The City Center Core and Frame areas are 209 and 205 acres, respectively. Vision for City Center • The CC is an identifiable and vibrant "downtown" comprised of a diverse mix of office, commercial, retail sales, services, entertainment, and housing; with the CC -C containing the City's tallest buildings and the CC -F containing transitional heights between the CC -C and adjacent lower- height areas. • The CC is the primary commercial area providing local goods and services to the surrounding neighborhoods, and to residents and employees within the center area. • The CC is characterized by: o Mixed -use developments o Pedestrian- oriented streetscapes o Livable and affordable housing o A network of public spaces and parks o Development of superior design and quality o General services such as retail, office, and hotel uses that draw people from outside the region o Connections to a convenient regional transit system • The CC is connected to other regional urban centers and areas of the City by a multimodal transportation system, including a fast and convenient regional transit system. • Traffic flow has been improved around and through the CC by extending the street network, creating smaller blocks, and completing the ring road along the west edge of the CC. • There is a pedestrian/bicycle pathway through the CC connecting Steel Lake Park and Celebration Park. • The CC has evolved into a lively and attractive place to live, shop, and conduct business with a network of outdoor spaces for recreation, strolling, gathering, and dining. Outdoor spaces range from a major urban park that is the focal point for downtown, to pocket urban plazas for lunch time gathering by residents, visitors, and workers. p • A parking garage has been built through a public /private partnership. This has freed up space for construction of multi -story developments. Vision for City Center -Core • The CC-C provides a central gathering place for the community where civic and cultural activities and events take place. The CC -C includes an outdoor park with public amenities such as fountains, sculptures, and unique landscaping and a town square. • Municipal Facilities and a performing arts center are grouped around the town square. • The CC-C has the highest density of development, with a significant number of jobs and residences within walking distance of a transit station. This helps reduce dependency on the automobile and improves pedestrian mobility. • The CC-C emphasizes pedestrian, bicycle, and transit mobility. The CC-C is less auto - oriented than the CC -F, but it is not unfriendly to the use of automobiles. • The CC-C has become the financial, retail, business, civic, and cultural hub of Federal Way. City Center -Frame • There are similar uses in the CC -F to those in the CC -C, but they are of lower- density and intensity.
