Present: Vice Chair Laura Belvin, David Musick, Steve Payne, Dawn Coggins, Anthony Murrietta, Michael Campsmith, George Pfeiffer and Roger Flygare Excused: Chair Berger, David Wilson Staff. John Hutton, Parks Director, Steve Ikerd, Parks Deputy Director, Jason Gerwen, Parks & Facilities Manager, Edward Walsh, Public Works Deputy Director, Tony Doucette, SWM Engineer, and Mary Jaenicke, Administrative Assistant II. Guest: Councilmember Moore PUBLIC FORUM None APPROVAL OF MINUTES Commissioner Murrietta moved to approve the November Parks and Recreation Commission regular meeting minutes as written. Commissioner Campsmith seconded. Motion passed. PRESENTATION Brooklake Center Connector Trail at West Hylebos Wetlands Park Mr. Doucette gave a Power Point presentation on the Brooklake Center connector trail at West Hylebos Wetlands Park. Surface Water Management (SWM) has partnered with Federal Way Public Schools for the annual Storming the Sound with Salmon release event at West Hylebos Wetlands Park since 2012. The event has grown every year. The release event accesses West Hylebos at the entrance and parking lot on the north side of the park from S. 348`x' street. This is a very small lot. SWM proposed constructing a trail from the Brooklake Center and connecting to the West Hylebos Boardwalk Trail near Brooklake. They have started the preliminary design; the project will connect the Brooklake Center at the NW corner of S. 356"' Street and Pacific Highway South to the existing West Hylebos Wetland Trail. The length of the trail is approximately 550 feet. The goal is to start the construction in August 2018, and have the trail completed before the 2019 Salmon Release event. COMMISSION BUSINESS 2018 Work Plan Commissioner Coggins moved to approve the 2018 Parks & Recreation Commission Work Plan, and forward it to the January 9 Parks, Recreation, Human Services and Public Safety Committee meeting. Commissioner Murrietta seconded. Motion passed. Chair and Vice Chair Elections Commissioner Murrietta nominated Vice -Chair Belvin for Chair. There were no other nominations. Vote passed unanimously. Commissioner Payne nominated Commissioner Musick for Vice - Chair. There were no other nominations. Vote passed unanimously. g:\parks comm mtg notes \2017 \12 -07 -2017 minutes.doc Parks and Recreation Commission December 7 2017 Pace 2 STAFF REPORTS PANTHER LAKE TRAIL IMPROVEMENTS Mr. Ikerd received the Special Use permit. The contractor was on site to dig the test holes, and we are waiting for results. Once we get the results, the consultant will finalize the drawings. Staff is waiting for Public Works to issue the engineer permit. The goal is to go to out to bid in January or February. PARK PATH ASPHALT REPAIRS Mr. Ikerd reported that everything is completed. Mr. Ikerd will be meeting with the contractor to get an estimate on the cost to repair Alderbrook. PROS PLAN UPDATE Mr. Hutton reported that the consultant met with the Park Maintenance division on December 6, and the stakeholder meeting was on December 7`". There was good discussion at both meetings. Commissioner Coggins added that the consultant is will have a draft of the plan within the next two months. Vice Chair Musick added that the main topic of discussion at the stakeholder meeting was levels of service (LOS), and how the city compares to the National Standards. We are above the median for acres of parks, and below the national average for fulltime employees per 10,000 citizens. The average is 7 employees for a city of 50,000 — 100,000 citizens, and we are at 4.1. The Capital Budget is also 2.5 million short over five years. SPECIAL OLYMPICS UPDATE Mr. Hutton reported that the Special Olympics will be held July 1 — 6, 2018. They will be using Celebration Park for softball events, PAEC for meetings and social events, and Town Square Park for an award ceremony. The city will also have the Red, White & Blues Festival on July 4t ". Staff will be working 24 hour shifts, and there is a need for many volunteers. This is a very high profile event, and will be great for the community and local businesses. Staff is also anticipating an additional 5 - 10,000 more people in attendance at the Red, White & Blues Festival. John reviewed some of the other National tournaments that are scheduled for Celebration Park, and will bring the full schedule to the January meeting. OTHER BUSINESS Commissioner Flygare presented an idea for an Annual Parks Clean -up and Art Project. The proposal is created to target high school aged students who have an interest in art and creativity. The purpose of the proposal is to encourage students to clean up debris and litter the Parks and create an art form of their choosing to participate in a competition. This would coincide with Earth Day. The Parks Commission would establish the guidelines. Commissioner Flygare has spoken to some businesses about sponsoring the event and donating the prize money. Chair Belvin stated that the work that's being done on Park Clean -up day is more maintenance work than cleaning up the parks. There is not a whole lot of litter in the parks, and there may not be enough litter to create an art project. The commission was asked to be prepared to discuss this at the January Parks Commission meeting.
