shall provide written evidence that a site inspection wih the City of Federal Way's Crime Prevention Analyst
has been done to ensure that site and building lighting, video surveillance, and security fencing limiting access
to the wetland buffer area trail to daylight hours meets minimum Crime Prevention Through Environmental
Design (CPTED) standards for personal safety.
6) Prior to issuance of certificate of occupancy for any residential building on the subject site, the applicant
shall record an affordable housing covenant, that has been approved by the city, that identifies a minimum of
five percent of the residential units (minimum 15 units) will be affordable for the live of the project to
households earning no more than 50 percent of teh median income in King County.

In accordance with your request, Earth Solutions NW, LLC (ESNW) provided construction
monitoring and consulting services at the subject site. We provided the referenced
geotechnical engineering study and Stone Terra wall designs for the project. Our services
included providing onsite observations and testing on a full-time and part-time basis from
January 30, 2014 to March 4, 2015. ESNW representatives made 162 site visits to observe or
test compaction of mass grading, building foundation subgrade, building slab/foundation
backfill, building wall backfill, utility trench backfill, Stone Terra wall construction, stormwater
vault excavation and backfill, curb/gutter/sidewalk subgrade, pavement subgrade, asphalt, and
erosion control measures.
ESNW representatives conducted 424 field density tests in accordance with ASTM Test
Designation D2922 (Nuclear Gauge Method). Eight representative soil samples were returned
to our laboratory for analysis of the maximum dry density and optimum moisture content in
accordance with ASTM D1557-02 (Modified Proctor). Density test results indicate adequate
compaction of at least 90 percent at the tested locations of the mass grading and building wall
backfill. Density test results indicate adequate compaction of at least 95 percent at the tested
locations of the building foundation subgrade, building slab/foundation backfill, utility trench
backfill, stormwater vault backfill, curb/gutter/sidewalk subgrade and pavement subgrade.
Density test results indicate adequate compaction of at least 92 percent at the tested locations
of the asphalt.

ESNW representatives observed building foundation subgrade to be dense and suitable for the
design allowable soil bearing capacity of 3,000 psf. Building foundation drainage was observed
to consist of suitable perforated drain pipe, embedded in drain rock and wrapped with a layer of
filter fabric.
ESNW representatives observed building slab subgrade capillary break to consist of a four to
six-inch thick layer of free -draining crushed rock.
ESNW representatives observed Stone Terra wall construction. Wall foundation subgrade was
observed to be dense and suitable for wall support. Wall backfill reinforcement was observed
to consist of suitable intervals and lengths of geogrid. Wall drainage was observed to consist
of suitable perforated drain pipe and drain rock.
ESNW representatives observed stormwater vault foundation subgrade to be dense and
suitable for vault support.
ESNW representatives observed curb/gutter/sidewalk and pavement subgrade to be dense,
stable and suitable for support.
ESNW representatives observed site erosion control measures to be maintained in accordance
with the project requirements and our recommendations.
Based on our observations and testing, it is ESNW's opinion that the earthwork construction
was accomplished in accordance with the project plans and our geotechnical
recommendations.
