Introduction The criteria used to define the classification system include traffic volumes, travel distances, and intensity of land uses being served. Generally, higher classifications (interstates or freeways) serve a limited access function, while lower classifications (local roads, cul-de-sac streets) serve a local volume of traffic. The existing Capital Improvement Plan (CIP) in Chapter 3 of the Comprehensive Plan shows the extensions of 324`' Street as a principal collector terminating at the curve between 32nd Avenue S and S 323rd Street, both of which are classified as minor collectors. Minor collectors are assumed to carry no more than 5,000 vehicles per day. Principal collectors are assumed to carry as much as 25,000 vehicles per day. Currently, as shown in the functional classification of streets in the Comprehensive Plan, 324`h Street terminates into two streets designed to accommodate only 5,000 vehicles per day. Realigning the extension of S 324`h Street, a principal collector, directly to Weyerhaeuser Way S, which is also a principal collector, provides greater consistency with the planned function of the adjacent street system. Il. Authorization FWRC 19.80.050 provides the circumstances which authorize the City Council to amend the Comprehensive Plan. FWRC 19.80.050(2)(a) allows City Council to amend the Comprehensive Plan when "an emergency exists, which is defined as an issue of community -wide significance that promotes the public health, safety, and general welfare." The change proposed is detennined necessary as a result of a number of land use activities that have occurred in the past and are planned to occur within the near future. Major developments are expected in the general area resulting in hundreds of additional employees, and creating a situation that has community -wide [I] significance where the proposed change will provide for greater public safety and general welfare. III. Proposed Amendments The sixteenth line on Table III -10 in Chapter 3 of the Comprehensive Plan as provided in Attachment A indicates "S 324th St Interchange: Extend 5 -lane minor arterial to 32nd Ave S." as the current planned improvement. The proposed amendment is to replace "32"d Ave S." with "Weyerhaeuser Way S." This amendment will accomplish consistency with the planned function of the street system. Neither the cost of the improvement nor the number on the improvement will change. The amendment will change a number of maps within the Transportation Element, Chapter 3. Changed maps are included in Exhibit B. Map III -3 shows the street designations and where 324"' will become a principal collector to the terminus at Weyerhaeuser Way instead of it a minor collector from I-5 to Weyerhaeuser. Map 1114 shows that the 324`x' will be continued to Weyerhaeuser Way from its current "c" cross section connection south of 323`d. Map III -6 (City of Federal Way Access Management Classifications) indicates the access classifications within the City and will be implemented as part of review of land development. It shows a Class 2 connection over the freeway on 324`x' where one now does not exist. Map III -15 shows the planned pedestrian trail within the Plan and indicates a new trail connection from 324`x' to the corner of 323" and 32"d. Map III -16, shows anew planned bicycle lane along 324"' to Weyerhaeuser Way and the paved trail from 324°i to the corner of 323`d and 32nd. Map III -19 moves the improvement "33" indicator to where 324`" crosses I-5, indicating th location of the planned improvement. IV. V. Public Comments As of October 11, 2017 the Department of Community Development and the Department of Public Works have received no public comments regarding this proposal. VI. Reason for Planning Commission Action FWRC Chapter 19.80.050(2) allows the City Council to review city -initiated changes to the Comprehensive Plan. The section establishes a process and criteria for Comprehensive Plan amendments. Consistent with Process VI review, the role of the Planning Commission is as follows: 1. To review and evaluate the proposed change regarding any proposed amendments. 2. To consider the following factors for proposed amendments to the Comprehensive Plan: (l) The effect upon the physical environment. (2) The effect on open space, streams, and lakes. (3) The compatibility with and impact on adjacent land uses and surrounding neighborhoods. (4) The adequacy of and impact on community facilities including utilities, roads, public transportation, parks, recreation, and schools. (5) The benefit to the neighborhood, city, and region. (6) The quantity and location of land planned for the proposed land use type and density and the demand for such land. (7) The current and projected population density in the area. (8) The effect upon other aspects of the comprehensive plan. 3. To determine where the proposed Comprehensive Plan text amendments meet the criteria established in FWRC 19.80.150 including: (1) The proposed amendment bears a substantial relationship to public health, safety, or welfare: and (2) The proposed amendment is in the best interest of the residents of the city; and (3) The proposed amendment is consistent with the requirements of Chapter 36.70A RCW and with the portion of the city's adopted plan not affected by the amendment 4. To forward a recommendation to the City Council regarding adoption of the amendment. VII. Criteria for Amending the Comprehensive Plan FWRC 19.80.150 outlines the criteria that must be addressed when considering the amendment of the Comprehensive Plan. Below lists these criteria and how the proposed amendment meets the criteria: (1) The proposed amendment bears a substantial relationship to public health, safety, or welfare. [3] Increased traffic in the area above that expected in 