As I understand it, several holes were drilled for electrical wires (Image A &B) within a couple inches of the bottom of the 3x8 floor beams. At the area in question, the span of the 3x8 beams appears to be between three and four feet long. Because of the short span, the holes are acceptable. Brian also informed me that you are concerned about a floor joist, which is above a 2x6 plumbing wall, which has had sections removed for the installation of a vertical pipe. Because the floor joist in question is supported by the 2x6 plumbing wall,rather than spanning a distance,removal of sections of the joist is acceptable as long as the 2x6 studs are intact (centered holes are okay, and small notches for pex lines are okay)and continuous (no splices or breaks).
