Glossary 08/07/2005 15:21 2538528433 SUMMIT PROPERTIES PAGE 05 Asbestos Bulk Survey Report Pal-Do World*Seatac Plaza ORION Environmental Services Executive Summary General Overview Under an agreement with Banner Commercial of Kent, ORION Environmental Services performed a pre-renovation asbestos survey at Seatac Plaza Pal Do World located at 2200 South 320th - Unit A2 in Federal Way, Washington_ The purpose of this survey was to identify, characterize, and quantify regulated asbestos containing materials that would be impacted during the upcoming renovation activity. This survey was performed in conformance with tie procedures and methods outlined in applicable federal, state, and local regulations. To date, no previous surveys or sample collections were presented to at the time the survey was performed. This investigation was performed on April 25, 2005. Based on the discussion of what was being impacted, 28 suspect materials were homogenized, collected, processed, and analyzed for content by Polarized Light Microscopy_ The bulk sample analysis results are presented in Appendix C (PLM Results). Building materials that' contain asbestos fibers in the amounts greater than 1 percent (1%) is regulated by the Washington State Department of Labor and Industries (L&I), and the Puget Sound Clean Air Agency (PSCAA). All 28 suspect materials were found non detect for containing asbestos, which included wallboard and taping; vinyl tile and mastic, carpet mastic, cove base mastic, and and ceiling tile_ Inaccessible Locations: ORION cannot make statements as to the potential presence or absence of asbestos containing materials in inaccessible areas of the building. We believe that all areas being impacted were accessed_ However, areas excluded from this survey were the exterior of the unit and the roof. -ES1 - 06/07/2005 15:21 2538528433 SUMMIT PROPERTIES PAGE 06 Asbestos Bulk Survey Report Pal-Do World--Seatac Plaza ORION Environmental Services 1.0 Purpose and Scope of Work 1.1 General ORION Environmental Services (OES) performed a pre-renovation survey of Seatac Plaza Pal Do located at 2200 320th in Federal Way, Washington_ The purpose of the survey was to identify, characterize, and quantify visual and observable regulated asbestos containing materials (ACM) that would be impacted du-ing renovation activities_ The exterior of the building and the roof area were not included. Included in this survey were the observations of other potential hazards that may exist and be impacted as part of the renovation_ 1.2 Asbestos Asbestos surveys are required by regulatory agencies to identify the location of asbestos containing materials and/or components with the goal of eliminating exposures that occur in the construction industry, particularly during the removal of asbestos during renovation or demolition. These regulations apply to .asbestos exposure in the following areas: , • Demolition or recovery of structures where asbestos is present; • Removal or encapsulation of materials containing asbestos; • Construction, alteration, repair, maintenance, or renovation of structures that contain asbestos; • Installation of products containing asbestos; • Asbestos spill/emergency cleanup; • Transportation, dispose , and storage of asbestos at the site where construction activities are perfomied; and • Housekeeping activities; involving asbestos at the site where construction activities are performed. Criteria to negate the designation of installed asbestos containing materials for this project was performed to meet the requirements of AHERA (40 CFR Part 763, Subpart E). At anytime there is information supporting the material or component contains asbestos, it must be communicated to contractors prior to disturbance as an inclusive part to the renovation contract. 1.3 Duildina Information Each are building is primarily metal framework on masonry slab. This specific location of within the plaza was primarily open bay (warehouse) and consisted of components such as wallboard, ceiling tiles, vinyl tiles, and carpeting, Heating is by forced-air HVAC_ The primary source of lighting is by fluorescent fixtures. ORION fully participates in the RTI bulk sample analyses program number 102911 administered by the American Industrial Hygiene Association (AHIA). Samples were analyzed using the United States Environmental Protection Agency's (USEPA) endorsed Polarized Light Microscopy with Dispersion (PLM/DS) method_ Appendix B lists the sample numbers that is unique for each sample location that ensures each number is not duplicated. Due to the volume of samples collected, the sample number suffix was run on continual basis so as not to confuse sample numbers taken on different days. Appendix B also lists material homogeneity for each sample collected of material found. For example, Vinyl Tile 1 (VT 1) is given this unique designation to represent the location only for this material. If a different vinyl tile is found (being non-homogeneous) then a different number is identifier is given (Vinyl Tile 2 — VT 2). The same occurs for each material identified during the survey_ Included in appendix B are descriptions of the sampled materials (e.g. pipe insulation, vinyl tile, etc.). The final entry in Appendix B the analytical result giving the percent and type of asbestos identified. If no asbestos was detected in the sample, "None Detect"appears in the final entry. 