Pursuant to Federal Way City Code (FWCC) Section 22 -32.2, the addition of a fully enclosed structure would require a Process II site plan review by the City because there would be a change in the approved architectural design. Under a Process II review, any proposed additions or enclosures shall comply with the FWCC and all relevant sections. The current fee for a Process II review is $1,824.00. Please see the enclosed handout for more detail on a Process H review. In addition, pursuant to FWCC Section 22 -361, any addition under a Process II shall meet the requirements of Chapter 22 Article XIX, "Community Design Guidelines." Your letter to the City suggests the possibility of enclosing the existing espresso stand with a portable prefabricated shed. Under FWCC Section 22- 1630(c), one of the purposes of the design guidelines is to encourage creativity in building design, while assuring quality development. A prefabricated shed does not meet the intent of the City's design guidelines and would not be approved. Any addition or enclosure to the espresso stand shall reflect and compliment the existing facades and architectural design of the surrounding buildings, in this case the Safeway store. We currently have a gazebo that covers our area and it stays up all the time. We have to pull and push the espresso cart into the back of Safeway every morning and evening. I would like to enclose the stand we a portable shed (Tuff Shed or something comparable) so we are able to lock everything up outside each night when we close. This will also enable us to have a the supplies handy. Can you please tell me if I need to obtain permits before doing so and if so which ones will I need to complete?
