Present: Chair Dave Berger, Vice Chair Laura Belvin, George Pfeiffer, David Musick, Steve Payne, David Wilson, Dawn Coggins, Michael Campsmith and Roger Flygare Excused: Anthony Murrietta Staff. John Hutton Parks Director, Steve Ikerd, Parks Deputy Director, Jason Gerwen, Parks & Facilities Manager, and Mary Jaenicke, Administrative Assistant II. Guest: None PUBLIC FORUM None APPROVAL OF MINUTES Commissioner Coggins moved to approve the September Parks and Recreation Commission regular meeting minutes as written. Commissioner Campsmith seconded. Motion passed. COMMISSION BUSINESS FUTURE PLAYGROUND REPLACEMENT Mr. Gerwen stated that the majority of the playgrounds are in very good to excellent condition. There are three that are in need of being replaced. Town Square Park is a little over a year old, it's heavily used, and we are starting to see accelerated wear on the play equipment. The manufacturers are being very cooperative and are replacing the parts. The Parks Commissioners toured Wedgewood, Mirror Lake and Alderbrook. These playgrounds are the oldest in the parks system, but they are still all in compliance. Mr. Gerwen is waiting to hear back from the Finance Department regarding the amount of funding that is available in the playground budget. After the tours the commission was leaning towards Wedgewood Park for replacement. Commissioner Pfeiffer stated that out of the three parks, Wedgewood Park is the lowest used park. If the budget is good, he would be in favor of replacing Wedgewood, but if the budget is not good, he would like replace the Mirror Lake playground. He thinks Mirror Lake is an underused park, and there is a lot that can be done to the site to make if more of a destination. Mr. Gerwen reviewed the current needs of the two parks. Wedgewood has foundation issues, is odd shaped and there would be site amenity improvements. Mirror Lake is very boxy, and a lot of the playgrounds don't fit that box, there is deteriorating and rotting wood, and there would also be site amenity improvements. Both sites will need new drainage. Chair Berger asked that if the budget is higher than we think, is it possible to make improvements to both sites. Commissioner Musick added that the commission was more interested in improving Mirror Lake Park in general, not just the playground equipment. Mr. Ikerd stated that both locations have enough property that we could add additional amenities such as a swing set. Commissioner Coggins moved to recommend replacing the play equipment at Wedgewood Park, Commissioner Campsmith seconded. Motion passed, with Chair Berger and Commissioner Pfeiffer abstaining. g: \parks comm mtg notes \2017 \10 -05 -2017 minutes.doc Parks and Recreation Commission October 5 2017 Paee 2 STAFF REPORTS PANTHER LAKE TRAIL IMPROVEMENTS Parks staff and the Assistant City Attorney spoke with King County regarding the conditions in the permit, and stated that the city is not agreement with some of those conditions. The County sent back the Special Use Permit, and they did back down on some of the major conditions, but there are still conditions that the city does not agree with, and they also added some new conditions to the permit. Mr. Ikerd stated that we're closer to an agreement, but we're not quite there yet. Parks staff will be meeting with the Assistant City Attorney to review the new conditions, and hope to have a conference call with the County. Staff did receive the Process III Permit from Community Development, and is still waiting on the Engineering Permit from Public Works. Staff is hoping to go out to bid this year, but no later than February 2018. PARK PATH ASPHALT REPAIRS Mr. Ikerd reported that Saghalie, Sacajawea and half of West Campus are complete. The next trails are Mirror Lake, Heritage Woods, and Olympic View. The contractor's goal is to be done by the end of October. REVIEW WORK PLAN Mr. Gerwen reviewed the work plan. There have been several stakeholder meetings for the PROS Plan, and the next meeting is scheduled for October 26. The volunteer events are starting to pick up again now that school is back in session, the Red, White & Blues Festival was another success. The last two items remaining on the work plan are Trail Connectivity and Brooklake Community Center. Chair Berger asked if those two items will be addressed in the PROS Plan. Mr. Hutton answered that Brooklake would be addressed. Commissioner Coggins stated that there has been discussion on the trail connectivity at a stakeholder meeting. Commissioner Pfeiffer stated that the last time the PROS Plan was done, there was discussion about including the bike trails. The bike trails are now starting to show up in the city, and if there is a city-wide bike trail map, that can be included in the plan. A staff member from both Public Works and Community Development will be invited to the next PROS meeting. OTHER BUSINESS Vice -Chair Belvin inquired about what was happening with Camp Kilworth. Mr. Hutton answered that the City does not own the property, there are deed restrictions, and staff cannot comment on it. Commissioner Wilson was approached by someone wanting to know why discounts for the Community Center were given to disabled vets and why it doesn't apply to all vets. Mr. Hutton answered that there are revenue expectations at the Community Center and discounts are offered to residents, disabled vets, we subsidize seniors and low income families and people with disabilities. There is only so much the Community Center can do and still meet revenue expectations. We have not had anybody complain about this. Chair Berger stated that he has heard from a citizen regarding the brush in an area of the Steel Lake Annex. The citizen would like the limbs raised for better use of the area. Mr. Gerwen stated that it is done on an annual basis, but we don't have the staff to maintain it on a regular basis. Mr. Gerwen and Chair Berger will meet with the concerned citizen at the site to address his concerns. Commissioner Pfeiffer stated that approximately 3 -4 years ago there was discussion to improve the parking lot lights at Sacajawea, Saghalie and Karl Grosch. Due to a lack of funding the improvements did not take place. He is starting to hear complaints at Karl Grosch and it's also an issue at Saghalie. This item will be added to the PROS Plan as a deferred issue.
