Dear Sir or Madam:
This letter is to inform you of the city's approval for Joe's Deli and Restaurant permit and to make you
aware of a situation on the site that may affect future tenants in this building.
As part of the review process, the planning department conducted a brief analysis of the site with regards
to parking, landscaping, exterior modifications, and other zoning code requirements. The building was
constructed in 1982 as part of the West Campus Office Park Development, which appears to have been
originally intended to contain office uses. Therefore, the site was developed with 43 parking stalls to
accommodate offices.
The proposal to locate a restaurant in this office complex increases parking density on this site and site
analysis indicates the need for 38 parking stalls without a tenant in Suite F. The Federal Way Revised
Code (FWRC) requires one parking stall for every 300 square feet of office use, while one parking stall
for every 100 square feet is required for restaurant use. So, the required 38 parking spaces are easily
accommodated with the current 43 on the site.
In the future, however, when a tenant proposes to occupy Suite F, or other vacated suites, a parking study
may be required to ensure continued adequate parking on this site. For example, if someone proposed to
use Suite F (a 1742 square feet tenant space) as an office, six parking stalls would be required for this use.
If someone proposed to use the space as a restaurant, 17 parking stalls would be required. As there are
only 5 "unutilized" spaces available for on -site parking, the city could not approve a license or a permit
for these uses without a parking study that would ensure sufficient on -site parking. Currently, the only
types of uses that would not trigger the parking study requirement are those like broadcasting studios,
research and development, and other uses noted in the enclosed code, FWRC 19.235.030. These uses
have a parking requirement of one parking stall for every 500 square feet.
In summary, the city is approving the permit for the restaurant use in Suite C/D and we wanted to make
