The Process I application was submitted and determined to be complete on January 15, 2008. The City's Department of Community Development Services hereby approves the Process I application. According to the submittal,the proposal includes the installation of a trash compactor measuring 25.5 feet long, 8 feet wide, and 8.5 feet high. The proposed trash compactor will be placed on a new concrete pad and will be enclosed in a 100 percent sight obscuring fence measuring 9 feet tall.The proposed improvements do not reduce required parking, landscaping,buffering, open space,or public areas; do not change the location of utilities or easements; and create no impacts to sensitive areas or significant trees. The City's Public Works Department has also reviewed the submittal. Please see the enclosed January 29, 2008,memo from Senior Engineering Plans Reviewer Sean Wells concerning water quality and treatment devices for trash compactors. Based on the City's review, the Process I application for the installation of a new garbage compactor and enclosure is approved. This Process I decision shall not waive compliance with future City of Federal Way codes,policies, and standards relating to this site. The effective date of this decision is February 24,2008, or three days from the date of this letter. Pursuant to FWCC § 22-356, any person who received notice of the administrative decision may appeal this decision to the Federal Way Hearing Examiner by March 9,2008, or 14 days from the effective date of decision. No work on the proposal can commence until the end of the appeal period. However,in that you are the only party of record,you may waive your right to appeal this decision. If you wish to waive your right to appeal,you must do so in writing or via email to the attention of Associate Planner Matthew Herrera. A building permit is required for this proposal as the garbage enclosure's fence measures nine feet in height. Work may not begin until a building permit is approved. An electrical permit will also be required. We have adequate materials, and have determined this application complete and sufficient for review. We have also conferred with the Surface Water Management division, and have the following comments about the proposal. There are no specific City requirements for water quality controls, treatment devices, etc. to be included in the installation of new trash compactors. The city expects that new compactors - if maintained properly - will not present a water quality concern. Therefore, they may be sited in an area draining to the storm sewer system. However, our experience shows that trash compactors may fail over time, and could be prone to leakage of contaminants, especially where liquid waste is routinely disposed (i.e., unused drinks from eating establishments). In cases where significant and chronic storm water contamination has been well documented by SWM, business owners have been compelled to tie the compactor area into Lakehaven Utility District sanitary sewer (also involving a canopy to prevent rainwater going to L.U.D.) In the review of the Forest Cove project, it is advised that although the additional provisions described above (sanitary sewer tie-in &canopy) are not currently required, it may be wise to include them now in the design.
