1. CALL MEETING TO ORDER
Mayor Ferrell called the meeting to order at 7:04 p.m.
City officials in attendance: Mayor Jim Ferrell, Deputy Mayor Jeanne Burbidge, Councilmember Lydia
Assefa- Dawson, Councilmember Jesse Johnson, Councilmember Susan Honda, Councilmember
Mark Koppang, Councilmember Martin Moore and Councilmember Dini Duclos.

2. PLEDGE OF ALLEGIANCE
Mayor Ferrell led the flag salute.
3. SWEARING -IN CEREMONY: COUNCILMEMBER JESSE E. JOHNSON SWORN
IN BY HONORABLE JUDGE LEROY MCCULLOUGH
Judge LeRoy McCullough spoke to the wonderful community and strong leadership in Federal Way.
He proudly administered the Oath of Office to Councilmember Jesse E. Johnson. He supports
Councilmember Johnson in working to protect families, protecting the business community, and
protecting the environment
Councilmember Johnson thanked the Mayor and Councilmembers for their warm welcome. He
thanked his family, his team, and many others who have worked with him on this journey. He
graciously acknowledged Deputy MayorJeanne Burbidge and former Councilmember Bob Celski for
their dedication to the city and guidance to him throughout this transition. He noted he is looking
forward to working with the great citizens of Federal Way in moving this city forward
4. RECOGNITION FOR OUTGOING DEPUTY MAYOR JEANNE BURBIDGE
Mayor Ferrell read and presented a plaque in appreciation of the many years of service Deputy Mayor
Burbidge has given. He thanked her and reflected on her dedication to this community and the South
Sound Region.
Deputy Mayor Jeanne Burbidge thanked the Mayor, fellow Councilmembers and the citizens of
Federal Way noting it has been an honor and a privilege to serve the city. She thanked her husband
Jim and her children for their unwavering and continued support of her public service over the years.

Deputy Mayor also gave her sincere appreciation to the staff who do a tremendousjob for the city.
Councilmember Assefa- Dawson thanked Deputy Mayor for her support, leadership and guidance over
the years. She is a pillar on the Council and in the community, as well as an integral part of the south
king county region. Councilmember Moore echoed those sentiments, and attributed Deputy Mayor for
helping him get into public service. Councilmember Duclos recalled many years on the Council with
Deputy Mayor Burbidge (Jeanne) and the years they shared an office. She noted it has been a
pleasure to work with her, and learn her calm and methodical approach to issues.
Councilmember Koppang also reflected on Deputy Mayor's graciousness and how much she is
respected in the community and regionally. As one of the newest members to the Council, he always
felt he had a voice and she was never dismissive of his input. Councilmember Honda recalled working
with Deputy Mayor Burbidge on the Arts Commission many many years ago. She thanked Deputy
Mayor for her work on behalf of the city.
Mayor Ferrell agreed Deputy Mayor Burbidge is a force regionally and is known and respected
throughout the area. She was recently recognized as a member emeritus for the Sound Cities
Association one of only six in the history of the organization. He thanked her again for her tireless
service in representing Federal Way regionally.
At 7:36 p.m. the mayor announced a 15 minute break for a reception honoring Deputy Mayor
Burbidge and Councilmember Jesse Johnson.
At 7:57 p.m. the Mayor called the meeting to order.
5. PRESENTATIONS
a. Federal Way Police Department Nationally Re- Accredited
Federal Way Police Chief Andy Hwang briefed Council on the department's recent national re-
accreditation. He noted the process is rigorous and less than 10% of all departments in the nation are
accredited. Federal Way is one of seven agencies in the State of Washington. Chief Hwang thanked
and recognized Commander Stan McCall and ACLEA Coordinator Lisa Sjoden who put in a
tremendous amount of effort to meet the 484 standards to become reaccredited. He presented them
both with the Police Chief Commendation Medals.
Commander McCaII thanked Chief Hwang and recognized Ms. Sjoden who took on this process and
accomplished a large volume of work in a short period of time.
b. Mayor's Emerging Issues and Report
• State of the City Address - Performing Arts & Event Center
Mayor Ferrell noted he will be delivering the State of the City Address at the Performing Arts & Event
Center on January 22 at 4:00 p.m. The event is free to the public and encourages city staff, and
citizens to attend.
• Get Active, Stay Active Grant "Walk Federal Way"
Parks Director John Hutton thanked support from King County Councilmember Pete von Reichbauer
on obtaining a new recreation grant. Mr. Hutton asked Recreation Supervisor Cody Geddes to speak
to the Get Active, Stay Active grant which will benefit the new program "Walk Federal Way ". Mr.
Geddes reported the $10,000 grant will build a new walking program across the city.