2.2 Definition of Key Inspection Terms Given the specific purposes of this inspection, the following definitions were used for the terms: suspect and non-suspect asbestos materials; homogeneous materials: inaccessible building areas; and confirmed asbestos-containing materials: a. Suspect and Non-Suspect Materials: Suspect materials are defined as installed building materials that either were pre-formed (i.e., manufactured off-site) or were prepared and installed on-site and have a history of being manufactured with asbestos. Inaccessible Building A rea. Building areas, systems, structural components, or surfaces that could not be inspected. Inaccessible locations are defined as follows: • Locations where that was unsafe or impractical to dissemble equipment or remove building systems covering. • The inspector could not physically enter or observe the area or building component without mechanical demolitiDn • Locations that could not be accessed because of tenant restrictions. For the purposes of this inspection, inaccessible areas or components included the following locations: • Roof Area. • Concealed materials behind wall systems would require destructive sampling. • Gaskets of water lines and boiler systems • Wall and floor penetrations • Building Insulation for vapor and fire barrier d_ Confirmed Asbestos-Containing Materials. Suspect materials where at least one (1) of the collected bulk samples of any homogeneous set contained an asbestos concentration of greater that 1% by volume. Samples of suspect ACM must be found to contain less than 1% asbestos by a petrographic assessment(e.g., 400 point-count), or by TEM, to conclude that the material in ACM (regulal,ed). 2.3 Inspection Methods The inspection was conducted in a systematic manner in accordance with the following procedure: a. A visual inspection of each accessible building area was performed to locate and quantify materials suspected to contain asbestos. The inspector would try to find damaged areas or materials far collection while the selection remained unbiased for sampling. Selective destructive sampling was performed to access areas where there was a reasonable presumption where suspected asbestos containing materials could be found, such as pipe chases, and above tering tiles. Samples were collected in a non-abrasive manner, with emphasis placed on minimizing the potential fiber release during collection procedures. Examples include plaster, popcorn-textured ceilings, skim coat textures, and structural fireproofing. • Thermal System insulation—Insulation used to inhibit heat transfer or prevent condensation on pipes, boilers, tanks, ducts, and various other components of hot and cold water systems, and heating, ventilation, and air conditioning (HVAC) systems. Examples include pipe lagging, pipe wrap; block batt, and blanket insulation; cement and "muds"; and a variety of other products such as gaskets and ropes. • Miscellaneous Materials — Materials not classified under Surfacing Materials or Thermal System Insulation. Examples include floor tile, ceiling tile, roofing felt, concrete pipe ("transite"), outdoor siding and fabrics, glazing putty, wallboard and associated assembly components, various mastics, etc. such as floor tile, wallboard, ceiling tiles, and mastics. b. AHERA protocol provides guidance for the number of samples of each materials to be collected depending on it categcry and amount of material present. The goal of AHERA is to ensure statistically reliable date and it accomplishes this by requiring or suggesting a minimum number of samples to be collected, and in some cases, by using random sampling techniques to determine sampling locations. However, in every case, AHERA relies on the judgment of the inspectors who are experienced in AHERA methodology and the type of facilities being inspected. For this facility, the following protocol was used in determining the number of suspect samples to collect: Material Type Quantity 1. Friable Surfacing Materials'"' a. Homogeneous area equal to or less than 1000 Square Feet 3 Samples b. Homogeneous area greater than 1000 SF but less than 5000 SF 5 Samples c. Homogeneous area greater than 5,000 SF 7 Samples 2. Thermal System Irsulation (TSI) a. Homogeneous area 3 Samples b. Patched area it less than 6 linear or square feet 1 Sample 3. Friable Miscellaneous Materials— in a manner sufficient to determine if ACM 4. Non-Friable Miscellaneous Materials—In a manner sufficient to determine ACM '"**Friable Materials—Matelots that can be crushed pulverized or reduced to powder by hand pressure. c. A particular suspect rraterial may be located in various separate places throughout the structure_ Neither EPA, nor OSHA requires that these materials be sampled in each location. Suspect materials of the same type, age, appearance, have the same date of installation, and are sampled in accordance with AHERA requirements must provide statistically reliable data, which can be extrapolated on all remaining non-sampled areas. d. Samples were collected and placed into separate, sealed, unadulterated plastic bags. Each sample was individually numbered and sample information was entered onto field data sheets. The samples were delivered to the testing laboratory for analysis; each accompanied by completed chain-of- custody form and field data