1.0 INTRODUCTION
On August 22nd and August 23rd, 2013, Earth Solutions NW, LLC, (ESNW) performed an
asbestos-containing materials (ACMs) survey of seven light industrial warehouse buildings
(identified as Buildings A through F) and one detached paint storage shed located at 35703 —
16th Avenue South in Federal Way, Washington (subject site). A site plan displaying the
locations of the buildings surveyed is included in Appendix A.
The purpose of the survey was to evaluate building materials in the structures for the presence,
location, and quantity of ACMs prior to the intended demolition of the on-site structures. The
survey scope of services were described in ESNW's August 15, 2013 Asbestos-Containing
Materials Survey proposal (No. PES-0529.07). The survey scope of services did not include two
small mobile trailers that the current site tenant plans to remove from the site.
No previous ACM survey reports for the subject buildings were available during this assessment,
The ACM survey was completed by Ted W. Sykes of ESNW (AHERA Building Inspector No.
33114R).
1.1 Services Performed
ESNW conducted a visual survey of the building materials suspected to contain asbestos and
developed a homogeneous materials list. The asbestos survey was limited to non-destructive
sampling of building materials that were readily accessible. During the survey, a total of 54
samples were collected from 21 suspect ACM homogeneous building materials located
throughout the on-site structures.
Following the ACM survey, the bulk samples were delivered to NVL Laboratories, Inc. in Seattle,
Washington for polarized light microscopy (PLM) analysis.
1.2 Building Descriptions
Building A (referred to as the Lower Rail Shop) is a one-story, wood-framed warehouse structure
constructed on a slab-on-grade concrete foundation. The exterior and roof of the building
consist of corrugated metal siding and fiberglass batting insulates the underside of the roof. The
interior of the building has a bare concrete floor with no wall partitions or finishing materials (i.e.
vinyl floor tiles). The building was reportedly constructed during the early 1970s and contains
approximately 2,000 square feet of usable space.

Building B (referred to as the Main Shop) is a one-story, large steel framed warehouse structure
constructed on a slab-on-grade concrete foundation. Building B is also equipped with a small
wooden storage shed. The exterior and roof of Building B consist of corrugated metal siding and
fiberglass batting insulates the underside of the roof. The interior of the building has no wall
partitions, but vinyl floor covering is present in the adjacent small wooden shed. The building
was reportedly constructed during the early 1970s and contains approximately 8,000 square feet
of usable space.
Building C (referred to as the Small Parts Shop) is a one-story, steel-framed warehouse
structure constructed on a slab-on-grade concrete foundation. The exterior and roof of the
building consist of corrugated metal siding and fiberglass batting insulates the underside of the
roof. The interior of the building has a bare concrete floor with no wall partitions or finishing
materials (i.e. vinyl floor tiles). The building was reportedly constructed during the early 1970s
and contains approximately 6,000 square feet of usable space.
Building D (referred to as the Office/Restroom Building) is a one-story, wood-framed structure
constructed on a slab-on-grade concrete foundation. Approximately one-half of the building is
currently used as an office and the remaining half is divided into three restrooms and an access
corridor. The exterior and roof of Building D consist of corrugated metal, all of which is insulated
with fiberglass batting. Interior components of the building include drywall and the concrete floor
is finished with clay tiles or left bare. The building was reportedly constructed during the early
1970s and contains approximately 600 square feet of usable space.
Building E (referred to as the Granite Cutting Shop) is a one-story, wood-framed warehouse
structure constructed on a slab-on-grade concrete foundation. The exterior and roof of the
building consist of corrugated metal siding and fiberglass batting insulates the underside of the
roof. The interior of the building has a bare concrete floor with no wall partitions or finishing
materials (i.e. vinyl floor tiles). The building was reportedly constructed during the early 1970s
and contains approximately 1,500 square feet of usable space.
Building F (referred to as the Upper Warehouse) is a one-story, wood-framed warehouse
structure constructed on a slab-on-grade concrete foundation. The building is partitioned into an
office and three large workshops. The exterior of the building consists of corrugated metal siding
and is insulated with fiberglass batting. Interior components of the building include drywall and
the concrete floor is finished with carpeting (in the office portion) or left bare in the workshop
areas. The building was reportedly constructed during the early 1970s and contains
approximately 9,000 square feet of usable space.
Building G (referred to as the Main Office) is a one-story, wood-framed office structure
constructed on a slab-on-grade concrete foundation. The exterior of the building consists of
concrete block walls and the interior is partitioned into several offices. Finishing materials within
the building include drywall, acoustic ceiling tiles, and bare concrete floors. The building was
reportedly constructed during the mid-1970s and contains approximately 2,000 square feet of
usable space.