• Annual Holiday Tree Lighting at Town Square Park (12/2)& Jingle Bell
Brunch (12/2)
Parks Director John Hutton reported on the Annual Holiday Tree Lighting at Town Square Park on
December 2. He noted the event was a success and very well attended, he thanked the wonderful
sponsors and community partners who came together with city staff to make this event a family
favorite. He thanked the Parks Department staff members who decorated the living holiday tree with
over27,000 LED lights. Mr. Hutton also reported on another successful annual holidayevent — Jingle
Bell Brunch. The event was held at the Community Center on December 2 and was also very well
attended.
The Mayor and Council thanked Mr. Hutton for these great family friendly holiday events.
• Cancellation of December 19 City Council Regular Meeting
Mayor Ferrell reminded everyone that Council has canceled the last meeting of the year, as done
historically during holiday time. The next regular meeting will be held January 2, 2018.
6. CITIZEN COMMENT
H. David Kaplan thanked Deputy Mayor Jeanne Burbidge for her years of calm and focused service.
He highlighted many major projects both spearheaded and supported by Deputy Mayor to emphasize
the great impact her service has had on the city.
Betty Taylor shared concerns regarding the lack of lighting around City Hall and feels it is a safety
concern for both drivers and pedestrians.
Christine Katayama & Stacy Kahape'a shared their gratitude for Officer Scott Parker whose actions
saved the life of her husband (Mr. Kahape'a) on January 11 when he had a cardiac episode while
driving.
Joann Piquette has known and worked with Deputy Mayor Burbidge for over thirty years and shared
her hope that there is a plan to name something prominent and permanent in recognition of her many
contributions.
Allison Taylor shared the Parks and Recreation Department has been phenomenal with and for her
disabled daughter, the community has been amazing. She asked for Council's help to fill the empty
business spaces at the Uptown Square Apartments. She feels the vacancies are due to inadequate
parking and access issues.
Lori Sechrist reported her research findings regarding the current development proposals by Industrial
Realty Group (IRG) at the former - Weyerhaeuser Property. Her biggest concern is the increased
vehicle traffic including semi -truck traffic which will not only increase congestion but bring with it
increased accidents.
Richard Pierson, on behalf of Save Weyerhaeuser and his family, thanked Deputy Mayor Burbidge for
her years of dedicated service. He expressed his support of the update made to the 2018 Legislative
Agenda requesting additional funding for the maintenance of open space and public access
opportunities to the Former Weyerhaeuser /IRG Property.
Debra Hanson welcomed Councilmember Jesse Johnson and thanked Deputy Mayor Burbidge.

Upset by the traffic analysis submitted for the proposed development on the Former Weyerhaeuser
Property. She wants all citizens to understand the Process IV and become engaged.
Cindy Flanagan thanked Deputy Mayor Burbidge for her service and welcomed Councilmember
Johnson. She shared concerns regarding the recently submitted land use application on behalf of the
Rainier Audubon Society. She asked Council to consider creating policies which decrease carbon
emissions and provide incentives to innovative companies which invest in clean energy.
Letter from Dr. Mike Brown read by Lori Sechrist regarding the former - Weyerhaeuser Campus asking
all interested parties to work together to prevent the construction of an industrial warehousing
complex.
Diana Noble- Gulliford expressed support of the proposed impact fees for the Federal Way School
District; a method through which growth pays for growth. She requested Council to consider including
impact fees for parks in the future.
Suzanne Vargo reviewed the topics she addressed with City Council over the past year. She asked
for vital wetlands to be inventoried and wetland /aquifer preservation continue as the city's top
priorities.
Letter from Jennifer Anderson with Master Builders Association read by City Clerk regarding the
proposed increase to the Federal Way School Impact Fees and requesting consideration of
establishing a cap on future fees.

