Dear Mr. Arroyo:
The City of Federal Way's Planning Division has reviewed information submitted on February 8 and
February 23, 2011, which requested a"change of occupancy" in order to establish a church use at the
Ninth Avenue Center property. Based on analysis of the proposed church use and the Federal Way
Revised Code(FWRC), a"change of use"as defined in the City's zoning code has not been established
and no further land use review for the new church is required.
The site is located with in the Office Park(OP)zoning district. Church uses are permitted in OP zoning
districted pursuant to FWRC 19.235.110 Churches. The World Harvest Church is proposed to be located
in Suite C-3, previously occupied by Top Wholesale,a Korean merchandise wholesaler. According to
your letter, the World Harvest Church congregation is 22 person—7 youth and 15 adults. The hours of
operation are Sunday worship from 8:00 a.m. to 3:00 p.m., Saturday youth services from 3:00 p.m. to
8:00 p.m. and Wednesday choir practice from 4:30 p.m. to 9:00 p.m.
As defined in FWRC 19.05.030 C Definitions, a change of use is determined to have occurred when it is
found that the general character of the operation has been modified. The determination includes review
of, hours of operation, required parking, traffic generation, general appearance, outdoor storage, and
surface water runoff discharge as discussed below:

Upon analysis, it is found that the establishment of a church use in Suite C-3 of the 9th Avenue Center
would not modify the general character of the operation and would not constitute a change of use.As
there is no"change of use", and as there are no proposed changes to required landscaping, required
parking, or the existing architectural design, the World Harvest Church will not be required to obtain land
use approval for the establishment of a church use in the building. A current business license has been
issued under file 10-101621-00-BL and the `verification of church occupancy' under file# 11-100615-00-
CO has concluded.Note that no construction work was authorized with the 'verification of church
occupancy' and any work conducted in the tenant space requires a new building permit.

90 cars during usage times.Our operating hours are Sunday from 8:00 AM until 3:00 PM,Saturday from

22 members from youth to adults.
We are a faith based non-denominational church based on the Christian faith that families strive to
