
County Surface Water Design Manual (KCSWDM), and are as follows:
1. Redraw the site plan using engineering scale (1 " =10' or 1 " =20'), not architectural scale.
2. According to the deed for the property two lots north, the easement along this property's western line is 15
feet in width. Please show the easement on the plan, and the proposed setbacks from that easement.
3. The information and topography shown on the site plan is not adequate enough to make a determination
regarding the possible existence of erosion problems or steep slope concerns. It is also not adequate enough
to determine the correct location of the property lines, specifically the northern property line in relationship
to the proposed (and existing) structures. In accordance with RCW 18.43, all site plans that require the
survey of land areas for the purpose of determining the topography thereof, and making of topographical
delineations and accurate records shall be prepared by, or under the direct supervision of, a professional land
surveyor licensed in the State of Washington. Please resubmit a site plan that has been prepared by, or under
the supervision of a professional land surveyor.
4. Please include plans for temporary erosion and sedimentation control.
5. Please show how the drainage from the proposed garage will be accommodated on the site. Refer to
Appendix C of the King County Surface Water Design Manual.
We have suspended review of the single family permit until the additional information is submitted. Your next
submittal shall consist of (5) five complete sets of the Site Improvement Plans. If you have any comments regarding
this comment letter, staff would be happy to meet with you in our office to clarify the requirements. Please contact

Dear Mr. Mathews:
The City of Federal Way received the above referenced permit application on Dec 30, 2005. I
have completed a preliminary land use review of the application. The following issues need to
be addressed before my review can continue:
Geotechnica/ Report — According to a Environmentally Sensitive Areas Survey done in 1997, the
subject property is likely located in a geologically hazardous area, more specifically a landslide
hazard area. Geologic hazards are areas within the community that, because of their
susceptibility to erosion, landslides, seismic, or other geological events, are not suited for
development or other activities. Per Federal Way City Code (FWCC), Sec. 22 -1286 (enclosed),
please submit a geotechnical report prepared by a certified Washington State professional
engineer that identifies whether the site qualifies as a geologically hazardous area.
Soils Report - if it is determined that the site fulls within a geologically hazardous area, a soils
report prepared by a certified Washington State professional engineer must be submitted. The
report must address on or within 25 feet of the subject property and nearby properties:
1. Slope stability, landslide hazard, and sloughing
2. Seismic hazards
3. Groundwater
4. Seeps, springs, and other surface waters
5. Existing vegetation
Additionally, the professional engineer must:
1. Recommend foundation design and optimal location for roadways
improvement
2. Recommend methods for mitigating identified impacts and a description of
how these mitigating measures may impact adjacent properties
3. Any other information the City determines is reasonably necessary to
evaluate the proposal.
If the City approves any development activity or land surface modification under this section, it
may, among other appropriate conditions impose the following conditions of approval:
1. That the recommendations of the soils report be followed
2. That the applicant pay for the services of a qualified professional engineer
selected and retained by the city to review the soils report and other relevant
information
3. That a qualified professional engineer be present on site during all land surface
modification activities
4. That trees, shrubs and groundcover be retained except where necessary for
approved development activities on the subject property
5. That additional vegetation be planted in disturbed areas
SEPA Review— If it is determined by your soils report that this proposed structure falls on or
within 25 feet of a geologically hazardous area, the project is subject to State Environmental
Protection Act (SEPA) review. SEPA review is triggered whenever new home construction occurs
within an environmentally sensitive area. RCW Chapter 43.21C, requires all governmental
agencies to consider the environmental impacts of a proposal before making decisions. The
purpose of this review is to provide information to help you and the agency to identify impacts
from your proposal (and to reduce or avoid impacts from the proposal, if it can be done). SEPA
application fee is $1553.50. Furthermore, if it is determined that a SEPA review is required, a
Preapplication Conference must be applied for and scheduled, or granted a waiver.
Preapplication Conference —If required, prior to submitting a formal application, a
preapplication conference may be required between the applicant, and /or their representative,
and the Federal Way Community Development Review Committee. The Committee is composed
of representatives from the City's Planning and Building Divisions, Public Works Department,
Federal Way Fire Department, and Lakehaven Utility District. There is a $410.50 fee for the
meeting that will be credited towards a furrriai SI=PA or land. usc:: applica. t.on.
Preapplication conferences aid the applicant in preparing a complete project proposal, inform
them of the procedures and requirements of the City code, and identify policies or regulations
that apply to the proposal. Issues such as applicable site design requirements, necessary
permits, design options, and answers to related questions are discussed at the conference.
Preapplication conferences are scheduled within approximately 3 weeks from receiving the
required information discussed below. Approximately one week after the conference, written
comments will be sent to the applicant and /or agent.
Please provide two sets of the requested documents plus a complete resubmittal form
(enclosed). Plans /documents requiring engineering must be stamped by the engineer and be
accompanied by the engineer's calculations. I will review the resubmittal as expediently as
possible.
