Dear Mr. Freitas:
This letter is in response to your e-mail inquiry for the proposed use of the Rosendin Electric Company
property located at 2011 South 3415' Place as a towing company site.
The subject site, zoned Business Park (BP), is approximately 1. 12 acres in size and contains a building and
fenced parking lot. The Rosendin Electric Company, currently in the process of closing, had located an
office, equipment warehouse, and vehicle storage at the site. AI's Towing Company, currently located at
32610 Pacific Highway South, proposes to use the site for office, storage of tow trucks, and towed vehicles.
The BP zoning use chart permits warehouse, storage yards, and public storage facility uses in the BP
zone, but only in conjunction with services whose work is performed primarily off - site,' as was the case
for the Rosendin Electric Company.
In a. February 13, 1992 interpretation, the Director of Community Development Services determined that
the provisions of mini warehouse and public storage facilities allow, by analogy, towing companies
within the zone. There have been no modifications to this interpretation since it was issued. Therefore, the
above referenced site may be used for the towing company use based on the 1992 Interpretation..
In order to establish the towing business at the subject site, a business license must be submitted? Any
exterior changes to the site would require Land Use Review, while interior changes require Tenant
Improvement approval. A Business License Packet is enclosed.

SUBJECT: Request for Zoning Information — Locating Landscaping Office, RV Storage
and a Towing Company
An inquiry was received about locating a towing company within the City of Federal Way. The
towing company needed an office and a storage yard properly screened from public view to store
the towed vehicles. In addition, there was an interest in finding a zone which would also
accommodate a landscaping office (including storage of vehicles and landscaping equipment) and
storage for recreational vehicles (RV's).
A review of the definition section of the Federal Way Zoning Code revealed that it did not
specifically define any of the uses in question. Further, as shown on the attached chart, a
landscaping office appeared to be an allowable use only within the Manufacturing Park District
(MP). Neither a Towing Company nor RV Storage were listed as being allowed in any zone.
Both a Towing Company and RV Storage require parking of vehicles. Public Storage Vehicles
are an allowable use in the Manufacturing Park (MP) Zone. Consequently, it is appropriate to
use the provisions of Section 65.20 (enclosed) relating to Mini Warehouse and Public Storage
Facilities to allow by analogy these types of businesses within the Manufacturing Park Zone.
