Welcome and Introductions Mayor Ferrell called the meeting to order at 8:00 a.m. City officials in attendance: Mayor Jim Ferrell, Councilmember Lydia Assefa-Dawson, Councilmember Jesse Johnson, Councilmember Susan Honda, Councilmember Mark Koppang, and Councilmember Martin Moore. Councilmember Dini Duclos joined the meeting at 8:02 a.m. Councilmember Hoang Tran joined the meeting at 8:03 a.m. 30th District Legislators in attendance: Senator Mark Miloscia, Representative Kristine Reeves, and Representative Mike Pellicciotti. City staff in attendance: City Attorney Ryan Call, Senior Advisor Yarden Weidenfeld, Public Works Director Marwan Salloum, Finance Director Ade Ariwoola, Parks Director John Hutton, Community Development Director Brian Davis, Police Chief Andy Hwang, Performing Arts & Event Center Executive Director Theresa Yvonne, Economic Development Director Tim Johnson, IT Manager Thomas Fichtner, and City Clerk Stephanie Courtney 2. Legislators' Goals 30th District Legislators introduced themselves and thanked the Mayor and Council for the invitation to the meeting to discuss important issues in Federal Way. They noted it is a short session and each spoke to what they are focusing on and committees they sit on. 3. Discussion of Priorities for the 2018 Legislative Session a. Law Enforcement/Public Safety - Councilmember Koppang and Councilmember Moore spoke to the request of capital budget funding in the sum of $250,000 to add new and replace outdated or obsolete Safe City cameras. b. Performing Arts and Event Center — Councilmember Duclos and Councilmember Moore spoke to the request of $1 million dollars in capital funds for a kitchen upgrade to be utilized by the Native American Culinary Institute. Shelter for Homeless Families - Councilmembers Assefa-Dawson and Councilmember Honda spoke to the request of a $100,000 grant to establish an emergency shelter for homeless families with children. d. University Initiative - Senior Advisor Yarden Weidenfeld spoke to the request of $800,000 to fund a one-time start-up budget to be used for costs associated with staffing, furniture/fixtures/equipment, rent/tenant improvement, and curriculum development. e. Education - Councilmember Honda and Councilmember Koppang spoke in support of an increased partnership with the school district including support of fully funding education pursuant to the McCleary ruling f. Former Weyerhaeuser Property/IRG Property/North Lake - Councilmember Assefa- Dawson, Councilmember Koppang, and Councilmember Moore spoke to the request for a capital grant for $250,000 to Forterra for their work guiding this project and continued legislative support. g. Freshwater Algae Control- Councilmembers Assefa-Dawson, Councilmember Koppang, and Councilmember Moore spoke in support of the state authorizing additional money to fund freshwater algae control programs and grants. h. Support for Amending RCW 53.54 - Councilmembers Assefa-Dawson, Councilmember Duclos and Councilmember Koppang spoke in support of authorizing the Port to conduct abatement, mitigation, monitoring, and research with respect to negative impacts of airports on local communities. 4.