2015, and increased development activity within the "Campus" office park area resulted in the request for the proposal to protect public safety regarding vehicular and pedestrian traffic and promote general community welfare. (2) The proposed amendment is in the best interest of the residents of the city. This amendment will ensure the proper routing and adequate capacity of future transportation facilities in the area to meet the expected traffic needs, and therefore, is in the best interest of the residents of the city. (3) The proposed amendment is consistent with the requirements of Chapter 36.70A RCW and with the portion of the city's adopted plan not affected by the amendment. The Growth Management Act requires the adoption of a comprehensive plan with a "transportation element" where a Capital Facilities Plan is incorporated. One purpose of the transportation element is to provide objectives encouraging and requiring effective and safe vehicular transportation throughout the City. Within the Plan and Chapter 3, Transportation, transportation goal 4 is to, "Support the City's land use vision and plan." Policies implementing this goal include: TP4.2 Enhance traffic circulation and access with closer spacing of through streets, where feasible, and limiting the area to be served by a single access point commensurate with planned density. TP4.3 Determine street classifications by balancing travel needs with changing right-of-way uses and neighborhood character. The proposed amendment is intended to enhance traffic circulation and access by identifying the most effective route for principal collectors at 3201h and Weyerhaeuser. VIII. Factors to the Considered in a Comprehensive Plan Amendment FWRC 19.80.140 provides factors which may be considered for a comprehensive plan amendment. The following section analyzes compliance of the proposed amendment with the factors provided by this chapter. The City may amend the Plan after considering: (1) The effect upon the physical environment. Staff Response: The purpose of the amendment is to improve the environment by increasing the flow of traffic within the Office Park areas on the east side of I-5. (2) The effect on open space, streams, and lakes. Staff Response: [4] The proposed amended if enacted will have no impact upon the open space, streams or North Lake in the area that the Capital Improvements Program is intended to serve. (3) The compatibility with and impact on adjacent land uses and surrounding neighborhoods. Staff Response: Because the area which is affected from this proposal if enacted is located in lands zoned for office type uses and is the area for potential major developments, the improvement in traffic flow will provide greater compatibility with existing and planned land uses within the area. (4) The adequacy of and impact on community facilities including utilities, roads, public transportation, parks, recreation, and schools. Staff Response: The proposal helps provide adequate transportation facilities to an area where zoning already allows a greater intensity of commercial development. It does not impact other community facilities. (5) The benefit to the neighborhood, city, and region. Staff Response: The proposed amendment if approved is designed to improve traffic flow through that intersection which will provide benefit to the city and regional economic activity existing within the area of proposal. The neighborhood will also benefit by limiting the potential back-up traffic created from drivers with East Campus destination. (6) The quantity and location of land planned for the proposed land use type and density and the demand for such land. Staff Response: There will be no impact upon the land use in the particular area from the proposal ij'enacted. The proposal will only provide benefit to the existing and planned land uses. (7) The current and projected population density in the area. Staff Response: The current or projected population density in the area will not be impacted by the proposal if enacted since it is located in a non-residential area. (8) The effect upon other aspects of the comprehensive plan. Staff Response: The amendment will follow policies within the Plan including: [5) • TPI A Allow improvements to vehicle throughput only where they enhance traffic and pedestrian safety, improve high capacity transit and HOV facilities, or reduce air pollution. • TP2.3 Prioritize transportation projects considering concurrency, safety, multimodal enhancements, environmental impacts, and cost effectiveness. • TP4.1 Integrate land use and transportation plan decisions to support the land use vision and plan. • TP4.2 Enhance traffic circulation and access with closer spacing of through streets, where feasible, and limiting the area to be served by a single access point commensurate with planned density. (9) The proposed amendment is in the best interest of the residents of the city. Staff Response — By improving this particular route within the Capital Improvement Program, the five -lane connection with the primary street will create a more effective flow of traffic and is in the best interest of residents of the City. IX. Planning Commission Action Consistent with the provisions of FWRC 19.80.240, the Planning Commission may take the following actions regarding the proposed Comprehensive Plan amendments: 1. Recommend to City Council adoption of the Comprehensive Plan text amendment as proposed; 2. Modify the proposed Comprehensive PIan text amendments and recommend to City Council adoption of the Comprehensive Plan text amendment as modified; 3. Recommend to City Council that the proposed Comprehensive Plan text amendment not be adopted; or 4. Forward the proposed Comprehensive Plan text amendment to City Council without a recommendation.
