(OES) conducted a scope of work hazardous material assessment on October 22, 2013 regarding the Green Tower Slide Building located at Enchanted Village Wild Waves Theme Park in Federal Way, Washington The purpose of the assessment was to identify potential hazards to workers resulting from demolition of the building; hazards that are applicable by state law. This assessment included identifying (if any) asbestos-containing materials, PCB light ballast and a waste stream characterization for lead paint. Samples were collected by Nelson Miles, AHERA Accreditation No. BLIMP-NES-13-0310-01;expires March 10, 2014. Asbestos Material suspected of containing asbestos included wallboard wall system, wall texture, floor covering, carpet mastic, stair tread sealant, wall insulation, and membrane roofing system and composition roofing system. Unless presumed asbestos containing, any materials or components containing greater than one percent(>1%) asbestos is regulated by federal,state and local air agencies. All suspect materials that were identified in association with this structure did not contain asbestos. No other suspect asbestos-containing materials or components were identified. PCB Light Ballast Polychlorinated Biphenyls,or PCB, are hazardous organic compounds once commonly used in the production of fluorescent ballasts. During the assessment two types of lights ballasts were identified: 1)Magnetic and 2)Electronic • Magnetic: Very old ballasts manufactured before 1979 contain capacitors with Polychlorinated biphenyls (PCB's). The EPA regulates PCB's under the Toxic Substances and Control Act (TSCA). All ballasts manufactured after January 1, 1979 do not contain PCBs and the label on the ballast is marked"No PCB". Random ballasts were examined which all were marked"No PCB • Electronic: Electronic ballasts were also identified, which do not contain PCBs or do not pose a health or environmental risk because of their content. Electronic ballasts are most commonly used. with T8 and T5 linear fluorescent lamps. This type of ballast is also used with pin iNtamtE fluorescents as well. Electronic ballasts are not regulated as hazardous waste and can be disposed of safely in landfills and municipal incinerators. Recycling, to recover metal used in the case and circuitry is the recommended means of disposing of electronic ballasts as with any other electronic components. Fluorescent lamps Fluorescent light bulbs are present throughout the building and may be mercury vapor containing,which can be classified as universal waste. Universal wastes are a subset of hazardous wastes that are ubiquitous throughout commercial and industrial buildings. In accordance with EPA requirements, identified universal wastes must either be recycled where appropriate or disposed of as universal waste. No samples were collected as part of this assessment. Waste Stream Characterization The TCLP or Toxicity Characteristic Leaching Procedure is designed to determine the mobility of both organic and inorganic analytes present in liquid, solid,and multiphasic wastes. This is usually used to determine if a waste may meet the definition of EP Toxicity, that is,carrying a hazardous waste code under RCRA(40 CFR Part 261). The TCLP analysis simulates landfill conditions. Over time, water and other liquids percolate through landfills.The percolating liquid often reacts with the solid waste in the landfill, and may pose public and environmental health risks because of the contaminants it absorbs.The TCLP analysis determines which of the contaminants identified by the United States Environmental Protection Agency (EPA) are present in the leachate and their concentrations. The hazardous waste criterion for lead wastes is established under the federal Resource Conservation and Recovery Act(RCRA), Subtitle C, as 5.0 mg/L measured with the Toxicity Characteristic Leaching Procedure (TCLP). Based on.what we identified and samples at the site,it must be determined whether the debris fails or is likely to fail the toxicity characteristic for lead. Remove ecology block wall on the west side of the slide tower building. 5) Demolish/remove all fiberglass slides and all slide structural supports (steel &wood timbers). 6) Pool on east end of site shall remain. Remove headwall on the west end of pool and fiberglass slide flumes that penetrate the headwall. Review site for size &quantity of slide support foundations. 9) Grade site after the removal of all debris/plants/trees within the limits of the work. 10)Clean up/wash asphalt and other areas affected by your work efforts. 11) Demobilized. 12)Assist in obtaining permit final approval from the City of Federal Way.
