On May 14,2007,you submitted a new application for a soldier pile wall. During our phone conversation, you informed me that the face of the soldier pile wall will be aesthetically treated similar to your previous wall application. Specifically, the face of the soldier pile wall will be treated with either stucco or cultured stone. This proposed aesthetic treatment is acceptable to the City. As we discussed,the City Council has adopted an ordinance providing for regulation and removal of graffiti. Federal Way ordinance number 07-550 contains provisions for civil penalties and requires property owners to remove graffiti from their property. The ordinance also allows the City to remove graffiti at the property owner's expense, when the property owner does not remove graffiti in a timely manner. City staff encourages property owners to design,construct and maintain improvements in a fashion that will minimize the likelihood of graffiti. In addition to the proposed stucco or stone treatment,City staff encourages landscaping draping over the wall and landscaping in front of the base of the wall. Planting of thorny bushes at the base of the wall will help reduce the likelihood of graffiti. At this time,the Planning Division has approved the design of the wall based on your proposed treatment. The Building Division has not yet conducted their review of the building permit application. A Building Division Development Specialist will contact you when the permit application is ready to issue. What we eventually approved was treatment of the wall with either stucco or cultured stone. The applicant recently submitted a major redesign of the wall, and now they are proposing a soldier pile wall. The wall would have an external appearance of steel I beams (vertically) with 4 X 12 or 6 X12 timbers Hemlock or fir, stacked horizontally between the I- beams. I suggest that I cal the applicant to see what type of aesthetic treatment they will include. I can't imagine you can do much aesthetic treatment with this type of wood material.
