Planning Commission MINS 11-15-2017CITY OF FEDERAL WAY PLANNING COMMISSION November 15, 2017 City Hall 6:30 p.m. City Council Chambers MEETING MINUTES Commissioners present: Lawson Bronson, Tom Medhurst, Hope Elder, Diana Noble-Gulliford, Tim O'Neil, Dawn Meader McCausland, and Dale Couture. Commissioners absent: Wayne Carlson (ex), Anthony Murrietta (ex). City Staff present: Planning Manager Robert "Doc" Hansen, Deputy City Attorney Mark Orthmann, and Administrative Assistant Tina Piety. CALL TO ORDER Chair Bronson called the meeting to order at 6:30 P.M. APPROVAL OF MINUTES Vice -Chair Medhurst moved to correct the minutes of September 20, 2017, by replacing the word "suggestions" with the word "corrections" in the third paragraph from the bottom of page 2. Commissioner Elder seconded; there was no further discussion and the motion carried. The minutes of October 18, 2017, and October 23, 2017, were approved as presented. AUDIENCE COMMENT None COMMISSION BUSINESS Public Hearing — Proposed Amendments Related to FWRC Title 19 to Add Small Scale Wineries, Breweries, and Distilleries Chair Bronson opened the public hearing and Planning Manager Hansen delivered the staff presentation. He noted that the proposed amendments address the concerns and suggestions made by the Commissioners at the September 20th meeting. Chair Bronson opened the hearing to public testimony. Becca Martin, Federal Way Chamber of Commerce — She stated the Chamber supports the proposed amendments. She provided a Position Statement (attached) to the Commissioners. The Chamber is focused on destination management and quality of life. The proposed amendments touch on both of those focuses. Wineries, breweries, and distilleries have a large impact on the state's economy and jobs. There is only one such business in Federal Way and we have room for more. Once concern she has is that if a business has a growth plan that is larger than that allowed by the proposed amendments, the applicant will not consider even starting in Federal Way. There were no further comments and the motion carried unanimously. Chair Bronson closed the public hearing. ADMINISTRATIVE REPORT Planning Manager Hansen went over the proposed Planning Commission Work Program. One large project staff will have to start soon because of the anticipated workload is updates to our Shoreline Ordinance. The state mandates it must be updated by 2019. ADDITIONAL BUSINESS None.
