MEETING MINUTES
Chair Berger called the meeting to order at 6:30pm.
Present: Dawn Coggins, Chair Dave Berger, George Pfeiffer, Vice Chair Laura Belvin, David Musick, Mike
Hoefel, Steve Payne, Anthony Murrietta, and Roger Flygare

APPROVAL OF MINUTES
Commissioner Murrietta moved to approve the March Parks and Recreation Commission regular meeting minutes
as written. Commissioner Musick seconded. Motion passed.
STAFF REPORTS
PANTHER LAKE TRAIL IMPROVEMENT 85% DESIGN
Mr. Ikerd provided the background information. Staff will be going to Council for approval of the 85% design and
for permission to go out to bid. Mr. Ikerd reviewed the design with the commission. It's a 6' wide loop trail that
will go around Panther Lake. The project includes a 50' footbridge, an enclosed Sani -can and a pervious concrete
parking lot. The bridge that will be installed is metal with a concrete walking surface. The engineering estimates
have come in at $998,000, and the budget for the project is a little over one million. Commissioner Pfeiffer moved
to accept the 85% design as presented. Commissioner Coggins seconded. Motion passed.
PARKS APPRECIATION DAY
Parks Appreciation Day will take place on April 22 from 9: 00am- I 2:00pm. The assignments and details were
reviewed, and the commission has been asked to be at their site by 8:15am. Mr. Gerwen is focusing on having
more volunteers at Alderbrook Park. There are several sponsors for the event, and some of them will be handing out
giveaways. Federal Way Police Officers will also be handing out positive tickets to kids at the sites. Shelley Pauls
will assist Chair Berger with the hotdog pickup and delivery.
PARK PATH ASPHALT REPAIRS
No update. They are just starting to make asphalt.
BROOKLAKE UPDATE
Mr. Hutton reported that a structural engineer inspected the property, and red tagged the hall portion of the
building. It has been boarded up, and will eventually be torn down. The church group is still operating out of the
historic portion of the building. The Karate Instructor is now teaching classes for the City of Federal Way
Recreation division. The Irish Step Dance class is looking for a new location. The Brooklake property will be a
part of the Parks, Recreation & Open Space Plan.

OTHER BUSINESS
TURF CONDITION AND RENOVATION PLAN
Chair Berger requested that staff update the commission on the condition of the turf. Mr. Hutton reported that staff
has been aware of the poor condition of the turf for some time. There is an organic layer that is building up on all of
the natural sand based grass fields. The grass has been planted directly onto the sand; this allows the drainage to go
straight down. Through the years of cutting the grass, the organics have been building up. The fields need major
renovation. Staff has been asking for equipment for the past eight to ten years, but it has never been approved
during the budget process. We can no longer get through the organics with the machinery that we have. Staff
attended the FEDRAC meeting to alert the committee about the problem. At that meeting, the committee took the
problem very seriously and made a motion to put this on the Council agenda as an action item. It will take
approximately 6 -8 weeks to get the machinery. These fields generate a lot of revenue for the city and the business
community. Council approved the purchase of the equipment at their April 4, 2017 City Council meeting. Mr.
Ikerd reviewed the machinery that is being purchased. Included in the equipment package a piece of equipment for
the synthetic turf, a trailer, a power cart and a root cutter. The total cost of the equipment $128,000 and the cost of
the sand is $70,000. The money will be borrowed from the replacement reserve accounts.
PROS PLAN
Information about the survey was handed out at the Federal Way Community Center's 10 year anniversary
celebration. It's also posted on both the City of Federal Way and Community Center websites. The next
Stakeholders meeting will take place in late May or June.
This was Commissioner Mike Hoefel's last Parks & Recreation Commission meeting. He served six years on the
commission. He was thanked for his hard work.
