Dear Mr. & Mrs. vonDoenhoff:
The City is in receipt of your February 1, 2005 letter, regarding your property on the border of the
Milton/Federal Way Potential Annexation Area (PAA). As you noted, a portion of your property was
recently annexed into the City of Federal Way in accordance with the previously established PAA
boundaries.
The property in question appears to be bisected by a public right -of -way. While the entire property is
taxed under one parcel number, you in fact own two legal lots (one that was annexed into Federal Way,
the other in King County and Milton's PAA).
As we have previously discussed, the City would like to modify another PAA boundary discrepancy with
Milton in the same vicinity as your property. We will be in contact with the City of Milton in the near
future to discuss this issue. Given your stated position, of preference to annex to Federal Way, we will
include your request in the discussion with Milton. We will keep you apprised of the progress of this
negotiation as it occurs.

We live on a 20 -acre parcel that is on the border between Milton and Federal Way. It is
King County parcel # 3221049063.
As part of the recent Parkway Annexation, the north half of our parcel was annexed into
Federal Way. It is not clear to us why our parcel was cut in half this way. We were not
party to any related negotiations, but for some reason the line between the Federal Way
Potential Annexation Area and the Milton Potential Annexation Area was drawn through
the middle of our property, and so the annexation was conducted accordingly.
This arrangement seems awkward and does not suit us. For one thing, we could end up
with half our property zoned differently and governed under different regulations and
restrictions than the other half. In general, we feel that this split between two
jurisdictions is likely to create situations in the future that could be difficult and may not
make sense. We would much prefer to deal with a single municipality in all matters that
impact our property.
We hereby request that the south half of our parcel be annexed into Federal Way.

The City of Federal Way would like to request an amendment to the County Wide Potential Annexation Area
(PAA) Map to re- designate certain territory from Milton's PAA into Federal Way's PAA. It is our understanding
such a change must be approved by the Growth Management Planning Council (GMPC).
The subject property (parcel number 3221049162) is currently bordered by Federal Way to the north and east and
by unincorporated territory in Milton's PAA to the south and west. The territory includes two parcels (both having
the same ownership and tax ID number noted above) and a portion of right -of -way (see enclosed map for details).
In February 2005, Mr. and Mrs. vonDoenhoff approached Federal Way and requested that their property currently
designated in Milton's PAA be re- designated to Federal Way's PAA with the intention of subsequent annexation
to the city. The vonDoenhoffs own an adjacent parcel in Federal Way and would prefer to consolidate their
property in one jurisdiction.
Federal Way is supportive of the vonDoenhoff amendment request. After discussions with Milton officials
stretching over the last several years, Milton has recently indicated they are supportive of this amendment request
as well and will provide written confirmation upon request.
Following amendment of the County Wide PAA Map, it is our intention to process a comprehensive plan
amendment to depict the change in PAA boundaries. The property could then be annexed to Federal Way at the
discretion of the property owner.
