PRHSPSC MINS 03-13-2018City of Federal Way City Council PARKS RECREATION HUMAN SERVICES & PUBLIC SAFETY COUNCIL COMMITTEE Tuesday March 13, 2018 5:00 p.m. SUMMARY Committee Members in Attendance: Chair Johnson, and Committee members Koppang and Moore Council Members in Attendance: Deputy Mayor Honda Staff Members in Attendance: Eric Rhoades, Assistant City Attorney, Andy Hwang, Chief of Police, John Hutton, Parks Director, Jeff Watson, Community Services Manager, Sarah Bridgeford CDBG/HS Coordinator, and Mary Jaenicke, Administrative Asst. II. Guests: Edmund Witter, Managing Attorney for the Housing Justice Project Chair Johnson called the meeting to order at 5:00pm Commission Comment: None Public Comment: Mark Freitas read a statement for the record regarding shopping carts. His statement is attached to the minutes. BUSINESS ITEMS Approval of Minutes Committee member Koppang motioned to approve the February 13, 2018 minutes as written. Committee member Moore seconded. Motion passed. Amendment to the Existing Subscriber Agreement with Public Safety Testing Chief Hwang stated that the Federal Way Police Department (FWPD) is asking for approval to amend the existing Subscriber Agreement with Public Safety Testing. They are asking to increase the total compensation to $37,500.00. Public Safety Testing does all of the written exams, and the physical agility testing. The increase in the compensation is due to them conducting Lt. testing to fill vacant spots. Committee member Moore moved to forward contract Amendment #1 of the existing Subscriber Agreement with Public Safety Testing for the Recruitment and Testing of police candidates to the March 20, 2018 Council consent agenda for approval. Committee member Koppang seconded. Motion passed. 2017 Program Year Consolidated Annual Performance & Evaluation Report (CAPER) Ms. Bridgeford presented the 2017 CAPER. The CAPER has two purposes: Report how the City utilized Community Development Block Grant (CDBG) funds, and describes the accomplishments for the program year. In 2017 the city expended $1,049,698 in CDBG funds, they leveraged over 2m as a result of that funding and were able to assist 565 persons, the majority of whom were low to very low-income. Ms. Bridgeford also reviewed some of the key accomplishments that were accomplished with capital funds and key accomplishments that represent their public services. Committee member Moore requested information on how the City of Federal Way numbers compare to the South end of the County. Staff will provide the information that he is requesting. Committee member Koppang moved to forward the 2017 Consolidated Annual Performance & Evaluation Report to the March 20, 2018 City Council agenda for public hearing. Committee member Moore seconded. K:\PP-HSPS Committee\2018\03-13-2018 Mins.doc PARKS, RECREATION, HUMAN SERVICES & PUBLIC SAFETY COUNCIL COMMITTEE Tuesday, March 13, 2018 Summary Page 2 COUNCIL DISCUSSION ON EMERGING ISSUES Rental Inspection Ordinance Review Chair Johnson requested that the committee review a potential ordinance that was drawn up by Edmund Witter, Managing Attorney from the Housing Justice Project. Chair Johnson had a question regarding the funding mechanism. When it was presented to Council it was described as a self -funding program. At the March 12 LUTC meeting Community Development Director Brian Davis stated that this could be a four to five month process of research. Mr. Davis also stated that if this ordinance was added to the LUTC agenda, it would be about six months until he could get to it, because there were a number of projects that the City Council have already asked them to do. Chair Koppang stated that it's important to have staff review this ordinance and make it our own so that it fits Federal Way. Committee member Moore stated that Council has been getting briefed on staffing levels and workloads but he would like to hear staffs input and analysis of how this program would work. The next steps were discussed, Committee member Koppang stated that we should move this forward, but it would go to the Community Development Department. They discussed having Mr. Davis come to the April PRHSPS Committee meeting with his analysis and address questions that this committee may have, and have the Finance Director Ade Ariwoola review this in May. Deputy Mayor Honda stated that Mr. Davis has stated that he needs to hire the staff person that would be working on this. As long as this position is vacant, he does not have another staff person that could work on this. Committee member Moore inquired that if there is a consensus that the committee wants to move forward with this, what is the process that needs to occur. Chair Johnson stated that he would send an email to Mr. Davis, and copy the Mayor asking Mr. Davis to come to the April meeting. Assistant City Attorney Rhoades stated that if you want input from Mr. Davis, he is available at the LUTC meetings and that would be the most appropriate place for him to provide input. Mr. Watson stated that there has not been a decision on whose jurisdiction this would fall under, but most likely it would be Scott Sproul, the Building Official in Community Development. Mr. Witter was asked about the funding mechanism of this program. Mr. Witter recommended that the committee contact Jessica Todd -Long or Geoff Tallent for that information. The committee had a long discussion with Mr. Witter about the Rental Inspection program. Mapping the Coalition Chair Johnson attended a conference and they talked about doing community work, and he thinks that this committee is the closest to working with the community on certain issues. He wants the committee to look at a certain issue that they're interested in, and as the Chair he wants to know what the committee members are interested in. The activity consists of mapping out a certain issue, what are the underlying causes of that particular issue, and what community based partners can they tap into to solve that particular issue. This will give him an idea of what the committee can focus on for the remainder of the year. Chair Johnson asked the committee members to be prepared to spend about five minutes each on the issue their interested in at the April committee meeting. NEXT REGULAR MEETING April 10, 2018 ADJOURNMENT Meeting adjourned at 6:23p.m. 4 Which committee do I talk to get changes in the shopping cart ordinances whereby possessors of shopping carts, in plain view, on public and private property, off the cart owner's property, get stopped, cited, and made to be held accountable for the messes they cause and theft of the carts? It is a public safety, public cost, and nuisance issue for the property owners, constituents, owners of the carts, and the "public", in general. It, probably, is "petty theft". Police citations might be in order. Fines, community service and mental health referrals/evaluations may get the offenders into the system, faster for other referral services. Theft of shopping carts has always been a problem. Impounding them might be a solution, as with other "unwanted" things in the "rights of way" (political or social event advertising), or, properties with "no trespass" orders. "Volunteers", while doing a credible job, are not slowing down the "epidemic". Please refer this issue to the proper "committee", City Attorney, and Police Chief for their comments.