sheets. Sample locations were recorded on field drawings prepared for this purpo,e. 2.4 Method of Analysis All samples were delivered to ORION Environmental Services, analytical laboratory in Federal Way, Washington, to be analyzed for the type and the content of asbestos. These samples were analyzed using Polarized Light Microscopy (PLM) Stain Dispersion Technique in accordance with EPA Method 600fR-93/116. Building materials that contain asbestos fibers in the amounts greater than 1 percent (1%) is regulated by the Washington State Department of Labor and Industries (L&l), and the Puget Sound Clean Air Agency (PSCAA), All 28 suspect materials ware found non detect for containing asbestos, which included • Wallboard Assembly • Vinyl Tile and Tan Mastic • Vinyl Tile and Dark Mastic • Carpet Mastic • Cove Ease Mastic • Ceiling Tile During the course of the survey, no fire doors were observed for the interior of the space and no samples of the roof, flashirg, and mastics or other exterior samples were collected. 3.2 Fluorescent baht Fixtures • Fluorescent light fixtures were noted throughout the building and may be PCB and/or Mercury containing. No sample:;were taken as a part of this survey. 3.3 Exit Signs and X-ray Machines • Exit signs were observed and may be sourced by a radioactive component No samples for confirmation were coller;ted as a part of this survey. 3.4 Slllca Concrete and masonry components (flooring, plaster, wallboard, etc.) were observed and may contain silica. Silica as regulated by WISHA includes the speciation of Quartz, Cristobilite, and Tridymite, thus creating the requirement for implementing worker, and in some cases, environmental protection. No samples were collected as part of this survey. However, epidemiological studies published in the 1960's and early 1970 have shown associations between occupational asbestos exposure and pulmonary diseases such as lung cancer, asbestosis, and masothelioma. The occurrence of these diseases is influenced by the type of asbestos mineral fiber, the size of the mineral fiber, as well as the concentration and duration of airborne asbestos exposure_ Asbestos-related diseases do not develop immediately after inhalation of asbestos fibers; it may take 20 or more years for symptoms of these diseases to appear. As a result of these studies, asbestos is classified a confirmed human carcinogen, and regulated by various federal and state agencies to protect the public health and the occupational workforce_ Themere presence of asbestos in a building does not mean that the building occupants are endangered; intact and undisturbed asbestos containing materials do not pose a health risk_ In 1988, the Environmental Protection Agency evaluated various asbestos control and abatement (removal) actions to help tuilding owners manage asbestos containing materials in their facilities, to alleviate unwarranted fears about the mere presence of asbestos in buildings, and to discourage spontaneous decisions to remove all asbestos containing material regardless of its condition. In 1990, EPA issued a guide titled Managing Asbestos in Place, which expanded upon and refined previous EPA guidance documents. This guide emphasizes the importance of in-place management as opposed to asbestos abatement, and stated that a properly conducted operations and maintenance (O&M) program is as appropriate, if not more appropriate, than asbestos abatement. In addition, this guide communicates the following "five facts"(reprinted exactly below): • Although asbestos is hazardous, the risk of asbestos-rotated disease depends upon exposure to airborne asbestos fibers. • Based upon available data, the average airborne asbestos levels in buildings seem to be very low_ Accordingly, the health risk to most building occupants also appears to be very low. • Removal is often not a t uilding owner's best course of action to reduce asbestos exposure. Very few asbestos containing products are currently being installed. Consequently, most worker exposures occur during the removal of asbestos and the renovation and maintenance of buildings and structures containing asbestos. Asbestos fibers enter the body by the inhalation or ingestion of airborne particles that become embedded in the tissues of the respiratory or digestive systems. Exposure to asbestos can cause disabling or fatal diseases, such as asbestosis, an emphysema like condition; lung cancer, mesothelioma, a cancerous tumor that spreads rapidly in the cells of membranes onering the lungs and body organs; and gastrointestinal cancer. The symptoms of these diseases generally do not appear for 20 or more years after initial exposure. OSHA began regulating workplace asbestos exposure in 1970, adopting a permissible exposure limit (PEL) to regulate worker exposures. Over the years, more information on the adverse health effects of asbestos exposure has become available, prompting the agency to revise the asbestos standard several times to better protect workers_ On August 10, 1994, OSHA issued a revised final standard regulating asbestos exposure in all industries. The newly revised standard for the construction industry lowers the PEL, cutting it in half from 0.2 fibers per cubic centimeter of air (f/cc) to 0.1 flcc. The standard became effective October 11, 1994; however, various provisions have later startup dates for compliance.
