Federal Way, WA 98001 Prepared By: Able Environmental, LLC PO Box 9578 Tacoma,WA 98490 Phone: (253) 566-5818 FAX: (253) 566-5878 • • INTENT OF SURVEY On July 8th, 2011, Able Environmental, LLC personnel conducted an Asbestos Building Inspection on the home located at: 31232 —28th Ave. S., Federal Way, WA 98003 The purpose of the building inspection was to identify any Suspect Asbestos Containing Materials that may be present and would require professional abatement prior to demolition. INTRODUCTION On July 8th, 2011, Heidi Hamilton(Cert#110395) of Able Environmental LLC mobilized to the project location to perform a good faith asbestos building inspection on the single story residential home. The two story home with a basement is in severe disrepair and appears to have been abandoned for quite some time. The home and garage have open access and the main entry to the home faces north. Both the garage and home are cluttered with large amounts of debris. Throughout the home, both ceilings and floors have begun to cave in due to weather exposure and moisture damage. The home has appears to have had a minimum of 2 bedrooms upstairs, most rooms on the main floor are missing portions of wallboard and have large amounts of debris and building materials throughout. The building materials of the two upper floors consist of wood slate floors covered partially with vinyl and textured/painted walls and ceiling. There appears to have been one bathroom on the main floor, which currently has no fixtures and is open along the east wall. The basement has a dirt floor with cement block and wood walls. The exterior of the home is wood shingles and a composition roof. This Asbestos Building Inspection Survey and a Puget Sound Clean Air Agency (PSCAA) notice are required to obtain a demolition permit. This survey, the PSCAA notice and the demolition permit should be kept on site during any remediation or demolition activities. Prior to any demolition or renovation, any friable and non-friable asbestos containing materials (ACM) are to be removed and disposed of in accordance with applicable Federal, State and Local regulations. • ASBESTOS SUMMARY • The AHERA regulation, 40 Code of Federal Regulations (CRF) 763, is the primary governing regulation when performing asbestos surveys. This regulation was originally enacted for school buildings, but has since been applied to public and commercial buildings. Puget Sound Clean Air Agency(PSCAA) Regulation 111, Article 4.02(a)requires an Asbestos survey before the renovation or demolition of any structure over 120 sf. AHERA Protocol determines the number of samples of each material to be collected, depending on its category and amount of material present. AHERA regulations segregate suspect materials into three categories: • Surfacing Materials: A sprayed or troweled on texture applied to walls, ceilings, wall cavities and structural members for acoustical, decorative or fireproofing purposes. AHERA requires a collection of a minimum of 3 to 7 samples per homogenous material depending on the quantity of material. • Thermal System Insulation: Insulation used to inhibit heat transfer or prevent condensation on pipes, boilers, tanks, ducting, furnaces and other components of hot and cold water systems and heating, ventilation, and air conditioning systems. AHERA requires a collection of at least 3 samples of each homogenous material. • Miscellaneous Materials: Other, largely non-friable products and materials such as floor coverings, ceiling tile,roofing, outdoor siding, concrete pipe, silver coatings and many other building materials. AHERA requires the collection of at least one sample per homogenous material. After identifying the suspect materials, bulk samples were collected and taken to an independent accredited laboratory to be analyzed for the amount and type of asbestos, if any. The bulk samples were analyzed using Polarized Light Microscopy(PLM) stain dispersion staining techniques in accordance with the EPA Method 600/R-93/166, which has a reliable limit of quantification of one percent asbestos by volume. Survey Findings (&,31232 28th Ave. S., Federal Way, WA 98003 There were a total of 34 (thirty-four) suspect building materials (bulk samples)removed and analyzed from the home and garage during this inspection. Based on the lab analysis, ONE of the 34 samples tested positive for asbestos above 1% and therefore asbestos abatement will need to be completed prior to demolition. EPA AND LABOR& INDUSTRY EXTRACTS Current federal regulations (NATIONAL EMISSION STANDARDS FOR HAZARDOUS AIR POLLUTANTS, NESHAPS, CFR 40, PART; 61, SUBPART M [REVISED SUBPARTB])require that no renovation or demolition activity release asbestos fibers to the environment. Therefore, all affected asbestos containing materials must be removed by a certified asbestos contractor prior to renovation or demolition • • • WAC 296-62-07707, Identification, requires an owner to perform a good faith inspection to determine whether materials to be worked on or removed contain asbestos. LIMITATIONS In accordance with your request, Able Environmental LLC has conducted an Asbestos Building Inspection. Able Environmental LLC warrants that the inspection was performed with the usual thoroughness and competence of this profession, and within the limits of accessibility to materials.