2.0 ASBESTOS SURVEY METHODOLOGY
ESNW conducted a walk-through of the on-site structures to document existing conditions and
identify homogeneous materials and areas. Suspect materials were grouped into homogeneous
areas and then sampled accordingly.
Sampling of the suspect ACM homogeneous building materials was performed in general
accordance with EPA's Asbestos Hazard Emergency Response Act (AHERA) protocols. The
quantities of bulk samples collected during the survey were also conducted in general
accordance with AHERA protocols.
ESNW evaluated the friability and physical condition of the building materials suspected to
contain asbestos. According to the AHERA, a friable material can be reduced to dust or powder
with slight pressure, such as hand pressure. A non-friable material contains asbestos fibers that
have been "locked-in" by a bonding agent, coating, or other material, so that fibers are not
released during appropriate use or handling. Friable ACMs have a greater potential than non-
friable ACMs of becoming a health hazard if the material is damaged or disturbed. Whether
ACMs are friable or non-friable, the materials must be abated before they are disturbed by
renovation or demolition.
AGMs in good condition are those that have no visible damage or deterioration. ACMs in good
condition do not present a health hazard if maintained in such a condition and left undisturbed.
An ACM in fair condition exhibits minor damage (less than 10 percent) area or less than 25
percent localized) and has the potential to release asbestos fibers if disturbed. An ACM in poor
condition has significant damage (greater than 10 percent area or greater than 25 percent
localized) and has the potential to release asbestos fibers during normal use or operations.
ESNW collected bulk samples of building materials suspected of containing asbestos. The
samples were collected using the appropriate tool (i.e. chisel, utility knife, etc.), placed into a
sealed plastic bag, and labeled with a unique sample number. ESNW double-bagged and
shipped the samples under chain of custody procedures to the analytical laboratory.
NVL Laboratories, Inc. in Seattle, Washington, an approved testing laboratory under the National
Voluntary Laboratory Accreditation Program (NVLAP), analyzed the samples by polarized light
microscopy (PLM). PLM analysis identifies asbestos to a detection limit of one percent (1
percent). Asbestos was then classified as to its type: amosite, chrysotile, or actinolite, etc.
Copies of the chain-of-custody forms and analytical reports are attached as Appendix B to this
report.
3.0 ACM SURVEY RESULTS
Various regulatory agencies have jurisdiction over projects dealing with the abatement of AGMs
within the City of Federal Way. Building materials that contain greater than 1 percent asbestos
are regulated by the EPA and the Puget Sound Clean Air Agency (PSCAA). PSCAA enforces
EPA's National Emission Standards for Hazardous Air Pollutants (NESHAPS) rule with respect
to releases of asbestos fibers to the environment. Washington State Department of Labor and
Industries (L&I) regulates worker exposure issues pertaining to ACMs containing greater than 1
percent asbestos.

