This letter is in response to your request to locate a dog daycare and service business within Federal Way.
Your letter indicates that you would use 50 percent of a space for dog day care, 25 percent for dog
grooming, and 25 percent for retail sales of products for dogs. You have not identified a specific location
for the proposed business.
Dog day care and dog grooming are not specifically defined in the Federal Way City Code (FWCC).
However, the term "kennel" is defined as, "...an establishment, generally retail in nature, which houses,
cares for, breeds, raises or sells dogs or cats" (FWCC Section 22 -1, enclosed). A dog daycare and
grooming both houses and cares for dogs, thus your proposed business would fall under the definition of
kennel. Dog day care and grooming would not be classified as a veterinary office because the primary use
of the business does not include veterinary services. The sale of dog related products, to the extent you
described, would be defined as an accessory retail use to the kennel.
A May 28, 1999; interpretation states that the best area for kennels is the Business Park (BP) zoning
district since kennels are not specifically cited in the FWCC as an allowable use within the city. A copy of
that interpretation is enclosed. Therefore, a dog day care and service business would be permitted in the
BP zone. Copies of zoning district maps, which show the BP zone, are available at City Hall. An 11x17
inch color map is $5.00, and the 30x40 inch color map is $10.00.
Please be advised that a business registration is required for each business operating in Federal Way (a
registration form is enclosed). Any tenant improvement work to a site requires a building permit (a permit
application and handout are enclosed).

I am interested in opening a business in Federal Way. I have called this
department to find out what kind of zoning I need. They asked me to write to
you.
I want to open a business with Dog grooming as maybe 25% and Retail Pet
Supply about the same and roughly 50% dedicated to Dog Daycare.
The Dog Daycare from what I understand is the zoning question. I know this
is a new type of business for the city of Federal Way. There are a lot of pet
owners in this city and as you know pet owners like to pamper their pets. I feel
this would be a great service to provide for the citizens of Federal Way. A one
stop pet spa, with grooming, pet supplies, and daycare so pet owners would not
have to worry about their pets while they are at work.
The dogs would remain indoors and would not stay overnight. So this would
not need to be zoned for a kennel. This would basically be like a daycare center
for children, but for dogs. We would provide some obedience training as well.
I am hoping to be able to able to lease a facility in the retail part of the city.
Possibly close to a Veterinarian.
