Federal Way, WA 98003 EXECUTIVE SUMMARY Limited Asbestos Survey 05.08.2018 Cole & Associates Training and Consulting, Inc. (hereafter "Cole & Associates") was retained by Kennedy Akinlosotu to conduct an Asbestos Spot Sampling Survey to determine the presence of Asbestos -Containing Building Materials (ACBM) at 33534 18th Ave S., Federal Way, WA 98003. The garage is partially collapsed and targeted spot sampling was conducted in the areas that inspector had safe access to; it is believed the garage will be demolished. The survey was conducted on Wednesday, May 8, 2018, beginning at 12:00 pm by AHERA-Certified Building Inspector David Thulin, and included the testing of each material as specified by the client. At the request of the client, a visual inspection was conducted and samples were collected and tested. Samples were transported to and analyzed by the EMSL Analytical Inc. a certified laboratory in Seattle, WA. A visual inspection was conducted in accordance with general Environmental Protection Agency & Asbestos Hazard Emergency Response Act (EPA/AHERA) sampling guidelines to determine the presence of exposed or accessible suspect ACM (Asbestos Containing Material) and/or ACBM. A physical hand pressure test was conducted to determine the friability of selected suspect materials. Bulk samples were obtained from the suspect materials. Bulk samples were analyzed by EMSL Analytical Inc. by Polarized Light Microscopy (PLM). The analytical results are presented in Appendix A. Page 1 33534 18" Ave S. Changes in state of the art or in applicable regulations cannot be anticipated and have not been addressed in this report. The field and laboratory results reported herein are considered sufficient in detail and scope to determine the presence, condition and hazard potential of the suspect ACBM at the time of this survey. Test results are valid only for the materials tested. This report is prepared for the express use and benefit of Isaac Marat. The information in this report or portions thereof may be required to be included in notifications to employees, contractors or other visitors to the building(s). This report is not intended to be used by the owner or its agents as a specification contract document or work plan for any work suggested or recommended in the report. This report is based upon conditions observed at the property and information made available to the inspector. This report does not intend to identify all environmental hazards, nor is it intended to indicate that other hazards do not exist at the premises. There is a distinct possibility that conditions may exist that could not be identified within the scope of the survey or that were not apparent during the site visit. Conclusions cannot be drawn regarding the presence or absence of other ACBM on the subject structure due to the fact that this survey covered only those areas that were exposed, visible or physically and/or readily accessible to the inspector and as specified in the scope of services. All areas as specified in the scope of services were inspected and sampled to the extent practical. Quantities of materials observed are estimates only and should be verified prior to any abatement work. Sampling of most materials was accomplished using a bulk sampling method. During renovations, abatement or demolition, if additional suspect material is discovered it should be assumed to be ACBM until sampled, analyzed and determined to be non - asbestos containing material. The survey was limited to the information available from the client at the time the survey was conducted. No other warranties are implied or expressed. Page 2 33534 18" Ave S. Federal Way, WA 98003 ASBESTOS SURVEY Methodology General References Limited Asbestos Survey 05.08.2018 Inspection, sampling, and assessment procedures were performed in general accordance with the guidelines published by the EPA in 40 CFR Part 763 Subpart E, October 30, 1987. The inspection consisted of the following major activities: visual inspection and bulk sampling of suspect materials. Visual Inspection The visual inspection was performed by David Thulin, an AHERA-Certified Asbestos Building Inspector. A preliminary walk-through was conducted to determine homogeneous areas and the presence of suspect materials that were accessible or exposed and included in the scope of work. Materials that were similar in general appearance were grouped into homogeneous sampling areas. Homogeneous Material Classifications The walk-through of the structure was also conducted to determine areas of materials that were visually similar in color, texture, and general appearance and that appeared to have been installed at the same time. These are termed "homogeneous materials" by the EPA. During this walk- through, the approximate quantities and locations of these homogeneous materials were noted. Only materials that were accessible or exposed, included in the scope of work and suspected to contain asbestos were identified. Sampling Procedures Following the walk-through, the inspectors collected selected samples of exposed or accessible materials identified as suspect ACBM. Destructive sampling was limited to accessible materials. No samples were taken that would cause damage to the structural integrity of the item being tested. EPA guidelines were used to determine the sampling protocol. Sampling_ locations were chosen to be representative of the homogeneous materials. Samples of surfacing material were collected in general accordance with the EPA random sampling protocol outlined in the EPA publication, "Asbestos in Buildings: Simplified Sampling Scheme for Friable Surfacing Materials" (EPA560/5-85-030a, October, 1985). Samples of miscellaneous materials were taken as randomly as possible, while attempting to sample already damaged areas so as to minimize disturbance of the material. Page 3 33534 18" Ave S. Federal Way, WA 98003 Laboratory Procedures Method of Analysis Limited Asbestos Survey 05.08.2018 Analysis was performed by visually observing the bulk sample and preparing slides for microscopic examination and identification. The samples were mounted on slides and then analyzed for asbestos (chrysotile, amosite, crocidolite, anthophyllite, actinolite, and tremolite), fibrous non -asbestos constituents (mineral wool, paper, etc.) and non- fibrous constituents. Asbestos was identified by refractive indices, morphology, color, pleochroism, birefringence, extinction characteristics, and signs of elongation. The same characteristics were used to identify the non -asbestos constituents. The microscopist used a stereoscope to visually estimate relative amounts of each constituent using a stereoscope to determine the volume of each constituent in proportion to the total volume of the sample. All bulk samples were analyzed by Polarized Light Microscopy (PLM) as described by the "Interim Method of Determination of Asbestos in Bulk Samples, EPA 600/R-93/116 Method." This is a standard method of analysis in optical mineralogy and the current accepted method for the determination of asbestos in bulk samples. A suspect material is immersed in a solution of known refractive index and subjected to illumination by polarized light. The characteristic color displays that result enable mineral identification. It should be noted that some ACBM may not be accurately identified or quantified by PLM if the building material involved milling of asbestos fibers to extremely small fibers. As a result, these fibers may go undetected under the standard polarized light microscopy method. Transmission Electron Microscopy (TEM) analysis is available for a more definitive analysis of these very small sized asbestos fibers in those types of building materials. Laboratory Quality Control Program EMSL is certified by NVLAP and maintains an in-house quality control program. This program involves blind reanalysis of ten percent of all samples, precision and accuracy controls, and use of standard bulk reference materials. Page 4 33534 18" Ave S. Limited Asbestos Survey Federal Way, WA 98003 05.08.2018 Findings and Observations A material is considered by the EPA to be asbestos containing if at least one sample collected from the area shows asbestos present in an amount greater than one percent (>1 %). Please refer to the sample analysis sheets for a more detailed description of the microscopic analysis of these samples. The EPA National Emission Standards for Hazardous Air Pollutants (NESHAP) requires an inspection for asbestos be done on facilities that are to undergo demolition or renovation work. Materials found to contain asbestos may need to be removed prior to the start of such demolition or renovation work. NESHAP defines Category 1, 2, 3, and 4 non -friable asbestos -containing materials such as gaskets, resilient floor covering, and asphalt roofing products that contain more than one percent asbestos, and Category II non -friable as any materials, except for Category I non -friable, that contain more than one percent asbestos and cannot be reduced to a powder by hand pressure when dry. NESHAP defines a Regulated Asbestos Containing Material (RACM) as: (a) friable ACM, (b) Category I non -friable that has become friable, (c) Category non -friable that has or may be subject to sanding, grinding, cutting, or abrading, and (d) Category II non -friable that may or has become friable during demolition or renovation.
