Dear Ms. Brackman;
As per your request of March 27, 2913 BC ,Investigative Engineers (BCIE) conducted a site
investigation on Friday, March 29, 2013, at the address shown above. The site visit was coordinated
in advance with Wayne Tews (homeowner) and conducted by Jesse L. Binford, PE, Principal with
BCIE.
PURPOSE:
The following report contains BCIE's findings
following a vehicle impact at the Teivs residence.
at the end of this report.

The Tews dwelling (residence/structure) is a single story conventionally framed light timber
structure supported by a perimeter concrete foundation enclosing a crawl space. The approximately
1,700 square foot structure was originally constructed in 1967 on a .17 acre lot, parcel no.
7941600280, according to King County Assessor's records. An addition at the west side of the
structure was completed in 2003. For the purpose of this report the generally "L" -shaped structure
is oriented north to south with the "L" -shaped portion of the structure located at the southwest
corner and continuing towards the center of the west side of the structure formed by the addition.
BACKGROUND:
Interview With Insured:
BCIE, during its site visit, interviewed the insured Mr. and Mrs. Tews regarding the recent vehicle
impact. Mrs. Tews told BCIE that she was sitting on her couch in front of the living room window
when a vehicle struck the house at the window in front of the couch where she was sitting and the

vehicle continued through the exterior wall where it stopped with its side -view mirrors even with the
exterior wall.
Mr. Tews told BCIE that he found the attic access panels had been knocked loose and there was a
crack at the north side of the south side hallway. Ms. Tews also told BCIE that the window in the
northwest corner bedroom was cracked at the corner.
FINDINGS:
The residence's roof construction consists of a composition asphalt shingle roof over building
paper, 1 /2" plywood (pwd) sheathing and 2"x6" rafters spaced at approximately 24" oc. Ceiling
joists consists of 2"x6" joists and ceiling finishes are 1/2" gypsum ceiling board (GCB).
Exterior wall construction consists of 2"x4" studs covered on the outside by vertical channel
siding, building paper and 1/2" pwd sheathing and covered on the inside by a plastic vapor
barrier and 1/2" gypsum wall board (GX B). Main floor construction consists of 2"x4" decking
over 4"x10" beams spaced approximately 4' oc. Covered entry construction consists of a gable
roof with 2"x6" rafters and 2"x4" soffit framing with 1/4" soffit board. 4"x6" beams support
the rafters and 4"x4" posts support the beams and are over 4"x5"x1"-3/4" tall concrete piers
that are part of the entry slab -on -grade (SOG). No additional construction as -built verification
was completed as it was not pertinent to BCIE's investigation.
2. BCIE started its investigation in the living room and then continued to the dining room, south
side hallway, and then finished at the exterior of the residence at the covered entry. The vehicle
impact was located at the living room window at the east exterior wall between the garage and
main entry.
Li Tin Room
BCIE found that the window and the cripple studs below the window had been completely*
destroyed by the vehicle impact and were not at the residence and had likely been removed by
the contractor. The south side jamb and king studs supporting the windoxv header were pushed
inward to the west and the jamb and king studs at the north side were not pushed in but
appeared to be fractured. The siding and pwd sheathing for the exterior wall over die jamb and
king studs, continuing to the next stud approximately 16" to the south, were also damaged.
There was similar but less significant damage to the siding and pwd sheathing at the north side
of the window.
There was a GWB crack at the upper right corner of the window and there was additional GWS
damage between the south side of the window and the stud approximately 16' to the south.
There was also isolated minor damage to the GWB at the approximate location of the window
sill. BCIE found no evidence of any racking of the south side living room wall which separates
the living room from the garage as there was no GCB cracks nor was there any cracks at the
corners and the doors in the area were operable. Additionally, there was no damage visible to
the brick fireplace surround or the tile hearth for the living room fireplace.
Dining Room
BCIE found no damage to the GCB or G\VB for the dining room, that is between the living
room and the south -side hallway.

South -Side Hallway
BCIE found a small vertical GWB crack just below the location where the vaulted ceiling for the
addition transitions to the flat ceiling towards the garage and southwest corner bedroom. No
damage was found for the GCB around the attic access opening or to the GCB coveting the
attic access cover. Again BCIE found no evidence of any racking.
3. BCIE found the vehicle impact knocked loose the two southern -most posts for the covered
entry. The northern -most post had also moved to the east, bending the embedded metal strap
that connects the post to the pier. There was also puncture damage to the soffit due to one of
the posts being pushed upwards and into the space above the soffit.
The structure as a whole was structurally sound overall with no evidence of any significant
racking BCIE could not verify whether or not the cracked window was due to the vehicle
impact, however, BCIE did not find any GCB or GWB damage at the entry or down the north -
side hallway that would be considered recent. There was also no evidence of any significant
racking.
OPINIONS:
Based on an analysis of our findings, it is BCIE's opinion that the vehicle impact resulted in
moderate and isolated damage to the east exterior wall of the living room at the window, Damage
included wall framing at the ends of the window as well as the cripple wall framing below the
window. BCIE found no damage to the main floor decking not was there any visible damage to the
header above the window which would be indicated by more significant GWB damage or twisting of
the header inward. GWB damage was limited to each side of and above the upper right corner of
the window in the living room. There is a small cosmetic crack in the south -side hallway which
appears to be recent and likely due to the vehicle impact.
BCIE found no evidence of any significant racking or damage elsewhere for the residence, including
the fireplace surround and masonry chase. The structure appeared to be structurally sound and not
measurably impacted by the vehicle impact. The two southern -most posts as well as the northern-
most post for the covered entry were knocked loose and pushed to the east respectively due to the
vehicle impact.
RECOMMENDATIONS:
1. Install shoring to support covered entry beams and the living room window header.
2. Remove damaged studs and bottom plates and reframe west exterior wall at and below the
window opening to match original conditions and meet current code requirements. Like kind
and quality materials and fasteners shall be used.
3. Remove damaged soffit from covered patio and remove remaining two posts.
4. Install new 4"x4" pressure treated posts or 4"x4" cedar posts to match with new post base
hardware fastened to the existing concrete pier pads with concrete screws. Join new posts and
existing beams with galvanized post cap hardware.

5. Install new pwd sheathing with nailing to match and cover with building paper lapped with
existing building paper. Install new siding with trim and paint to match.
6. Install new soffit to match and caulk and paint to match.
7. Replace damaged GWB around the window.
8. Repair cosmetic damage to GNVB at south side inside hallway and texture and paint GWB where
damaged to match.
REPAIR DETAILS & PERMIT SUBMITTAL REQUIREMENTS
BCIE has completed repair details that are enclosed with this report. BCIE also contacted the City
of Federal Way (City) and the City approved of BCI&s proposal to submit the report and repair
details to obtain a subject to field inspection over the counter permit. Per City request, BCIE will
submit for permit the week of April 8`s.

This concludes our investigative report for the Tews residence. The information contained in this

Candace with BC Investigative Engineering will be coming in the next day or so to apply for a permit for damage repair
work to a front porch and portion of a front wall of the structure. She will bring in documentation from her
engineer. Please make copies of what you deem appropriate for File and Site copies but issue the repair permit
"subject to field inspection." Scope of work should include repair porch supports and portion of exterior front wall
of the structure in-kind that includes replacement of sheathing, insulation, and drywall. Please remind her electrical
work is still a separate permit.
