legislative Agenda
ement
The City of Federal Way is Washington's 11th largest city, a great place to live and work, with a d
economy. As the City prepares to celebrate its 25th anniversary in 2015, it is focusing on economi
community development, public safety, and other critical needs for the fiscal health of cities acro
Economic Development
Support for critical downtown revitalization projects
The City is seeking capital funding for
its downtown Performing Arts and
Conference Center and planning funds
for efforts to site a college branch
campus in its downtown.
Communi
ty Development
Address South King County homeless and affordable
housing needs
The City seeks seed money for planning a regional South
King County day shelter to serve the growing regional
need for homeless services.
The structure of state tax incentives is causing affordable
multifamily housing to develop in an inequitable pattern in
King County, leaving some communities with insufficient
supply. The City recommends forming a legislative
working group to develop
solutions to King County's
affordable housing barriers.
Municipal Fiscal Health
Restore liquor excise tax revenue sharing to local
government at historical levels
Establish a portion of the 75% excise
tax on recreational marijuana to be 0A-

Transportation
Enact a comprehensive transportation revenue package
and ballot authority for Sound Transit
Investments in new transportation projects, and maintenance
and preservation of the state's transportation infrastructure
are critical to the economy. Completing the Triangle
Interchange project is needed to serve South King County
cities and Port of Tacoma freight movement. Voters
should be given the opportunity
to vote on a Sound Transit 3
package to bring regional light
rail to Federal Way, Tacoma
and surrounding communities.
Public Safety
Support local efforts to combat DUI and
distracted driving
Federal Way's Nick & Derek Project mobilizes specially trained
traffic officers to target DUIs and distracted driving, reducing
the biggest safety threat to residents and visitors using City
streets. The City seeks additional state support to expand the
program and demonstrate the effectiveness of the targeted
enforcement approach at the
local level.
