The purpose of our site visit was to inspect the clearing and grading work that has occurred on your property. It is evident from the site visit that this work does require licensed engineer design assistance and various city approvals. The work appears to have violated such city codes as land surface modification, geologically hazardous areas (e.g. steep slope and erosion hazards), environmental review, and shoreline regulations. Although not currently a violation, installation of any future retaining walls over four feet in-height will also require a permit under the building code. At this time, the site has been disturbed and exists in an apparent unstable condition. We are now in the wet weather construction season that puts the disturbed area at risk of erosion and/or possible sliding. Because of the length of time it will take to prepare and process the appropriate plans and applications for city review and approval, it is imperative that the site be immediately stabilized for the wet weather season. To address site stabilization, the city will require that within seven days of the date of this letter, you submit a stabilization plan prepared by a qualified licensed engineer. Once approved, the city will expect that all stabilization measures be completed and inspected within an additional seven days. It is the city's goal for you to have the site completely stabilized by the end of October. The city's code compliance officer, Martin Nordby, is currently documenting the observed violations, code based remedies, and required timing for compliance. This document will be sent to you within the next couple weeks. Many times this process leads to a voluntary compliance agreement between the city and the party in violation stipulating required remediation. If you would like to enter directly into a voluntary compliance agreement, you should contact Mr. Nordby immediately at 253- 835 -2631.
