' At your request, we have assessed the lot at 359xx 13th avenue SW in Federal Way, Washington. The lot is located at
the NE corner of SW 360th Street and 13th Avenue SW. The new construction will be a wood framed single family
residence of approximately 2,800 SF. The driveway will be 420 SF, totaling 3,228 SF. There are no steep slopes,
landslide hazard areas, or wetland areas on or around the site. All possibilities for site drainage were considered and
' it is our opinion that the most appropriate solution is the perforated pipe connection to the existing downstream
drainage system per section C211 of Appendix C, King County Small Site Drainage Requirements.

' SITE DESCRIPTION
The area is entirely residential for several miles to the north, east and west. To the south is also residential however it
is less populated. The lot area is approximately 9,683 SF. The new construction will be a wood framed single family
residence of approximately 2,800 SF. The driveway will be 420 SF, totaling 3,220 SF. The total impervious surface is
33% of the total area. There are no steep slopes, landslide hazard areas, or wetland areas on or around the site.
Currently the vegetation of the site consists entirely of blackberry bushes. There are a couple trees on the edge of the
property line to the east. South west 360th Street borders the lot on the south and 13th Avenue SW borders the lot on
the west. There are existing open ditch lines on the south and west, similar to all other houses in the area. The
topography of the site is essentially flat. On average, the entire lot maintains a slope less than 2 %. No groundwater
' was noted during the time of the site visit. There is a city maintained sewer system rather than a septic system on site.
The geology of the site and surrounding area as taken from the USDA Soil Conservation Service Survey consists of
Alderwood gravelly sandy loam (AgB). This soil is nearly level and undulating, and moderately well drained. There
is a consolidated substratum of till at a depth of 30 to 40 inches. Water moves across the substratum in winter. These
soils have a slowly permeable glacial till or glacial lake deposits at a depth of 40 inches and somewhat excessively
drained, rolling•, deep sandy soils on uplands and terraces. Runoff is slow and the erosion hazard is slight. The
horizon 0 to 6 inches in depth is usually dark brown. The soil horizon from 6 to 12 inches is dark brown, grayish
brown and dark yellowish brown. The horizon 12 to 40 inches is consolidated and mostly grayish brown mottled with
' yellowish brown. Some layers in this horizon slake in water. Soils above the substratum are pervious when
compacted. The surface layer is 2 to 3 inches thicker than the nearby soils to the south Areas are irregular in shape
and slopes range from 0 to 6 percent. The seasonal high water table is about 2 to 3.5 feet.
BEST MANAGEMENT PRACTICES
There are four types of flow control BMP's for small sites: open space retention, dispersion, infiltration, and perforated
tight line systems. Open space retention is used for larger scale projects that significantly increase impervious
' surfaces. Infiltration and perforated tight line methods are typically used for lots smaller than 22,000 square feet.
Perforated pipe connection to the existing downstream drainage system (C.2.11) is the most appropriate method for
this site.
Full infiltration requires the use of a BMP that can "fully and reliably" infiltrate runoff into the ground. It is known
that there is a consolidated substratum, slowly permeable, glacial till layer at about 40 inches below the surface which
may cause water to perch during the wet season. This till layer consists of a silty sand with gravel. Full infiltration is
likely to be impractical,, cost prolubitive as well as unreliable. According to the Soil Conservation Survey, the high
water table is about 2 to 3.5 feet. Drywells require 6 feet or greater (C.2.2.3). Full infiltration requires cobbles, or
coarse or medium sands but the on site soils contain silt and fine sands. Gravel filled trenches have greater potential
than a drywell however they require a water table greater than 3 feet for full infiltration. Gravel trenches may be used
for partial infiltration, in which the minimum length of trench would be 64.4 feet (C.2.3.2). The trench could be placed
as one or be split in two trenches and placed on the east portion of the lot in order to fit on site. The gravel trench
corresponds to partial infiltration requirements but conflicts with full infiltration requirements. Dispersion methods
require a minimum of 50 feet for any vegetated flow path. The largest flow path that could be obtained is about 20 to
25 feet. Dispersion methods
Ground surface depressions are viable when the water table is 2 to 3 feet below the surface. The requirement is 20
cubic feet of storm water per 1,000 feet of impervious surface (C.2.2.4) which equates to 64A cubic feet. There are open
ditches on the south and west side of the lot. Both ditches are deeper than 6 inches and at least 1 foot wide. The total
lineal footage of the ditches is 193 feet. Assuming a 6 inch deep ditch equates to 96.5 cubic feet, which is more than
adequate and still conservative in estimation. There are no conflicting requirements with this method if the existing
ditches may be labeled as ground surface depressions.

' The perforated pipe connection to the existing downstream drainage system (ditches on the south and west side) is
essentially the same system as referring to the existing ditches as ground surface depressions. Due to the consolidated
substratum of the on site soils and the classification being silty sand with gravel, this system is the most appropriate
' for the site. There are no slopes, landslide or erosion hazard areas near or around the site. The lot is fairly flat
averaging less than 2%, also the system will not create flooding or erosion impacts. The property sits on a division line
between two basins. Per map 743-NW (SWM Atlas 95), all groundwater and runoff will drain toward the south east or
' the south west to WH07 or. WH15, respectively. There is a city maintained sewer system rather than a septic system
on site.
CONCLUSION
' Based on information provided by United States Geological Survey journals and maps, site visits and interpretation of
on -site soils, it is our opinion, a perforated pipe connection to the existing downstream drainage system (ditches on the
south and west side) is the most effective and efficient method for controlling and directing the additional runoff of
' the new construction (C.2.11). There are no.steep slopes, landslide hazard areas, or wetland areas on or around the
site.
