Parks Comm MINS 02-01-2018February 1, 2018 CITY OF FEDERAL WAY PARKS, RECREATION AND CULTURAL SERVICES PARKS AND RECREATION COMMISSION MEETING MINUTES Hylebos Conference Room 6:30 p.m. City Hall Chair Belvin called the meeting to order at 6:30pm. Present: Chair Laura Belvin, Vice Chair David Musick, Steve Payne, Dawn Coggins, Michael Campsmith, Dave Berger, and George Pfeiffer. Excused: David Wilson, Anthony Murrieta and Roger Flygare Staff: John Hutton, Parks Director, Steve Ikerd, Parks Deputy Director, and Jason Gerwen, Parks & Facilities Manager. PUBLIC FORUM None APPROVAL OF MINUTES Commissioner Coggins moved to approve the January Parks and Recreation Commission regular meeting minutes as written. Vice Chair Musick seconded. Motion passed. COMMISSION BUSINESS 2018 Work Plan The Work Plan was approved at the January 16, 2018 Council meeting. No discussion was held. 6 -Year Capital Improvement Plan Mr. Hutton gave an overview of the 6 -Year Capital Improvement Plan (CIP). The commission discussed the CIP projects for the PROS Plan. Town Square Park was added to Community Parks, and Laurelwood Park and picnic shelters were added to Neighborhood Parks. Poverty Bay was added to Open Space. Wayfinding and trail connectivity was added to trails. Dumas Bay Centre was added to Community Facilities. Security lighting and safe city cameras for the parking lots were added to System Wide Planning. STAFF REPORTS Panther Lake Trail Improvements Mr. Ikerd met onsite with Puget Sound Energy (PSE). Since the parking lot was moved, PSE can hook into the vaults and install a transformer for lights at the parking lot and a section of the trail. Mr. Ikerd is resubmitting the revised drawings to get the engineer permit from Public Works. Staff is still hoping to go out to bid at the end of February. Mr. Ikerd stated that the goal is to start the project in June, and have it completed by the end of the summer. Parks Appreciation Day Parks Appreciation Day is scheduled for April 21 from 9:00am-12:00. The Parks Appreciation Day committee has decided to have Celebration Park the only site this year. The city is hosting the Special Olympics at Celebration Park, and there is a lot of work that needs to be done to prepare for that large event. This year the Parks Commission will be given tasks for the event. g:\parks comm mtg notes\2018\02-01-2018 minutes.doc Parks and Recreation Commission February 1 2018 Nee 2 OTHER BUSINESS Commissioner Coggins stated that at the focus group meeting for Brooklake, Diana Noble-Gulliford talked about the Puget Sound Regional Council, and asked staff what the Puget Sound Regional Open Space Plan is. Mr. Hutton stated that he was unsure, and staff will look further into this. Commissioner Coggins clarified that it's the Regional Open Space Conservation Plan. The commission divided up the parks and trails, and they will visit those sites and be prepared to discuss the needs for each park at the March meeting. This information will be used for the PROS plan.
