The survey was conducted November 2 and 3, 2016 by AHERA-accredited asbestos inspectors in general accordance with Terracon's Proposal No. P81165143, dated October 20, 2016. Interior, exterior, and roof building components (project area) were surveyed and homogeneous areas of suspect asbestos-containing materials (ACM) were visually identified and documented. Although reasonable effort was made to survey inaccessible suspect materials, additional suspect but unsampled ACM could be located in walls, in voids or in other concealed areas. Suspect ACM samples were collected in general accordance with the sampling protocols outlined in United States Environmental Protection Agency (EPA) 40 Code of Federal Regulations (CFR) 763.86. Samples were delivered to an accredited laboratory for analysis by polarized light microscopy (PLM). 1.1 Project Objective We understand this asbestos survey was requested to locate and identify ACM that may be present in the site building and may be disturbed during proposed demolition activities. EPA regulation 40 CFR 61, Subpart M, National Emission Standards for Hazardous Air Pollutants (NESHAP), prohibits the release of asbestos fibers to the atmosphere during renovation or demolition activities. The asbestos NESHAP requires that potentially regulated asbestos- containing building materials be identified, classified and quantified prior to planned disturbances or demolition activities. The NESHAP authority for Pierce County is the Puget Sound Clean Air Agency (PSCAA). This assessment will assist Wasatch Storage Partners with communicating the presence, location, and quantity of ACM to employees, vendors, and contractors working in the project area and to meet the requirements for an asbestos survey for the Puget Sound Clean Air Agency (PSCAA) and a good faith inspection as required by Washington State Department of Labor and Industries' Division of Occupational Safety and Health (DOSH) regulations prior to demolition of the project area. The building is an approximate 43,016 square- foot that is slab-on-grade and includes a mezzanine mechanical area. The partial second floor consists of offices and the employee break room. Roofing materials consist of primarily asphaltic built-up roofing with a gravel ballast on a wood substrate. Horizontal interior finishes consisted of ceramic tile, vinyl tile, sheet vinyl, ceiling tile, carpet, and gypsum. Vertical finishes consisted of gypsum, fiber-reinforced paneling, CMU, laminate walls panels, and ceramic tile. Fiberglass batt insulation was observed in perimeter wall cavities, and observed piping is insulated with paper-wrapped fiberglass insulation. The group of retail spaces located adjacent to the north side of the building were not included in the scope of work. 3.0 ASBESTOS FIELD ACTIVITIES The survey was conducted by AHERA-accredited asbestos inspectors Kyle Fitzpatrick and Filmon Embaye. Copies of Mr. Fitzpatrick and Mr. Embaye's asbestos inspector training certificates are attached as Appendix E. The survey was conducted in general accordance with the sample collection protocols established in EPA regulation 40 CFR 763, the Asbestos Hazard Emergency Response Act (AHERA). A summary of survey activities is provided below. 3.1 Visual Assessment Survey activities began with visual observation of the interior, exterior, and roof of the buildings that would reportedly be disturbed during demolition or renovation activities in order to locate and identify homogeneous areas of suspect ACM. A homogeneous area consists of building materials that appear similar throughout in terms of color, texture and if known, date of application. The assessment was conducted throughout visually accessible areas of the building's interior, exterior, and roof components that would reportedly be disturbed during demolition activities. Building materials identified as concrete, glass, wood, masonry, metal or rubber were not considered suspect ACM. Random samples of suspect materials were collected in each homogeneous area. The surveyor collected bulk samples using wet methods, as applicable, to reduce the potential for fiber release. Samples were placed in sealable containers and labeled with unique sample numbers using an indelible marker. Terracon collected 116 bulk samples from 35 homogeneous areas of suspect ACM. A summary of non-asbestos-containing materials sampled is included as Appendix A, and a summary of all asbestos-containing materials sampled is included as Appendix B. 3.4 Sample Analysis Bulk ACM samples were submitted under chain of custody to EMSL Analytical, Inc. of Seattle, Washington for analysis by polarized light microscopy (PLM) with dispersion staining techniques per EPA methodology (600/R-93/116). The percentage of asbestos, where applicable, was determined by microscopic visual estimation. EMSL Analytical, Inc. is accredited under the National Voluntary Laboratory Accreditation Program (NVLAP Accreditation No. 102063-0). 