Dear Mr. Tutton:
On May 13, 2004, the City of Federal Way received your letter regarding the removal of trees at
the above referenced property. Your letter has been referred to me for response. You requested to
remove four large fir trees and one Madrona tree on the site. Federal Way City Code (FWCC)
Sections 22 -1091 through 22 -1095, "Land Surface Modification" (enclosed), governs the removal
of vegetation from developed sites. Based on a site inspection, I have determined that removal of
the trees is not permitted outright, as the trees are considered significant trees per FWCC Section
22- 1568(b) (enclosed). Therefore, their removal is subject to a Process III review under FWCC
Section 22 -1094.
A visit to the subject site showed that the five trees have been removed at this time. As the City
did not approve their removal, this is considered a violation of the land surface modification
procedures. Furthermore, it appears that some of the trees may have been required parking lot and
perimeter landscaping, and so their removal constitutes a violation of the landscaping code. As
such, the matter has been referred to Code Compliance Officer Martin Nordby. Martin will be
contacting you with details on how to correct the violation. Please call me at 253- 661 -4175, or

The Washington Trucking Associations, owner of the building located at 930 South 336'h Street, plans
to remove four of 20 large fir trees and one Madrona tree located on the property the weekend of May
15 &16, 2004. The four fir trees in question are on the immediate edge Of the facilities parking lot and
the root systems are interfering with the in- ground sprinkler system and causing the asphalt of the
parking lot to buckle. See diagram.
Removal of the trees will in no way detract from the natural and existing growth of vegetation, nor will
their removal hamper the ecological and aesthetic environment of the property or the community.
