MEETING MINUTES
In attendance: Committee Members: Council Members Eric Faison, Chair, Jim Ferrell, and Jeanne
Burbidge; Mayor Dean McColgan, Deputy Mayor Linda Kochmar, Council Member Jack Dovey, and
Council Member Mike Park; City Manager David Moseley; Assistant City Manager Donna Hanson;
Director of Community Development Services Kathy McClung, Deputy Director of Community
Development Services Patrick Doherty; Management Services Director Iwen Wang; City Attorney Pat
Richardson, Information Services Manager Mehdi Sadri; Office Technician Robin Baker; and Consultant

1. CALL TO ORDER
Chair Faison called the meeting to order at 5:27 pm.
3. PUBLIC COMMENT
David Kaplan voiced his concern about the big expenditure for the Korean Sports and Cultural
Festival, and for the extreme need for follow through. L T AC Commission Member Scott Brown,
came forward in support of the festival saying it had huge potential to become a regional event and
not just a Federal Way event.
4. COMMITTEE BUSINESS
A. Approval of the April 13, 2004, Minutes - It was m/s/c to adopt the April 13, 2004, minutes as
presented.
B. Korean Sports and Cultural Festival- Mr. Doherty went over the conceptual framework and
proposal for this event, which was in part formulated by the events planning consultant David
Doxtater. Mr. Doherty highlighted that this would be a three-day cultural event to begin the
spring of2005. An approximate 12-member steering committee would need to be formed to
oversee formulation of event "concepts and programmatic elements." The 'Workshop' through
the planning consultant would produce the first year event. A local half-time staff person and
volunteer committee would participate throughout to learn the planning/production process. This
festival would consist of cultural and sports events, along with an extensive trade component. The
benefits would include a positive economic impact and an enhanced community profile and
image. This could be a "signature event" for the community.
Mayor McColgan, had a few concerns. One was that this expenditure could exhaust all the
lodging tax funds ($176,000) for one project and leave nothing left and whether there was enough
time to put on a successful event. Mr. Ferrell suggested bringing this idea to the Diversity
Commission for input, and that this idea needed some in depth and thorough thinking before
excluding other possible options for the use of lodging tax revenue. Ms. Burbidge expounded on

the potential for an outstanding outcome, and although this would be unique for Federal Way, we
should explore and make sure we are on track with commitment of long-term staff to be able to
pull this off. Mr. Park mentioned that the Korean Community's response for volunteers was very
positive and he was in hopes that the half-time employee hired by the City would be bilingual.
Mr. Doherty and the consultant, David Doxtater, responded to most of the concerns. Although
there are possible liabilities, the outlook is very positive with good response from the Korean
Consul General, the Korean community, and the Federal Way Chamber of Commerce. This
proposal was m/s/c for the next Council meeting on May 18, 2004.
C. Consultant Services regarding the Potential for a Commercial "Lifestyle Center" in Federal
Way City Center - Mr. Doherty has identified an opportunity to employ services for a urban
retail consultant for the purposes of offering City Council Members, staff and interested members
ofthe public a presentation regarding commercial "lifestyle centers" and their feasibility for the
Federal Way City Center. The current proposal is to engage the services of a recognized
consultant, Mr. Bob Gibbs. Mr. Gibbs is the principal of the Gibbs Planning group, a nationally
recognized consultancy firm that offers professional services in town planning, retail analysis,
and landscape architecture. He would provide an approximately two-hour presentation on the nuts
and bolts of "lifestyle centers." His services for such a presentation would run approximately
$2,500 to $3,000. According to Mr. Faison, this service fits in with the strategies for
redevelopment of our downtown. He believes Mr. Gibbs has the expertise to give the City a
complete study of potential redevelopment. Ms. Burbidge sees it as a positive avenue in investing
in our City center, which in turn would increase revenues. This proposal was m/s/c for the next
Council meeting on May 18, 2004.
D. Review and Comment on the Draft PowerPoint economic Development Messaging
Presentation - Mr. Doherty went through his PowerPoint presentation, which was well received.
With time of the essence, it was forwarded for comment to the next Fedrac meeting on May 25,
2004.
5. FUTURE MEETINGS
The next scheduled meeting is June 8, 2004, 5:30 p.m., in the Mt. St. Helens Conference Room.
6. ADJOURN
