II. Guests: None Committee member Moore called the meeting to order at 5:01 pm Commission Comment: None Public Comment: Bob Woolley - Lake Jeane resident. Mr. Woolley stated that Yarden has done a great job, and has allowed him to participate, but their solution making is coming to an abrupt end. Mr. Woolley stated that the creation of a Lake Management District (LMD) will not be supported by the majority of the residents. It pushes the responsibility to the residents who do not cause and do not have a role, other than being the recipients of non - action, and that non - action is both at the Club, DOE and the City's doorstep. Mr. Woolley stated that he will lead the charge of the residents to not support an LMD. Mr. Woolley is here as an advocate for a public nuisance ordinance. There is litigation, and there is no solution in sight, but it has been promised. His litigation has been postponed three times waiting on the current litigation. BUSINESS ITEMS Approval of Minutes Committee member Moore motioned to approve the October 10, 2017 minutes as written. Chair Koppang seconded. Motion passed. Agreement between the Washington Traffic Safety Commission (WTSC) and the Federal Way Police Department to Provide Grant FundinE for Traffic Enforcement Chief Hwang stated that the Police Department would like to accept grant funding from the WTSC in the amount of $26,900. This funding will go towards DUI, speeding, seat belt, motorcycle and distracted driving enforcement. Committee member Assefa- Dawson asked if this money can be used for staffing. Chief Hwang answered that helps staffing by putting more officers on the street, but it does not go towards adding additional staff. It's geared towards improving the roadways statewide. Committee member Moore stated that he has heard concerns regarding traffic and speeding in neighborhoods. He would like to know how much of this funding is allocated towards neighborhood enforcement. Chief Hwang answered that if there is a problem area where they need to put emphasis, the Lt. that allocates the hiring of the officers for traffic enforcement can assign them anywhere in the city for traffic enforcement. There are also other methods for speed control such as the speed trailer and traffic motorcycle officers. Committee member Moore moved to forward the IAA between the WTSC and the Federal Way Police Department to the November 21, 2017, City Council consent agenda for approval. Chair Koppang seconded. K:\PRHSPS Comm ittee\2017 \11 -14 -2017 Mins.doc 3 PARKS, RECREATION, HUMAN SERVICES & PUBLIC SAFETY COUNCIL COMMITTEE Tuesday, November 14, 2017 Summary Page 2 "On -Call" Electrical Services Bid Mr. Ikerd reported that staff sent out bids to 43 companies on the Municipal Research and Service Center (MRSC) roster and received three bids. JGM Technical Services was the lowest responsive bidder. Staff have used them for the past six years, and are pleased with their work. Committee member Moore moved to forward the authorization of a bid award for "On -Call" Electrical Services in the amount of $99,000 to JGM Technical Services to the full Council to the November 21, 2017 consent agenda for approval. Committee member Assefa- Dawson seconded. Motion passed. Second Amendment to the Svneray Building Services, Inc. Agreement This is a second amendment for our janitorial service that provides service at City Hall, Police Evidence Building, and the Maintenance Building. Staff is pleased with their service. Staff would like to amend their contract term for an additional two years and increase their compensation for an additional $99,200, for a contract total of $297,600.00. Committee member Moore moved to forward the proposed agreement to the November 21, 2017 consent agenda for approval. Chair Koppang seconded. Motion passed. COUNCIL DISCUSSION ON EMERGING ISSUES Senior Issues Committee member Moore will be moving this item to the December agenda. He stated that he has spoken with Committee member Assefa- Dawson regarding creating a task force. Committee member Assefa- Dawson stated that she would like to create a task force to study what other cities are doing. She would like to have a clear understanding of what this commission would be doing. Chair Koppang spoke with the Parks Director in Des Moines, and they have a Legacy Commission. He has also spoken with the Mayor and they agree that the seniors have a lot to offer the city and they could potentially be tasked with providing insights beneficial to the city as a whole. There may be some non - specific things that they could be tasked with and provide the information to the city. It's all about structure. Deputy Mayor Burbidge encouraged the exploration of terminology that respect elders, and avoid negative connotations. Aging tends to denote more problematic situations. The commission would be addressing problems that would be encountered but on the other hand, do not exclude the opportunities that occur with increasing maturity. Committee member Assefa- Dawson stated that this could be a part of the study. They could get ideas and suggestions from people that are in that age group. This shortage has forced us to double up with some staff and one staff member has to use his personal vehicle. This temporary solution will help us be more efficient this coming year Specifics are below. Truck 8102 This is a 2001 Chevy Blazer with very low miles and no history of mechanical problems and helps us with a direct need immediately. Truck 8117 This is a 1999 Chevy 4 x4 in useful condition that will help us to solve our problem Truck 8121 -0 This is a 1998 Ford Ranger in useful condition that we can use in a variety of ways to help us Pro Gator -E- 423 This utility cart is in useful condition and will help us with the very busy events and normal duties in 2018 On -going financial implications- The Parks Department will absorb the cost of routine maintainance for the year 0
