(NES) inspected this residential home for asbestos materials. The structure was heavily damaged by fire with the roof being burnt away. It has been open to the weather for one year. Any previously undiscovered suspect materials should be assumed to contain asbestos. The contractor should contact NES for sampling and analysis. This inspection report includes data that describes the type of materials found, their quantities, where appropriate and their asbestos content. The report can also be used as a program planning tool for all construction, maintenance, abatement and demolition work associated with the structure. INSPECTION & SAMPLING PROCEDURES Puget Sound Clean Air Agency (PSCAA) and Labor & Industries regulations require an inspection of all buildings greater than 120 square feet for the presence of asbestos containing materials prior to renovation and/or demolition. Asbestos containing materials are defined as those building materials containing one percent or more of asbestos as verified by laboratory analysis. Asbestos containing materials are sub-divided into three types: surfacing materials, thermal system insulation, and miscellaneous materials. Surfacing materials are defined as those materials that are sprayed-on, troweled-on or otherwise applied to surfaces including, but not limited to, acoustical plaster on ceilings, paints, fireproofing materials on structural members, or other materials on surfaces for decorative purposes. Thermal system insulation indicates material applied to pipes, fittings, boilers, tanks, ducts, or other structural components to prevent heat loss or gain. All other materials are considered to be miscellaneous materials. All surfacing materials, thermal system insulation and flooring . installed in structures prior to 1980 are presumed to contain asbestos unless proven otherwise by a licensed building inspector. The number of samples collected depends on the type of material and its quantity. In order to prove that suspect or presumed materials do not contain asbestos; surfacing materials require at least three samples of each homogeneous area. Five samples are required for areas greater than 1000 square feet and seven are required for areas greater than 5000 square feet. Thermal system insulation requires at least three samples be collected. One sample of each suspect miscellaneous material must also be collected. Each sample was collected and placed into a separate, sealed, unadulterated plastic bag. They were then individually numbered. When possible, samples were collected from areas or materials that had been previously damaged. Sampling equipment was decontaminated after each sample was collected. Once collected, the samples were delivered to an accredited laboratory, accompanied by a chain of custody describing each sample. The samples were then analyzed using Polarized Light Microscopy (PLM) Stain Dispersion technique in accordance with EPA Method 600/R-93/116. Additional treatment and tests may have been used as required to define a sample's composition. • • BUILDING DESCRIPTION This residential home covers an estimated 3500 square feet on three levels. It was built in the early 1990's. The main floor functions as living space, kitchen, bathroom and utility. Sleeping areas are found upstairs. The basement houses the two gas furnaces, a family room, bedroom and a small apartment. Inside walls and ceilings are gypsum wallboard. A combination of oak, vinyl carpet and ceramic tile are used over oriented strandboard (OSB) subfloor material. Vinyl framed windows are used and the siding is generally OSB lap siding. Brick is used on the front of the home as accent. A large deck covers the apartment and ground floor patio. Cedar shakes were used as roofing. Fiberglass insulation is used throughout. The fire that started in the downstairs apartment burned the apartment, back deck and the shake roof severely. The house is heavily water damaged from the fire and the year that it has been open to the elements. ASBESTOS CONTAINING MATERIALS No asbestos materials were found during this survey. All asbestos must be removed prior to demolition or renovations in which it will be disturbed. Contractors are advised that the potential to find asbestos-containing materials including thermal system insulation in hidden spaces is always present during demolition or renovation projects. Should suspect materials be discovered during the work, the contractor is advised to call NES for an inspection of the suspect material. PSCAA and Washington WISHA regulations require that all asbestos containing materials be properly handled during demolition and renovation and that a survey of the asbestos containing materials be provided to all contractors and posted at the site to prevent potential accidental asbestos exposure. The City is concerned about this long delay on behalf of the neighborhood.The structure has become an attractive nuisance and a potential harborage for vermin. Additionally,the neighborhood suffers esthetically the longer the home remains in this condition.While the City does not want to add any burden to you or your family,having already suffered the loss of your home, some time in the near future the City will be in the position of having to take action under the provisions of the International Property Maintenance Code(IPMC). The IPMC,adopted by reference by the Federal Way City Code(FWCC) Section 5-166,gives the City the authority to order the repair or demolition of structures that have been rendered uninhabitable by fire or other causes.In these cases,the City may issue a Notice and Order for the repair or demolition of the structure. Such orders have deadlines for completion of landmark tasks that lead to reasonable progress, and also impose monetary fines for failure to complete such tasks.As stated before,the City would prefer not to take this action,but cannot reasonably continue to allow conditions in the neighborhood to remain as they are today. Please reply to this letter with a schedule for repair or demolition of the structure.We would like to work with you(or your agent),and/or your insurance company,to establish a reasonable schedule for abating the condition of your property.Please be aware that a Notice and Order and its potential monetary fines accrue to the property owner.For this reason, we are hopeful that we can gain your cooperation voluntarily and begin to make reasonable progress towards the resolution of this situation.
