Truman High School Community Garden Pathway,31455 28th Avenue South, Federal Way
Dear Mr. Stanley:
The Community and Economic Development Department has received your letter requesting approval to
install an elevated walkway on Truman High School grounds. As shown on the submitted plan,the pathway
will provide a 20 linear foot pedestrian connection from the parking lot to an established path to the
community garden. Approximately 15 linear feet of the pedestrian path will be elevated from zero to two
feet.
The proposed improvement is exempt from the provisions of land use process I through IV as it meets the
exception set forth in Federal Way Revised Code 19.15.020(2). Therefore, no review by the department's
Planning Division is required. The following findings provide justification for the above-referenced
conclusion.
• Pursuant to FWRC 19.15.020(2), normal maintenance that is necessary to meet the varied
requirements of continuing or succeeding tenants is exempt from the provisions of process I through
IV.
• FWRC 19.05.140 defines normal maintenance as"interior and exterior repairs and incidental
alterations."
• The city Building Official and Senior Engineering Plans Reviewer has stated no building permits or
stormwater mitigation are necessary for the proposal.
• Following review of the proposal,planning staff has determined the scope of work is an incidental
alteration to the overall existing high school and community garden development.
Please be advised these findings are limited to the walkway as proposed and zoning and development review
procedures as codified in Title 19 of the Federal Way Revised Code. If you have any questions regarding this

Subject: Walkway access to Truman Community Garden Site
This letter is to inform you of our intention to build a walkway from the parking lot across the
drainage water way(located just to the south of the edge of the parking lot)to the path accessing
the new Community Garden at Truman High school. This walkway will be less than two feet
above the bottom of the drainage water way. See attached sketch.
In a review of the walk way with Lee Bailey and Ann Dower on 4-25-2011 it was determined
that a building permit was not required.
Please provide an AD letter verifying your approval of our plan. J
