Your request is conditionally approved as noted below. Your letter and sketch depict various actions proposed to mitigate minor shoreline erosion at the subject property as described in your prior March 23, 2007, letter to the City. Your proposal includes the following tasks: • Install a coir log along the toe of the shoreline bank; • Install coir fabric over the log and onto the bank; • Plant Red Dogwood shrubs in a hedge pattern to provide deep rooting stability along the lake edge; • Grass seeding to provide soil stabilization. Lake Lorene is a regulated lake under the Federal Way City Code (FWCC) Section 22 -1. Pursuant to FWCC Section 22 -1335, rehabilitation of a regulated lake can be administratively approved by the Director of Community Development subject to certain conditions. Your correspondence demonstrates that there is some minor shoreline erosion that has occurred. The rehabilitation plan you prepared was developed based on concepts from the Washington State Department of Fish and Wildlife, and the plan implements the use of natural materials and vegetation. Implementation of the plan will not adversely impact the regulated lake, and is intended to provide long term stabilization of the site. The tasks listed above are considered repair, remodeling, or maintenance and are therefore exempt from environmental review under the State Environmental Policy Act (SEPA) pursuant to WAC 197 -11- 800(3). Work proposed in your June 5, 2007, letter and plan is hereby conditionally approved as noted below: 1. A landscape inspection shall be scheduled once the landscaping is installed. In addition, the applicant shall also provide the Department of Community Development a brief annual monitoring report (prepared by the homeowner) and site photos for two years following construction. Due to the fact that my lakefront shoreline falls within °`protected wetlands" definition by Washington State, I must use natural materials in the process of this project. NW Linings & GeoTextiles in Kent has product called "coif logs" and "coif fabric" which I intend to utilize. The logs are twenty inches in diameter, twenty feet long, the fabric comes in four foot wide rolls and is much like jute or burlap. Please find included, my drawings (plans), roughly to scale of the affected shoreline area and also a crosscut of how the coir log should look. The concept is relatively simple: Coir Log — The shoreline sod will be rolled back and the coir log staked in under the toe of the shoreline. The image below illustrates just how the coir log is staked to the lake bottom. In my attached drawing (plan), the dotted line image represents the coir log as it is actually under the sod and under the water. The cross cut better shows that concept. Coir Fabric — The coir fabric will then be stretched from the coif log (water line) and staked onto the crest of the bank (approximately three to four feet). Red Dogwoods — To insure the soil is held in place, it was suggested by Larry Fisher of Washington State DFW, to plant Red Dogwoods in hedge pattern along 0 2so1w) I* s tore A 2..
