LaJoye LaJoye Enterprises 25834 110th Avenue SE, #13104 Kent, WA 98031 Re: "Alternative Atmosphere" Hair Salon Dear Mr. LaJoye: Thank you for your January 2, 1996, inquiry about locating a hair salon that will provide hairstyling services in an alternative atmosphere. You state that the hairstylists would wear. non - revealing lingerie, which would reveal nothing more than would a bikini, and that this clothing would conform to the city's indecent exposure laws. Please be advised that Federal Way City Code (FWCC), Section 6 -237, criminalizes indecent exposure. A copy of this code section is attached with this letter. I am also enclosing a copy of the section of the FWCC which defines adult entertainment. Based on your description, the proposal does not appear to meet this definition. Hair salons are allowed in the Neighborhood Business (BN), Community Business (BC), and City Center (CC) zoning districts. Enclosed are sections of the FWCC pertaining to zoning requirements for hair salons within these zoning districts. It may be advisable to visit our office and look at the current zoning map in order to determine where these zoning districts are located. Please also be advised that the city adopted a new comprehensive plan in December 1995, and there will be changes in the near future to both the existing zoning map and the standards and permit requirements as they relate to commercial zoning districts such as those within which hair salons are allowed. If you desire to pursue the location of a hair salon in the City of Federal Way, we recommend that you either call or stop by our office to talk to a planner who can answer any questions that you may have.
