This structure's foundations fall within 18 inches of the backfilled utility trench. The excavation consists of several bench cuts descending down across the site from east to west. Along the east side, cuts are on the order of 8 to 12 feet below existing grade, tapering to depths of two to five feet downslope to the west. Soil conditions exposed consist of a fine-grained, reddish-brown to brown silty sand. Probing found these soils to be in a fairly compact and dense condition. The exception to this was along the south end of the excavation where seepage has softened the upper four to six inches in the two upper bench levels. These loose disturbed soils should be removed, exposing firm undisturbed soils prior to foundation construction. To guard against further disturbance of the soils, seepage occurring on the bench level should be intercepted at the cut face and should be taken to a point of controlled discharge to the west. The interceptor drain constructed for this purpose should be installed in a manner where it can serve as a permanent drainage element for the structure. A layer of crushed rock can also be placed on the surface to protect the soils from further disturbance during construction. As noted,the north foundation line for the new structure will be located approximately 18 inches south of the eight inch sanitary sewer. The excavation had removed a predominant portion of the backfill soils, thus exposing the top of the pipe. In our opinion, suitable foundation support would be provided by backfilling the utility trench with 1 1/4 inch crushed rock. The crushed rock should extend a minimum depth of three feet below the base of the footing. All loose and disturbed backfill soils should be removed prior to placing the rock. With foundation bearing obtained as described above, it is our opinion that suitable support for the residential foundations would be provided using a design bearing capacity of 2,000 pounds per square foot(psf). As noted, the foundation excavation depth is about 8 to 12 feet along the east side of the structure. The gradient of the side slope is relatively steep, probably less than .5:1 (Horizontal:Vertical). The southeast corner of the excavation is relatively close to the existing deck foundations for the adjacent southeast residence. Soils exposed on the cut face consist of relatively dense sands within the lower portion of the excavation, with fill soils noted within the upper half of the excavation. The excavation has not been completed in accordance with the recommendations presented in our June 7, 1993 report for the project. In review, for this tract, we had recommend that temporary slopes be laid back at a minimum inclination of 1:1. Although the slope has remained in a stable condition with no indications of movement, it is our opinion that this slope presents an unacceptable level of risk for construction workers and for the adjacent southeast structure.
