In light of Denis' performance history, I would ask that any Federal Way building inspector who
is asked to sign off on the roof only do so when they are completely confident that the entire roof
was installed correctly. Since this is a flat roof, the way in which it was sealed is crucial. In
addition to the pattern of nails, I would ask that the inspector assure that there are not gaps, thin
spots, or other anomalies in the roofing material that would only provide short-term integrity to
the roof. And I question that can be done with almost all the roof essentially blocked from view.
Had Denis called for a roofing inspection immediately after the roof was done, and before the
deck was built, the inspection would have been a minor item. (Unless there is a reason Denis did
not want the inspector to see the fully exposed roofing job.) The slope of the roof (3 inches over
12 feet) is low enough that I saw some pooling of standing water on the roof, primarily behind
the small humps where the sheets of roofing material overlap.
While Mr. Watters was on site, Denis stated that a prior Federal Way inspector said that the roof
was not an issue, inasmuch as it was largely shielded by an overhanging deck. Upon closer
questioning, he admitted that was not exactly what was said. I pointed out that the engineering
drawings have no provision for assuming that the roof is anything other than a fully sealed and
dependable structure. The deck may be removed at a later date, or otherwise modified so the
building beneath is subject to direct weather. The roof has to have the integrity of a roof on a
totally exposed building.

Re: Roofing Inspection Issues

This morning, in accordance with a Federal Way building code compliance inspection I
scheduled, Mr. Clark Watters arrived on site to inspect the roof of a detached building that is
being behind my house. Mr. Watters issued a "Correction Notice" stating "Provide method of
inspecting roof slits under floor of deck". I concur in Mr. Walter's decision.
This was because Denis Sherlock (the contractor) had his workers proceed with the installation
of a deck over the building prior to having the roof inspected when it was fully visible. The roof
is essentially a flat roof, and the distance between the overhanging deck and the building is very
limited. Part of the deck is supported by structures built on top of the roof. Only about 1 foot of
the top of the roof at one end is clearly visible for inspection. The rest is blocked from view by
deck supporting members.
My concern arises from Dennis' demonstrated history of skirting, and sometimes simply
ignoring building codes and cutting corners. Over the life of this project, among the questionable
practices he has engaged in are:
a) He did much of the early work without any permits in place
b) He roughed in the wiring and installation of electrical outlets illegally close to a hot tub
c) He poured a new foundation without having any of the required inspections done
d) He installed standard composition shingles on the flat roof of the building
e) He attempted to stem the severe leaking of rainwater on the roof by applying sealer in the
seams between the shingles (These shingles were removed only after I informed Denis
that their use violated the manufacturer's instructions on where they were to be used. He
replaced them with a sealed roofing material.)
f) He worked without the necessary business credentials in Federal Way
g) He has had money flow issues (I was billed directly by one of his subcontractors when
Denis failed to pay)
After Mr. Watters left, Denis indicated that he was going to schedule another inspection, and that
showing a Federal Way building inspector that nails were protruding through the underside of
the roofing would provide assurance that the nailing was properly done. DREEDIEVVEAD
all that is necessary for the roofing to pass inspection.
