Re: Marino Property Wetland Analysis Report B-12 Job #A4-409 February 17, 2005 Page 2 of 6 1.2 Existing Conditions Although a mobile home was on the property at the time the King County I -map photo was take the property is currently vacant and undeveloped. A gravel driveway extends from 2nd Avenue Southwest to a fill pad near the center of the property. The property is mostly cleared; however, a few third growth trees remain. 2.0 METHODOLOGY Aaron Will of B-12 Wetland Consulting, Inc. inspected the site for jurisdictional wetlands on January 24, 2005. The wetland edges were flagged with pink "Wetland Delineation" flagging labeled consecutively "A-1, A-2..." The data points were marked with orange and black -striped flagging labeled DP #_. Wetland flags were subsequently surveyed by Dryco Surveying, Inc. A combination of field indicators, including vegetation, soils, and hydrology, was used to determine the presence of wetlands. The methodology used to identify any jurisdictional wetlands on the site is described in the Washington State Wetlands Identification and Delineation Manual (WADOE, March 1997). This is the methodology currently recognized by City of Federal Way and the State of Washington for wetland determinations and delineations. The wetland areas identified would also be considered wetlands using the methodology described in the Corps of Engineers Wetlands Delineation Manual (Environmental Laboratory, 1989), as required by the US Army Corps of Engineers. Ll Re: Marino Property Wetland Analysis Report B-12 Job #A4-409 February 17, 2005 Page 3 of 6 The Washington State Wetlands Identification and Delineation Manual and the Corps of Engineers Wetlands Delineation Manual both require the use of the three -parameter approach in identifying and delineating wetlands. A wetland should support a predominance of hydrophytic vegetation, have hydric soils and display wetland hydrology. To be considered hydrophytic vegetation, over 50% of the dominant species in an area must have an indicator status of facultative (FAC), facultative wetland (FACW), or obligate wetland (OBL), according to the National List of Plant Species That Occur in Wetlands: Northwest (Region 9) (Reed, 1988). A hydric soil is "a soil that is saturated, flooded, or ponded long enough during the growing season to develop anaerobic conditions in the upper part". Anaerobic conditions are indicated in the field by soils with low chromas (2 or less), as determined by using the Munsell Soil Color Charts; iron oxide mottles; hydrogen sulfide odor and other indicators. Generally, wetland hydrology is defined by inundation or saturation to the surface for a consecutive period of 12.5% or greater of the growing season. Areas that contain indicators of wetland hydrology between 5%-12.5% of the growing season may or may not be wetlands depending upon other indicators. Field indicators include visual observation of soil inundation, saturation, oxidized rhizospheres, water marks on trees or other fixed objects, drift lines, etc. Under normal circumstances, indicators of all three parameters will be present in wetland areas. Streams would be identified by the presence of a defined channel that contains flowing surface water at some time of the year. 3.0 OBSERVATIONS 3.1 Existing Site Documentation Prior to visiting the site, a review of several natural resource inventory maps was conducted. Resources reviewed included the King County Soil Survey (Snyder et al. 1973), the City of Federal Way Zoning and Wetland Atlas, and the National Wetlands Inventory Map. 3.1.1 King County Soil Survey According to the King County Soil Survey (Snyder et al. 1973), the site is mapped as containing Arents, Alderwood material (AmB) which occurs on 0-6% slopes; the site may also contain Seattle muck (Sk) which occurs on slopes of less than 1%. (See exhibit.) Arents, Alderwood material (AmB) are moderately well -drained soils and consist of Alderwood soils that have been so disturbed through urbanization that they no longer can be classified with the Alderwood series. The Seattle series is made up of very poorly drained organic soils that formed in material derived primarily from sedges. According to the publication Hydric Soils of the United States, Seattle Muck is a hydric soil, but Alderwood is not. Vegetation includes Douglas fir (Pseudotsuga menziesii), big -leaf maple (Acer macrophyllum), red alder (Alnus rubra), beaked hazelnut (Corylus cornuta), Indian plum (Oemleria cerasiformis), trailing blackberry (Rubus ursinus), salmonberry (Rubus spectabilis), sword fern (Polystichum munitum), salal (Gaultheria shallon), red flowering currant (Ribes sanguineum), and Evergreen huckleberry (Vaccinium ovatum). Soil pits excavated within the upland area revealed a 12 -inch gravelly, sandy, loam A - horizon with a color of 10YR 2/2. The underlying gravelly, sandy, loam B -horizon revealed a color of l OYR 3/3. During our site visit, soils within the upland area were dry. 3.2.2 Wetland A Wetland A was flagged with pink "Wetland Delineation" flagging labeled A-5 through A-10. Wetland A is located near the western property boundary. The wetland is considered to be a fringe wetland of Mirror Lake. Vegetation within Wetland A includes red alder, Oregon ash (Fraxinus latifolia), western crabapple (Malus (pyrus) fusca), sitka willow (Salix sitchensis), pacific willow (Salix lasiandra), Douglas Spiraea (Spiraea douglasii), and slough sedge (Carex obnupta). Re: Marino Property Wetland Analysis Report B-12 Job #A4-409 February 17, 2005 Page 6 of 6 Soil pits excavated within Wetland A revealed a mucky, sandy, loam A -horizon with a color of 1OYR 2/1; an underlying gravelly, sandy, loam B -horizon revealed a matrix color of both l OYR 3/2 and 7.5Y 2.5/2 with few, medium, distinct redoximorphic features. Wetland areas were saturated to the soil surface during the time of the site visit. According to the United States Fish and Wildlife (USFWS) wetland classification method (Cowardin et al. 1979), Wetland A consists of areas that would be considered palustrine, forested, broad-leaved deciduous, seasonally flooded (PFO1 C), palustrine, scrub -shrub, broad-leaved deciduous, seasonally flooded (PSS 1C) and palustrine, emergent, persistent, seasonally flooded/saturated (PEM1E). According to the Federal Way City Code (FWCC §22-1357), Wetland A would be considered a Category I wetland due to it having three or more wetland classifications, one of which is open water (FWCC §22-1357 (a)(1)(c)).
