Parks Comm MINS 06-01-2017CITY OF FEDERAL WAY PARKS, RECREATION AND CULTURAL SERVICES PARKS AND RECREATION COMMISSION June 1, 2017 Hylebos Conference Room 6:30 p.m. City Hall MEETING MINUTES Chair Berger called the meeting to order at 6:30pm. Present: Chair Dave Berger, Vice Chair Laura Belvin, George Pfeiffer, David Musick, Steve Payne, Anthony Murrietta, David Wilson, Dawn Coggins and Michael Campsmith Excused: Roger Flygare Staff: John Hutton Parks Director, Steve lkerd, Parks Deputy Director, and Mary Jaenicke, Administrative Assistant II. Guest: None New Commissioner Michael Campsmith introduced himself to the Commission PUBLIC FORUM None APPROVAL OF MINUTES Vice -Chair Belvin moved to approve the May Parks and Recreation Commission regular meeting minutes as written. Commissioner Payne seconded. Motion passed. COMMISSION BUSINESS JULY 4TH SHIFT ASSIGNMENTS Commissioners signed up for work shifts at the Red, White & Blues Festival. Trail mix will be handed out again this year. The commissioners will be distributing the PROS Plan survey for people to complete. It was suggested to add a QR code to the survey. The Parks and Trail maps will be available, and the Panther Lake Trail project will be on a display board. PENDING JULY AND AUGUST PARKS & RECREATION COMMISSION MEETINGS Mr. Hutton stated that in the past, the July 4`h event has counted as the Parks and Recreation Commission meeting, and the commission did not meet in August to allow for vacations. There was discussion about the next PROS Plan Stakeholder meeting, and whether or not the commission should meet in August. Mr. Hutton stated that a Focus Group meeting will be held in mid to late July. Stakeholders are not required to attend the Focus Group meeting. The Stakeholders will meet in August. Commissioner Murrietta moved to cancel the August 3 meeting, and meet in September. Commissioner Wilson seconded. Motion passed. STAFF REPORTS PANTHER LAKE TRAIL IMPROVEMENTS Mr. Ikerd reported that staff has run into an unforeseen "administrative brick wall ". In order to do a soil test for the engineers to determine what kind of footing to put in for the footbridge, the County required the City to apply for a Special use permit. Staff submitted the special use permit, and the County has responded back to the City, that a Cultural Resource Study may need to be done. The County also believes that there is a sewer in the location, but g:\parks comm mtg notes \2017 \06 -01 -2017 minutes i.doc Parks and Recreation Commission, June 1, 2017 Paee 2 Cultural Resource Study may need to be done. The County also believes that there is a sewer in the location, but staff and the County cannot find any record of a sewer line, but there is a storm drain there. If they do require the city to do the Cultural Resource Study, then this will delay the project. Staff and the Consultants have been looking for other possible ways to access the site. Staff needs to do the soil test before they can go out to bid. Mr. Ikerd is working to convince the County that a Cultural Resource Study is not necessary, and that the sewer line does not exist at that location. PARK PATH ASPHALT REPAIRS Mr. Ikerd met with the contractor on -site at Sacajawea, and he has a commitment from him that he will start the repairs on June 26. The contractor has asked if he could wait until October to start the project and Mr. Ikerd was very emphatic that Sacajawea needs to be done first, and that he needs to fit in the rest of the sites when he can. OTHER BUSINESS Vice -Chair Belvin will be giving a presentation on the parks in Federal Way to the residents of Brookdale Senior Living. The presentation will be given on June 21. Vice -Chair Belvin inquired about questions for the Focus Groups. Mr. Hutton stated that there will be generic questions, and some of the questions would be specific to the Focus Group. She would like to know what those questions are once their developed. The commission discussed a date for the upcoming tour of the parks. Commissioner Murrietta suggested doing it on the same night as the September commission meeting. The regular meeting will start at 5:00pm once business has been conducted, the meeting will adjourn, and the park tour will start. The commission will tour Mirror Lake, Wedgewood, and Alderbrook Parks.
