RECITALS A. The governing Interlocal Agreement for Valley Com provides, in pertinent part, that Valley Com shall i) determine what services shall be offered and the terms of such services; ii) enter into agreements with third parties for necessary services; iii) hold radio frequency licenses to meet public safety responsibilities; and iv) undertake other acts necessary to further Valley Com's goals and purposes. B.
