INTRODUCTION
This assessment presents the results of ourgeologic hazard assessment for the
proposed additions to the existing residence located at 29650— 1st Avenue South in Federal
Way, Washington. The general location of the site is shown on the attached Site Vicinity Map,
Figure 1.
Our understanding of the project is based on our discussions with you, our May 16,
2011 site visit, and our experience in the area. We understand that you propose to remodel
and expand the existing residence. We anticipate that the proposed additions will be wood-
framed and on continuous spread footings, similar to the existing structure. The existing
residence appears to have a crawl-space, while the parking area under the existing carport
has a slab-on-grade.
SCOPE
The purpose of our services was to evaluate the surface and subsurface conditions at
the site as a basis for assessing potential adverse impacts to and from the slopes located within
the site area in order to satisfy the City of Federal Way requirements. We understand that the
City of Federal Way Community Development Services Department has indicated that the site is
potentially located within a landslide hazard area. Pursuant to the Federal Way Revised Code
(FWRC 19.160.010), a geotechnical soils report is being required to identify whether the site
qualifies as a geologically hazardous area. Specifically, our scope of services for the project
included the following:
1. Visiting the site and conducting a geologic reconnaissance to assess the site's soil,
groundwater and slope conditions.
2. Addressing the appropriate geotechnical regulatory requirements for the proposed
site development.
No subsurface explorations or laboratory testing were completed as part of the scope
for this assessment. However, we did review published geologic literature, including available

well logs from the Department of Ecology website, in order to identify subsurface conditions in
the site area.
SITE CONDITIONS
The subject parcel is located at 29650— 1St Avenue South in Federal Way,
Washington, in an area of existing residential development. The parcel is rectangular in
shape, measures about 75 feet wide (north to south by 120 feet deep (east to west), and
encompasses about 0.21 acres. The parcel is bounded by site is bounded by 1st Avenue
South on the west, South 297th Place on the south, and by existing single family residences on
the east and north.
The site is currently developed with an existing single family residence and carport.
An approximate 6-8 foot tall ivy-covered retaining wall is located about 6 feet east of the
residence. Two additional rockeries and a paved driveway (providing access to the
neighboring residence to the north) are located in the eastern portion of the site. We interpret
this to be a private easement.
The site is in an area that generally slopes down to the north and west. According to
topographic information obtained from the King County iMap website, the ground surface
immediately on the site slopes down to the west at inclinations of about 15 to 25 percent.
However, as part of the existing site development, the site slopes have been regarded to a
series of level benches supported by rockeries. The rockeries vary in height from about 2 to 8
feet. Total topographic relief across the site is on the order of 20 feet. The similar slope
continues up to the east before flattening about 3 parcels east of the site. Extending west of the
subject site, the slopes flatten across 1St Avenue South and the adjacent parcel, before
steepening to about 50 percent (about 200 feet from the parcel). The existing site configuration
with King County topography is included on the attached King County IMAP, Figure 2.
Vegetation on the site consists of ornamental landscaping with gravel/mulch around
the residence. A small grass lawn area is located on between the residence and 1St Avenue
and atop the wall closest to the residence. No evidence of erosion, soil movement, landslide
activity or deep-seated slope instability was observed at the site or the adjacent areas at the
time of our site visit.
Site Soils
The USDA Natural Resource Conservation Service (NRCS)Web Soil Survey for King
County maps the soils on the site as Arents-Alderwood material (AmC)that form on slopes of
6 to 15 percent. These soils are derived from glacial till and are listed as "moderate" erosion
hazard. A copy of the SCS map for the site vicinity is attached as Figure 3.
Site Geology
The Geologic Map of the Poverty Bay 7.5-minute Quadrangle, Washington, Derek B.
Booth, Howard H. Waldron, and Kathy G. Troost (2003) indicates the site underlain by
recessional outwash (Qvr) mantling advance outwash (Qva). Both soils were deposited during
the most recent Vashon Stade of the Fraser Glaciation, approximately 12,000 to 15,000 years
ago. The outwash deposits consist of mixtures of sand and gravel that were deposited from
melt water streams and rivers emanating from the prehistoric ice mass. The outwashes may
locally contain silt and clay deposits from slack-water environments. The advance outwash
was subsequently overridden by the ice mass and as such offer high strength and low
compressibility characteristics, whereas the recessional outwash was not overrdidden and is
considered normally consolidated. Excerpt of the above referenced map are included as
Figures 4. The one available well log for the for the site area generally confirms the mapped
stratigraphy.