4.0 RECOMMENDATIONS
It is ESNW's understanding that DevCo, Inc. plans to demolish the existing structures occupying
the site. Therefore, our recommendations are focused on removal of asbestos-containing
materials prior to building demolition activities.
4.1 Asbestos-Containing Materials
Based on our findings, ESNW makes the following recommendations concerning the ACMs
identified within the on-site structures:
1. Notification of the presence of ACMs to tenants and contractors is required under Hazard
Communication regulation (29 CFR 1926.59) and the Occupational Exposure to Asbestos
Final Rule (29 CFR 1910.1001), as long as there are ACMs in the on-site structures. In
addition, the persons mentioned above must be notified of the presence and location of
ACMs and work activities to avoid because asbestos is located in the work place.
2. All ACMs identified within the buildings should be maintained in good condition until they
are removed.
3. Abatement of the ACMs identified in this survey report must be conducted prior to building
material disturbances related to building demolition activities. Abatement of the ACM's
must be performed by a qualified licensed asbestos abatement contractor. Additionally,
the abatement contractor must remove and dispose of these ACMs in accordance with
L&I, EPA, and PSCAA regulations.
4. If un-sampled building materials are encountered during future renovation, demolition, or
construction activities, they must be considered to be ACMs until testing proves
otherwise. Handling of un-sampled building materials must be conducted as if they were
ACMs.

5.0 LIMITATIONS
ESNW has performed this ACM's in accordance with generally accepted standards of care
practiced by other members of our profession in Washington at the time the survey was
completed. The completed survey was limited to the areas sampled in the buildings at the
subject site described in this report. Our findings are limited to visible and accessible building
materials and the results reported for the time the surveys were completed. There exists the
possibility that suspect asbestos-containing building materials enclosed inside walls, underneath
floors, above permanent ceilings, or in other inaccessible areas may not have been observed
and therefore, not sampled during this survey. Should access to inaccessible areas of the
building become possible during the course of building demolition activities which expose
previously inaccessible materials, additional building material sampling may be used to
supplement the information presented in this survey. ESNW should be notified for additional
consultation if the client wishes to reduce uncertainties beyond the level associated with this
survey.
The services performed as part of this ACM survey were not intended to identify all potential
concerns or eliminate all risk associated with the subject property. Even the most rigorous of
professional studies may fail to identify all conditions or contaminants.
Unauthorized use or copying of this document is strictly prohibited. ESNW authorizes the use of
this document by the client, their attorney, bidding contractors, and appropriate regulatory
agencies. Non-compliance with any of these requirements by the client or anyone else will

asbestos fibers using polarized light microscopy (PLM) with dispersion staining in
accordance with both U.S. EPA 600/M4-82-020, Interim Method for Determination of
Asbestos in Bulk Insulation Samples, as found in 40 CFR, Part 763, Subpart E,Appendix E
(formerly Subpart F,Appendix A), and U.S. EPA 600/R-93/116(July 1993)Test Methods.
For samples containing more than one separable layer of materials, the report will include
findings for each layer (labeled Layer 1 and Layer 2, etc. for each individual layer). The
asbestos concentration in the sample is determined by visual estimation.
For those samples with asbestos concentrations between 1 and 10 percent based on visual
estimation, the EPA recommends a procedure known as point counting (NESHAPS, 40
CFR Part 61). Point counting is a statistically more accurate means of quantification for
samples with low concentrations of asbestos. If you would like us to further refine the
concentration estimates of asbestos in these samples using point counting, please let me
know.
This report Is considered highly confidential and will not be released without your approval.
Samples are archived for two weeks following analysis. Samples that are not retrieved by

Enclosed please find test results for the bulk samples submitted to our laboratory for
analysis. Examination of these samples was conducted for the presence of identifiable
asbestos fibers using polarized light microscopy (PLM) with dispersion staining in
accordance with both U.S. EPA 600/M4-82-020, Interim Method for Determination of
Asbestos in Bulk Insulation Samples, as found in 40 CFR, Part 763,Subpart E, Appendix E
(formerly Subpart F,Appendix A),and U.S. EPA 600/R-93/116(July 1993)Test Methods.
For samples containing more than one separable layer of materials, the report will include
findings for each layer (labeled Layer 1 and Layer 2, etc. for each individual layer). The
asbestos concentration in the sample is determined by visual estimation.
For those samples with asbestos concentrations between 1 and 10 percent based on visual
estimation, the EPA recommends a procedure known as point counting (NESHAPS, 40
CFR Part 61). Point counting is a statistically more accurate means of quantification for
samples with low concentrations of asbestos. If you would like us to further refine the
concentration estimates of asbestos in these samples using point counting, please let me
know.
This report Is considered highly confidential and will not be released without your approval.
Samples are archived for two weeks following analysis. Samples that are not retrieved by
the client are discarded after two weeks.

