Federal Way City of Federal Way City Center Access Project Briefing Sheet Project Description: • The City plans to solve the transportation issues accessing the City Center. This plan eliminates critical safety issues, increases mobility, and allows the planned economic development of the City Center as designated by the Metropolitan Planning Organization (MPO). The project provides improvements that will modify the existing interchange of S 320th Street at Interstate 5 (1 -5) in multiple phases, with the southbound off -ramp improvements already constructed. The project will not only benefit the designated urban center city core, but will address state and federal highway system issues in this vicinity. The S 320m St at 1 -5 interchange is the sole freeway access to the City Center and the project is within the U.S. Department of Transportation's Six Interstate Routes "Corridors of the Future" to Help Fight Traffic Congestion on Interstate 5. Project Purpose and Need: In order to enhance access to and circulation within the City Center, the City of Federal Way seeks to improve safety and reduce congestion on the transportation network with the following: • Mitigate high collision rates by correcting deficiencies in the existing interchange ramps. Additionally, alleviate existing and future year congestion while providing safety mitigation at S 320th Street and Interstate 5. • Increase and distribute vehicle capacity in the local and highway system with additional combined access to Interstate 5 and new east -west regional arterial connectivity. Project Benefits that will meet these community needs: • Reduce exceedingly long delays due to volumes of vehicles, freight, and buses by reducing congestion that occurs morning, midday and evening peak hours, as well as several hours during weekends. • Increased mobility in access to the city with this project supports economic development and livability of Federal Way's City Center Core, a designated Urban Center. • The project is within the Highest Accident Corridors and Highest Accident Locations in the State. Many collisions are due to incident - related congestion resulting from spillover traffic impacts at this project location from the southbound ramp. A substantial decrease of collisions will occur by the project providing relief to the existing interchange. City Traffic Engineer 253.835.2740 Project Partners and Cost Information: The City is pursuing funding for Phase 4 of $1.0 million with City funding of $1.5 million for a total of $2.5 million, in order to complete the environmental documentation, preliminary engineering, and Interchange Justification Report. Future phases of the total project are estimated to cost up to $280 million with future funding to be programmed. FHWA, WSDOT, King County, PSRC, and the City of Federal Way partnered on all phases. City funds for Phase 1, 2, and 3 of the project equal a $5.325 million match and includes matching funds through developer traffic mitigation.