The online Coastal Zone Atlas for King County does not extend back to the subject site,
but the area between the subject parcel and shoreline if generally mapped as "S"for stable. No
areas of Intermediate, Unstable, Old Slide or Recent Slide are mapped within 500 feet of the
site area. A copy of the Coastal Zone Atlas is included as Figure 5.
GEOLOGIC HAZARDS
The Federal Way City Code states "geologically hazardous areas shall mean areas
that, because of their susceptibility to erosion, landsliding, seismic or other geological events,
are not suited to siting commercial, residential or industrial development consistent with public
health or safety concerns."
Erosion Hazard Areas
The City of Federal Way Code Section 18-28 defines erosion hazard areas as those
areas having a "severe" or"very severe" erosion hazard due to natural agents such as wind,
rain, splash, frost action or stream flow.
Landslide Hazard Areas per City of Federal Way Chapter 18-28
The Federal Way City Code Chapter 18 section 28 defines landslide hazard areas as
those areas potentially subject to episodic downslope movement of a mass of soil or rock
including but not limited to the following areas:
a. Any area with a combination of:
1. Slopes greater than 15 percent;
2. Permeable sediment overlying a relatively impermeable sediment or
bedrock;
3. Springs or groundwater seeps.
b. Any area which has shown movement during the Holocene epoch, from 10,000
years ago to the present, or which is underlain by mass wastage debris of that
epoch.
c. Areas potentially unstable as a result of rapid stream incision, stream bank erosion,
and undercutting by wave action.
d. Areas located in a canyon or on an active alluvial fan, presently or potentially
subject to inundation by debris flows or catastrophic flooding.
e. Areas that have a "severe" limitation for building site development because of slope
conditions, according to the USDA SCS.
f. Those areas mapped as Class U (Unstable), Uos (Unstable old slides), and Urs
(unstable recent slides) by the Department of Ecology.
g. Slopes having a gradient steeper than 80 percent subject to rock fall during seismic
shaking.
Seismic Hazards
The City of Federal Way Municipal Code, Chapter 18-28 defines seismic hazard areas
as "those areas subject to severe risk of earthquake damage as a result of seismically
induced ground shaking, slope failure, settlement or soil liquefaction, or surface faulting.
These conditions occur in areas underlain by cohesionless soils of low density usually in
association with a shallow groundwater table."
Steep Slope Hazard
The Federal Way City Code Section 18-28 defines steep slope hazard areas as "those
areas with a slope of 40 percent or greater and with a vertical relief of 10 or more feet, a
vertical rise of 10 feet or more for every 25 feet of horizontal distance. A slope is delineated by

established its toe and top and measured by averaging the inclination over at least 10 feet of
vertical relief."
CONCLUSIONS
Based on our observations and site evaluations, it is our opinion that a geologically
hazardous area does not exist on or within 25 feet of the site. The following sections address
the various hazards as outline by FWRC Section 19.
Erosion
The City of Federal Way municipal code Section 18-28 defines erosion hazard areas
as those areas having a "severe" or"very severe" erosion hazard due to natural agents such
as wind, rain, splash, frost action or stream flow.
The USDA NRCS has mapped the subject parcels as being underlain by the Arents-
Alderwood materials that have a "moderate" erosion hazard. As such, the subject parcel is
not located within an erosion hazard area.
Landslide Hazard Areas per City of Federal Way Chapter 18-28
From the above listed indicators, we offer the following comments. No evidence of
active landslide activity was observed at the site at the time of our site visit. No slopes with
greater than 15 percent with seeps/springs and/or permeable sediment overlying relatively
impermeable sediment were observed on or immediately adjacent to the site. No planes of
weakness or rockfall hazards were observed at the site.
The site is not located in an area susceptible to rapid stream incision, stream bank
erosion or undercutting by wave action. The site is not in a canyon nor is it in area of mapped
alluvial fan deposit. The USDA NRCS does not list the Arents-Alderwood material soils that
form on slopes of 6 to 15 percent as having a "severe" site building limitation due to slopes. The
site is not mapped within the Coastal Zone Atlas designations. No slopes that are not protected
by structures, steeper than 80 percent occur on or adjacent to the parcel.
Based on the above, the site does not have any of the above landslide hazard
indicators on or within 25 feet of the site. In our opinion, the site does not constitute an active
landslide hazard area and therefore no prescriptive buffer should be imposed by the City of
Federal Way.
Seismic Hazard
The Federal Way City Code, Chapter 18-28 defines seismic hazard areas as those
areas subject to severe risk of earthquake damage as a result of seismically induced ground
shaking, slope failure, settlement or soil liquefaction, or surface faulting. These conditions
occur in areas underlain by cohesionless soils of low density usually in association with a
shallow groundwater table.
Based on our observation and the subsurface units mapped at the site, we interpret
the structural site conditions to correspond to a seismic Site Class "C" in accordance with
Table 1613.5.2 in the 2006 IBC (International Building Code) documents. This is based on
the likely range of equivalent SPT (Standard Penetration Test) blow counts for the soil types
observed in the site area. These conditions were assumed to be representative for the
conditions based on our experience in the vicinity of the site.
Liquefaction is a phenomenon where there is a reduction or complete loss of soil
strength due to an increase in pore water pressure. The increase in pore water pressure is
induced by seismic vibrations. Liquefaction mainly affects geologically recent deposits of
loose, fine-grained sands that are below the groundwater table. Provided the design criteria
listed below are followed, the proposed structure will have no greater seismic risk damage
than other appropriately designed structures in the Puget Sound area.

Steep Slope Hazard
Based on our observations during our site reconnaissance, areas sloping greater than
40 percent with a vertical height of at least 10 feet in isolated areas were not observed on or
within 25 feet of the site. The nearest unprotected slope that is steeper than 40 percent is
located about 190 feet east of the site. Therefore the site does not meet the technical criteria
of a steep slope hazard.
LIMITATIONS
We have prepared this report for Mr. Phel Phasavath and Ms. Vicki Praseuth, U-Build
It Construction, and members of the design team for use in permitting the proposed project.
Subsurface conditions described herein are based on our observations of exposed soils on
the parcel. This report may be made available to regulatory agencies or others, but this report
and conclusions should not be construed as a warranty of subsurface conditions. Subsurface
conditions can vary over short distances and can change with time.
Within the limitations of scope, schedule and budget, our services have been executed
in accordance with generally accepted practices in this area at the time this report was
prepared. No warranty, express or implied, should be understood.