Enclosed please find test results for the bulk samples submitted to our laboratory for
analysis. Examination of these samples was conducted for the presence of identifiable
asbestos fibers using polarized light microscopy (PLM) with dispersion staining in
accordance with both U.S. EPA 600/M4-82-020, Interim Method for Determination of
Asbestos in Bulk Insulation Samples,as found in 40 CFR, Part 763, Subpart E,Appendix E
(formerly Subpart F,Appendix A), and U.S. EPA 600/R-93/116(July 1993)Test Methods.
For samples containing more than one separable layer of materials, the report will include
findings for each layer (labeled Layer 1 and Layer 2, etc. for each individual layer). The
asbestos concentration in the sample is determined by visual estimation.
For those samples with asbestos concentrations between 1 and 10 percent based on visual
estimation, the EPA recommends a procedure known as point counting (NESHAPS, 40
CFR Part 61). Point counting is a statistically more accurate means of quantification for
samples with low concentrations of asbestos. If you would like us to further refine the
concentration estimates of asbestos in these samples using point counting, please let me
know.
This report is considered highly confidential and will not be released without your approval.
Samples are archived for two weeks following analysis. Samples that are not retrieved by
the client are discarded after two weeks.

Enclosed please find test results for the bulk samples submitted to our laboratory for
analysis. Examination of these samples was conducted for the presence of identifiable
asbestos fibers using polarized light microscopy (PLM) with dispersion staining in
accordance with both U.S. EPA 600/M4-32-020, Interim Method for Determination of
Asbestos in Bulk insulation Samples,as found in 40 CFR, Part 763, Subpart E,Appendix E
(formerly Subpart F,Appendix A),and U.S. EPA 600/R-931116(July 1993)Test Methods.
For samples containing more than one separable layer of materials, the report will include
findings for each layer (labeled Layer 1 and Layer 2, etc. for each individual layer). The
asbestos concentration in the sample is determined by visual estimation.
For those samples with asbestos concentrations between I and 10 percent based on visual
estimation, the EPA recommends a procedure known as point counting (NEST-lAPS, 40
CFR Part 61). Point counting is a statistically more accurate means of quantification for
samples with low concentrations of asbestos. If you would like us to further refine the
concentration estimates of asbestos in these samples using point counting, please let me
know,
This report is considered highly confidential and will not be released without your approval.
Samples are archived for two weeks following analysis. Samples that are not retrieved by
the client are discarded after two weeks.

Dear Mr.Sykes,
Enclosed please find test results for the bulk samples submitted to our laboratory for
analysis. Examination of these samples was conducted for the presence of identifiable
asbestos fibers using polarized light microscopy (PLM) with dispersion staining in
accordance with both U.S. EPA 600/M4-82-020, Interim Method for Determination of
Asbestos in Bulk Insulation Samples, as found in 40 CFR, Part 763, Subpart E, Appendix E
(formerly Subpart F,Appendix A), and U.S. EPA 600/R-931116 (July 1993)Test Methods.
For samples containing more than one separable layer of materials, the report will include
findings for each layer (labeled Layer 1 and Layer 2, etc. for each individual layer). The
asbestos concentration in the sample is determined by visual estimation.
For those samples with asbestos concentrations between 1 and 10 percent based on visual
estimation, the EPA recommends a procedure known as point counting (NESHAPS, 40
CFR Part 61), Point counting is a statistically more accurate means of quantification for
samples with low concentrations of asbestos. If you would like us to further refine the
concentration estimates of asbestos in these samples using point counting, please let me
know.
This report is considered highly confidential and will not be released without your approval.
Samples are archived for two weeks following analysis. Samples that are not retrieved by
the client are discarded after two weeks.
