PRHSPSC MINS 04-11-2017City of Federal Way City Council PARKS RECREATION HUMAN SERVICES & PUBLIC SAFETY COUNCIL COMMITTEE Tuesday April 11, 2017 5:00 p.m. SUMMARY Committee Members in Attendance: Chair Koppang, Committee member Moore, Committee member Assefa- Dawson Council Members in Attendance: Deputy Mayor Burbidge Staff Members in Attendance: Ryan Call, Assistant City Attorney, John Hutton, Parks Director, Steve Ikerd, Parks Deputy Director, and Mary Jaenicke, Administrative Asst. II. Guests: None Chair Koppang called the meeting to order at 5:00p.m. Commission Comment: None Public Comment: None Approval of Minutes Committee member Assefa- Dawson moved to approve the March minutes as written, Committee member Moore seconded the motion. Motion passed. BUSINESS ITEMS Panther Lake Trail 85% Redesien Mr. Ikerd stated that the 85% design is not much different from the 30% design. The new addition in the 85% design is the 50ft bridge. The bridge is a steel structure with a 6ft wide concrete walking surface. Staff is working on a contract for soil testing. The engineer's cost estimate is $998,570.00 and the total available budget is $1,058,918.00. The next steps are finalizing the drawings, applying for the permits, and then going out to bid. Committee member Moore moved to approve the 85% redesign of Panther Lake Trail and authorize staff to bid the project and to send to the April 18, 2017, consent agenda for approval. Committee member Assefa- Dawson seconded. Motion passed. COUNCIL DISCUSSION ON EMERGING ISSUES Committee member Moore has been working with Anica Stieve with the Center for Children and Youth Justice (CCYJ); they work with the Suburban King County Coordinating Council on Gangs (SKCCCG). He will be meeting with her next week, and would like her to come to a future PRHSPSC meeting. Committee member Assefa- Dawson attended a Regional Law and Social Justice Committee meeting. They talked about statistics and data about criminal justice and wealth and health. She stated that it would be appropriate to have a presentation at a PRHSPSC meeting.