4.0 ASBESTOS REGULATORY OVERVIEW The asbestos NESHAP (40 CFR Part 61, Subpart M) regulates asbestos fiber emissions and asbestos waste disposal practices. It also requires the identification and classification of existing building materials prior to demolition or renovation activities. Under NESHAP, asbestos-containing building materials are classified as either friable, Category I non-friable or Category II non-friable ACM. Friable materials are those that, when dry, may be crumbled, pulverized or reduced to powder by hand pressure. Category I non-friable ACM includes packings, gaskets, resilient floor coverings and asphalt roofing products containing more than 1% asbestos. Category II non-friable ACM are any materials other than Category I materials that contain more than 1% asbestos. Friable ACM along with Category I and Category II non-friable ACM which is in poor condition that have become friable or which will be subjected to drilling, sanding, grinding, cutting or abrading and could be crushed or pulverized during anticipated renovation or demolition activities are considered regulated ACM (RACM). Washington Administrative Code (WAC) 173-400-075 adopts the federal NESHAP rule by reference. Responsive E Resourceful E Reliable 3 IP Asbestos Survey Asbestos-Containing Building Materials Survey Federal Way,ay, Washing1r November 15, 2016 t Terracon Project No. 81167605 In the State of Washington, authority to administer NESHAP requirements is delegated to the regional air pollution authorities (e.g., the local Clean Air Agency or the Washington State Department of Ecology). In King, Snohomish, Pierce, and Kitsap Counties, the NESHAP requirements are administered by the Puget Sound Clean Air Agency (PSCAA). As provided in PSCAA's Regulation III, Article 4: Asbestos Control Standards, the PSCAA must be notified at least 10 working days prior to the demolition of any structure with a projected roof area greater than 120 square feet, regardless of whether or not any asbestos was identified. Notification is not required for renovation projects, unless the project involves the disturbance of friable asbestos containing materials. The owner or operator must also provide the Washington State Department of Labor and Industry (L&I) with written notification at least 10 working days prior to the commencement of asbestos removal projects involving at least 10 linear feet or 48 square feet of RACM. Removal of ACM must be conducted by a State of Washington-certified asbestos abatement contractor. In the State of Washington, worker exposures to asbestos are governed by L&I's Division of Occupational Safety and Health (DOSH). The administrative rule WAC 296-62-07705 requires that employee exposure to airborne asbestos fibers be maintained below 0.1 asbestos fibers per cubic centimeter of air (0.1 f/cc) as an eight hour time weighted average. State of Washington Occupational Safety and Health rules also classify construction and maintenance activities which could disturb ACM, and specify work practices and precautions which employers must follow when their employees engage in each class of regulated work. Appendix A and Appendix B identify the homogeneous areas sampled, sample identification numbers, material descriptions, analytical results, and approximate ACM quantities (Appendix B only). Laboratory analytical reports and chains of custody are included in Appendix C. Appendix D contains the sample location diagrams, and Appendix E contains the training certificates and laboratory accreditation. In the event that unsampled, suspect ACM is discovered during demolition activities, Terracon recommends that the demolition contractor contact Wasatch Storage Partners and Terracon immediately upon discovery, so that samples of the suspect ACM can be collected and analyzed in order to classify, and/or quantify the material. 6.0 GENERAL COMMENTS This asbestos-containing building materials survey was conducted in a manner consistent with the level of care and skill ordinarily exercised by members of the profession currently practicing under similar conditions in the same locale. The results, findings, conclusions and recommendations expressed in this report are based on conditions observed during our survey of the building.
