VPCSC MIN 02/22/17Violence Prevention Coalition Steering Committee MEETING SUMMARY February 22, 2017 @ 3:OOPM Hylebos Conference Room Committee Members Present: Chair Doug Baxter, Andy Hwang, Kira Kuetgens, Kelli Lauritzen, Erin Herringshaw, Dr. Danielle Pfeiffer, Mark Hendricks, Alonso Aguilar Absent: Zenaida Cruz, Dr. Tammy Campbell, Dr. Andre' Sims, Dion Schell, Vice Chair Lawrence, Dianne Zoro Garrett Staff Present: Jeff Watson, CSM, Yarden Weidenfeld, Senior Policy Advisor, Jeri -Lynn Clark, Executive Assistant to Council Citizens Present: None 1. CALL TO ORDER The meeting was called to order at 3:17PM. 2. CITIZEN COMMENT Howard McQueary shared his concerns about the safety of North Federal Way and his concerns about the value and safety of the area. There is transitional housing and crimes around his four-plex and he is having a hard time renting his property out because no one wants to live in that area. He has been working with the police department with his concerns. He would encourage to VPCSC to look at the area and provide options to help the area out. 3. COMMITTEE COMMENT Chair Baxter and Ms. Lauritzen have been meeting with agencies regarding on behalf of the Tertiary subcommittee and they have met with Valley Cities, Auburn Youth Resources now called NEXUS Youth and Family regarding topics related to substance use and mental health resources available in Federal Way. 4. COMMITTEE BUSINESS A. Approval of 1/11/17 & 1/25/17 Meeting Minutes Kira Kuetgens motioned to approve the minutes from 1/11/17, seconded by Erin Herringshaw. Motion passed unanimously. Mark Hendricks motioned to approve the minutes from 1/25/17, seconded by Chief Andy Hwang. Motion passed unanimously. B. DAWN — Kayla Goss & Laura LeMaster The Secondary Prevention group noted that the survey feedback stated there is a need for more training. DAWN is here to update the Committee on the training it provides for community members and agencies. Currently they are providing training by Green Dot locally and across the nation, this training is being used. Trainings are free of charge and are available in 90 minute or 5 hour more intense training provides training to be an active bystander on how to engage & handle situation safely. 90 Minute training is an overview how to safely intervene — "Everyone has a role in reducing violence and violence isn't ok." a 5 hour training will learn specifics about gender based violence, sexual assault, domestic violence, stalking and child abuse. Learn key red flags so they can intervene when they see the signs that lead to those acts of violence. They are looking forward to working with people in the community with the Green Dot program, 90% of their staff is trained and can provide training to the Federal Way community. C. Multi Service Center — Maju Qureshi Ms. Qureshi recapped all of the programs that Multi Service Center has to offer. The Multi -Service Center Employment & Education (E&E) Department offers a variety of programs for individuals and families in South King County. MSC Education programs offer free GED, ABE and some ESL classes to anyone over the age of 16. Instructors offering these classes are equipped with a caring attitude and strive to improve the lives of other through education. If MSC is not able to meet the needs of their clients, they are able to refer them to other organizations or institutions that may fit their needs. The E&E Department has several Case Managed programs, with Case Managers providing comprehensive case management to reduce the many barriers faced by the clients we serve. Their youth, young adult, and adult case managed programs offer career and college readiness, support services to reduce barriers, transportation assistance, housing resources, financial literacy and education to assist clients in achieving self-sufficiency. A majority of the clients MSC serve are out-of-school youth and young adults, with limited funding available for services for in -school youth and young adults. Positive Outcomes Program (POP) The Positive Outcomes Program (POP) serves youth and young adults from 12 to 24 years of age who are interested in getting support in one or more of the following areas: Graduate high school or obtain GED, enroll in college or a training program, obtain employment, find resources such as transportation, school supplies, clothes, housing, or food & participate in positive activities Workforce Innovation and Opportunity Act (WIOA) for Out -of -School Youth This program serves motivated dropouts, ages 16 to 21, who are eager to succeed in their educational and employment goals. We assist them by helping them attain their GED or high school completion, providing them with strong job search skills and tools to help find paths of employment. Youth Employment and Education Services (YES) Serving eligible youth and young adults who are interested in engaging in education and/or employment services. Eligible participants are between the ages of 12-24 experiencing housing instability. Once enrolled in the YES program, participants will receive support and assistance with the following: finding community resources such as housing, food and transportation; obtaining a high school diploma or GED; college planning; securing employment, internships or job shadows; and workplace skills help with resumes, covers letters, and online applications. D. Tacoma Goodwill & Reach Center— Dan Fey & Nick Bayard Tacoma Goodwill would like to bring their youth training and employment program to the South King County area and partner with agencies in Federal Way to provide services for our community. Tacoma Goodwill • Serves 15 counties in Western WA. • Operates Goodwill stores along with many employment and education programs for youth and adults. 21 • Officially serves King Count south of Kent but hasn't done much work in this area. They are hoping to serve more clients in this area. REACH Center • Separate entity but main partner is Goodwill. • Collaborative space for 8-12 youth -serving agencies in Tacoma • Launched in 2009. • Includes GED programs, barista training, Youth Build, homelessness, peer mentoring and job seeking support. • Partnered with City of Tacoma on a summer jobs program the last few years (employers pay $7/hr for a summer employee and the city contributes the rest). • Youth are a part of the governance structure. • Interested in bringing a modified version of this model to Federal Way, possibly using EX3 Teen Center as a hub. Tacoma Goodwill and the Reach program are eager to work with agencies in City of Federal Way. E. VPCSC Support Project Safe Neighborhood Grant Mr. Weidenfeld updated the Committee on the request from the US Attorney's office for a letter of support to go with their grant application for the funding of a crime analyst position that will support 5 local communities including Federal Way. Chief Hwang said this position will be responsible in gathering information/intel on what is happening in Federal Way and South King County. Chief Hwang motioned to prepare a letter of support for the crime analyst position for the US Attorney office grant application, seconded by Mark Hendricks. Motion passed unanimously. S. OTHER BUSINESS CSM Jeff Watson, updated the committee on YouthBuild program that is interested in having a program in South King County. There are programs with YouthBuild throughout the country and internationally. The program helps youth with substance abuse and other issues may be present. YouthBuild helps them with training and schooling to help get them out of the negative environment they are in. They usually train in the construction fields and have branched out to other fields. They are looking to find partners to work with and is there any agencies who would like to host the program. Mr. Watson will update the committee as more information becomes available. 6.