amendment to development agreement
• Staff Report
Community Development Director Brian Davis gave a presentation regarding the Wild
Waves /Enchanted Parks amendment to the development agreement. He noted the Council was
initially briefed at the last Council meeting on November 21. The agreement was initially adopted in
1998 and has been amended twice in 2002 and 2005. The third amendment includes six (6) separate
revisions as outlined below:
Revision #1: A revision of the allowable height limit to increase from the current 125 ft to 200 ft.
Revision #2: Stormwater revision requiring new development meet current city code
Revision #3: Traffic Management to update baseline traffic data
Revision #4: Traffic Mitigation to modify from the current "pay and go" to require mitigation upon
traffic increase
Revision #5: Admission tax— remove 12 month notice requirement
Revision #6: Term of the Agreement — extend current agreement which would expire in 2018 to a
proposed term of 20 years 2018 -2018
Mr. Davis answered various clarifying questions from Council and noted in order to meet deadlines as
requested by the applicant, the Council may choose to have first and second reading with enactment
• Citizen Comment
Todd Suchan, General Manager for Wild Waves, indicated the approval of the for the height would
allow Wild Waves to continue being competitive with Silverwood in Idaho as well as the Washington
State Fair in Puyallup. He shared that they are vested in the community hating recently celebrated
their 40th anniversary and work to be good neighbors.
Cheryl Hurst expressed her support for Wild Waves and the requested amendment to their
development agreement. She appreciates what an icon it is and all the company has done for the city.
Suzanne Vargo shared her concerns with the development at Wild Waves and disagreed with
information previously presented.

a. 2018 City of Federal Way Legislative Agenda
Senior Policy Advisor Yarden Weidenfeld spoke to the adjustments made to the 2018 Legislative
Agenda as presented and discussed at the last City Council meeting on November 21. The legislative
agenda highlights the following areas of focus in 2018, these include:

• Law Enforcement /Public Safety request for funding to maintain and expand training
and replace outdated Safe City Cameras
• Performing Arts and Event Center request funds for the kitchen upgrade
• Former Weyerhaeuser Property /I RG Property /North Lake — request grant money and
legislative support
• Freshwater Algae Control — request for the State to authorize move money be spent
on Freshwater Algae Control Program (FACP)
• Education — encouraging fully funding education and transportation of homeless
students
• University Initiative— request for one -time start-up budget to support this initiative
• Shelter for Homeless Families — request grant money to establish a shelter for
homeless mothers and children
• Support for Amending RCW 53.54 to fully authorizes the Port of Seattle to mitigate,
monitor and research negative impacts of airports.

Mayor Ferrell reported the Legislative Breakfast will be held January 4 at 8:00 a.m. at the Federal
Way Community Center— Senior Lounge.
b. 2018 School Impact Fees
Finance DirectorAde Ariwoola noted the Federal Way School District attended and presented to the
Finance, Economic Development, Regional Affairs Committee (FEDRAC) regarding the increase in
the school impact fees proposed by the district. Mr. Ariwoola also stated Councilmembers asked for
more information and a full presentation at the City Council Regular Meeting, asconcerns over the
amount of increase in the fees could impact development in the city.
Federal Way School District Superintendent Dr. Tammy Campbell thanked the Mayor and Council for
their support in the passage of the recent bond campaign. Shenoted she would be addressing the
increase in the proposed school impact fees and stated the fees calculated are real costs, based on
the increase in students from large developments. Dr. Campbell further noted Federal Way has
experienced an increase in student population five times any other district in the area, and the highest
student generation rate in King County. Classroom capacity needs to be addressed and the school
district believes the funds need to come from the developers.
Federal Way School District Chief Finance and Operations Officer Sally McLean also presented an
abbreviated presentation (from what was presented at the FEDRAC meeting) highlighting the impact
fees approved by the School Board. She reiterated impact fees are one time fees paid by residential
developers and represent real costs and real impacts of the increase in student population.

