I am glad that you took the time to follow up with me. I wanted to relay to you information that I have researched since we talked, as I think it will help explain what happened, and also give you a better picture of the inspection process. I am not sure that you will feel any less frustrated with the situation, but it may give you a clearer understanding of what to expect for the remainder of your inspections. You have received four separate inspection notices including the one for framing that you received on 4/5/2006. Each of the inspection notices relate to the specific inspection that was called for on that day. The following table summarizes the activity that has taken place: Date Inspection Called For Inspection Notice Summary 12/19/2006 Rough mechanical Dryer duct not installed and insulate fan ducts 03/14/2006 Rough mechanical and plumbing Primarily plumbing corrections 03/22/2006 Fire blocking, rough mech/plumb Some fire blocking corrections, some mech/plumb corrections 04/05/2006 Framing, fire blocking, rough One framing correction, additional mech/plumb corrections mech/plumb The first inspection was for rough mechanical and covered mechanical systems only in the addition. The second was for rough plumbing and a re-inspect on the mechanical, with primarily plumbing corrections, still in the addition. The third inspection was for fire-blocking in the addition and rough mechanical and plumbing, in the existing residence, which actually was not included in the scope of this permit. The last notice covers framing in the addition and the hot water tank, which was not completely installed at the time of the first inspection. Part of the confusion appears to be that the project began as an addition and has grown into a phased project that includes an upgrade to the existing home. In the beginning of the project, inspectors were only looking at the addition. Now that the full scope of work includes an upgrade of the existing home, inspectors must look at all the building systems and make sure they meet code. That is why there have been multiple mechanical and plumbing inspections. There has been only one framing inspection, with an astonishing single correction. Doc.I.D. • • I think the record clearly shows that you have done a very good job with this project- having a single framing correction for all of the work you have done is significantly better than most home-owner/builder projects. The multiple mechanical and plumbing notices simply reflect phased inspections of a phased approach to the project. Both the framing and mechanical corrections noted on your last inspection notice are particularly important for the safety of your family. One addresses emergency egress and access to sleeping rooms, and the other prevents the incomplete combustion of fuel gas which could have resulted in poor hot water tank performance and the build up of poisonous gasses in the home. In conclusion, I have found that there are no inconsistencies in the inspection process as it has progressed so far. I would request however, in order to clarify the record for this project to reflect all of the work you have done, that you provide the inspector with a written, revised scope of work/plans that indicates all that has been done in the existing home. We will then update the scope of work on the permit and issue you a revised permit. That permit document should then be retained for as long as you own the home.