Discussion ensued regarding the proposed amount versus a reduced amount. Dr. Campbell noted
King County has passed the full amount requested for unincorporated areas. Kent City Council is also
concerned with the increase regarding the schools inside the Federal Way School District, as there
are three (3) schools located in Kent city limits and inside the Federal Way School District. The school
impact fees adopted in each jurisdiction would prevail in those areas. Dr. Campbell noted the School
District is hopeful to have the same amount adopted in all jurisdictions.
Council asked additional clarifying questions regarding current projects which are in progress in the
city. Community Development Director Davis noted this is more a legal question; however projects are
vested to development standards and not necessarily the fee schedule.
COUNCILMEMBER DUCLOS MOVED APPROVAL OF THE MODIFIED 2018 FEDERAL WAY
SCHOOL IMPACT FEE SCHEDULE WITH $4,447 PER UNIT FOR SINGLE - FAMILY HOUSING
AND $13,056 PER UNIT FOR MULTI - FAMILY HOUSING AND DIRECT STAFF TO INCLUDE IT IN
THE 2018 FEDERAL WAY FEE SCHEDULE; COUNCILMEMBER MOORE SECOND.
City Attorney Ryan Call clarified this motion reflects a 65% reduction in the fees as originally
requested by the district. Mayor Ferrell asked Council if the intention is to approve the reduced rate or
the rate as requested by the district.

d. City Maintenance Yard Salt Cover Contract Award
Deputy Public Works Director EJ Walsh gave a brief report on the city maintenance yard salt cover
contract. Mr. Walsh noted the existing maintenance yard contains storage for salt, sand and mixed
salt /sand with enough capacity for approximately two (2) average days of full snow and ice conditions
response. The city and most other jurisdictions have transitioned from dependency on more corrosive
pre -mixed materials, increasing the demand for salt. The increase in demand for salt has resulted in
delays in the replacement of salt following a snow event.

After careful evaluation of available options to increase salt storage it was determined the best
approach was to increase capacity at the existing maintenance yard. Staff has identified an area
within the maintenance yard which could be reconfigured to accommodate the salt storage. The
increase in the amount of storage will reflect an approximate six (6) day full operational response
during a snow and ice event; or twelve (12) small `typical' events without needing resupply.
Mr. Walsh further reviewed the bids received and the project available funding and estimated
expenditure.

MAINTENANCE YARD SALT COVER CONTRACT TO THE NORTHWEST FABRIC BUILDINGS,
THE LOWEST RESPONSIVE BIDDER IN THE AMOUNT OF $39,992.70 AND APPROVE A 10%
CONTINGENCY OF $3,999.27 FOR A TOTAL AMOUNT OF $43,991.97 AND AUTHORIZE MAYOR

Councilmember Johnson thanked all the councilmembers and Mayor Ferrell for their welcome; he
was pleased to attend the meeting tonight. He wished everyone happy holidays and looks forward to
2018.
Councilmember Honda thanked Community Center staff and Parks staff for the Santa Brunch and
Tree Lighting events: it was a busy Saturday and both events were excellent. She provided an update
on the Homeless Women and Children's Initiative indicating the search for a location is ongoing.
Councilmember Koppang welcomed Councilmember Johnson and anticipates ongoing work with
Deputy Mayor Burbidge in her new capacity. He shared in the celebration of the Emperor of Japan's
birthday with the Japanese Consulate. He enjoyed the experience and appreciates the opportunity the
voters have given him to represent the city in this and other capacities.
Councilmember Moore encouraged people to give of their time to continue to improve our community.
He expressed gratitude for the dedication and guidance of Deputy Mayor Burbidge. He welcomed
Councilmember Johnson and expects they will collaborate and think innovatively together.
Councilmember Duclos welcomed Councilmember Johnson and looks forward to continuing to work
with Deputy Mayor Burbidge. She wished everyone a Merry Christmas and Happy Holidays; she
hopes 2018 brings the city a lot of joy and accomplishments.
Deputy Mayor Burbidge thanked everyone for their kind words and stated that it has been an honor,
pleasure, and joy to serve on the council. She commended staff for the Holiday Tree and decorations
at Town Square Park and throughout downtown.
